Applicant: Classic Camaro Parts
To permit an expansion of use within a temporary structure.
Location - 15661 Producer Lane, Unit No. "I".
Chairman Evans introduced the applicant's proposal and stated
that this request is categorically exempt, Class. 1, California
Environmental Quality Act, 1970.
Secretary Godfrey informed the Board Members that commercial
coaches may be allowed as an expansion of an existing use for
a period not to exceed five (5) years subject to approval of a
Use Permit application by the Board. Further, that the parking,
access, landscaping, and all applicable provisions for the zoning
district whereon the coach is located are met.

The public hearing was opened by Chairman Evans with Mr.
Jeff M. Leonard, applicant, present to speak in his behalf.
Mr. Leonard addressed the Board and stated that the projected
use of the office coach will be through April of 1984 at which
time their lease expires for the facility. At this time they
plan to move to larger quarters.
The applicant is requesting to locate an office coach within
a 20 x 30 foot fenced area at the rear of his building, located
in an Industrial Park. The office coach has one opening which
they plan to place adjacent to a small access door leading into
the main building. Also, occupying space within the 20 x 30 ft.
fenced area is a trash enclosure of which its location in con-
junction with the office coach was of great concern to the Board
Members.
Mr. Leonard informed the Board that the proposed office trailer
is 8 ft. wide by 20 ft. long and assured the Board there would
be adequate space available for an office coach and trash enclosure
without encroaching into an existing deli -very area adjacent to
the 20 x 30 ft. proposed area.
It was felt by the Board Members, after discussing many alterna-
tives, that the 20 x 30 ft. proposed area to encompass a 20 ft.
in length coach and trash enclosure was not adequate space to
afford compliance with Fire Department requirements.
The applicant was agreeable to a one -week continuance to look
into the possibility of obtaining a shorter coach (15 ft.), in
,addition to working with the Fire Department staff on a revised plan
showing placement of the shorter office coach and trash enclosure
with exact measurements within the proposed area.

CONDITIONAL EXCEPTION NO. 83-4
(In conjunction with C.U.P. No. 83-7)
Applicant: Mola Development Corporation
To permit an office building to be constructed along the side
and rear property lines in lieu of the five (5) foot side and
rear yard setback requirements. Property to be developed under
the Seabridge Specific Plan located on the east side of Beach
Boulevard, south of Adams Avenue.
ON MOTION BY SMITH AND SECOND BY GODFREY, CONDITIONAL EXCEPTION
NO. 83-4 WAS REFERRED TO THE PLANNING COMMISSION MEETING OF
APRIL 5, 1983, TO BE HEARD IN CONJUNCTION WITH CONDITIONAL
USE PERMIT NO. 83-7 TO PERMIT CONSTRUCTION OF A RESTAURANT,
OFFICE BUILDING AND 59 UNIT SENIOR CITIZEN HOUSING DEVELOPMENT
WITHIN SUBAREA B1 OF THE SEABRIDGE SPECIFIC PLAN.

Applicant: Mr. Ron Lingenfelter
To permit retail sales with food service. Location is at 226
Main Street (Pier Mall).
Chairman Evans introduced the proposal and stated that this
request is categorically exempt, Class. 1, California Environ-
mental Quality Act, 1970.
Secretary Godfrey gave a brief staff report covering the applicant's
proposal stating that in -conjunction with his retail sales
Mr. Lingenfelter wishes'to install a counter, having sandwich
making capabilities, with a walk-in walkout trade eliminating
use of tables and chairs.
Secretary Godfrey informed the Board Members that the applicant
will have a compounding problem with parking created by both uses.
Further, that the applicant has worked out an arrangement with
the owner of the building to provide off -site parking as required
located at 218 Main Street. Mr. Godfrey suggested that should
this Administrative Review be approved by the Board, that a general
condition be imposed -stipulating that the applicant record a

parking agreement with the Orange County Recorder's Office
demonstrating that the applicant/tenant has legal right to
utilize a predetermined and designated number of off -site
parking spaces.
Mr. Lingenfelter submitted to the Board Members a copy of a
parking agreement possibly to be executed pending their review
and approval. Discussion carried with the applicant covering
allocated parking spaces available for his use along with the
location of the off -site parking behind the Pier Mall approximately
200 ft. from the entrance to the retail/fast food location proposed
by the applicant.
It was the feeling of,the Board Members that the bulk of
the uses at the pier mall are low -profile, low traffic office
uses which result in a sparsely used parking lot.
ON MOTION BY EVANS AND SECOND BY SMITH, ADMINISTRATIVE REVIEW
NO. 83-10 WAS APPROVED, WITH CONDITIONS FOR APPROVAL FOLLOWING,
FOLLOWED BY VOTE:
CONDITIONS OF APPROVAL:
The conceptual plot plan and elevations received March 17, 1983
shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Parking layout;
- Lot area;
- Type of use in relation to property and improvements
in the immediate vicinity.
GENERAL CONDITION:
1. Prior to issuance of building permits, the property owner
shall record a parking agreement with the Orange County
Recorder's Office which demonstrates that the applicant
(tenant) has legal right to utilize a predetermined and
designated number of off -site parking spaces which are
also owned by the subject property owner. A copy of this
agreement shall be submitted to the Secretary of the Board
for review and approval prior to issuance of building permit
