CONDITIONAL EXCEPTION NO. 83-9
Applicant: Huntington Beach Company
To permit a reduction in the minimum landscape -requirement.
Property located at 19081 Huntington Street.
Acting Chairman Evans introduced the applicant's proposal and stated
that this request is categorically exempt, Class. 5, California
Environmental Quality Act, 1970.
Secretary Godfrey informed the Board Members that the subject
property is zoned Ml-A-O. A structure was approved for this
particular site, under previous board action, allowing an oil
operations building to house equipment and supplies and a small
laboratory for testing,as having'a secondary relationship to
manufacturing in a primary use as an oil facility.
In reviewing the request with the applicant and City staff, since
it's 100 percent related to oil activity, it was felt to be more
appropriate to landscape in accordance with the oil code and its
landscape requirements in effect July of this year. As there is
a conflict in the landscape requirements between a "light manu-
facturing zone" and the "oil code", with the oil code generally
less restrictive requiring less landscaping than the manufacturing
district, in the opinion of staff, the landscaping requirement of
the oil code would be more germane, -

Acting Chairman Evans opened the public hearing with Dave Eadie
present representing the applicant.
Findings and Conditions supporting staff's position in this matter
were discussed. In addition to the landscaping treatment for the
south property line of the subject site screening the facility
from Huntington Street in conjunction with the expansion of the
Cambro Manufacturing facility was considered.
The public hearing was closed.
ON MOTION BY COOPER AND SECOND BY EVANS, CONDITIONAL EXCEPTION
NO. 83-9 WAS GRANTED WITH FINDINGS AND CONDITIONS OF APPROVAL FOLLOWING,
SUCCEEDED BY VOTE:
FINDINGS:
1. The granting of this Conditional Exception will not constitute
a grant of special privilege inasmuch as the subject property
is being used as an oil facility, the size of the site has
been purposely scaled down to minimize the presence of an oil
facility, the lot's narrow frontage reduces visual impact when
viewed from the residential area to the east and any landscaping
to the sides or rear of the site cannot be viewed from Huntington
Street or the Pier Pointe residential project.
2. The strict application of the zoning ordinance would deprive
the subject property of privileges enjoyed by other oil related
properties in the City of Huntington Beach.
3. The landscaping would be consistent with the requirements of
the Huntington Beach Oil Code.
4. The granting of the Conditional Exception will not be materially
detrimental to the public welfare, or injurious to property
in the same zone classification.
5. The granting of the Conditional Exception will not adversely
affect the General Plan of the City of Huntington Beach.
CONDITIONS OF APPROVAL:
The conceptual plot plan and elevations received April 20, 1983
shall be the approved layout.
General Conditions:
1. Screening shall be provided by the Huntington Beach Company
on the south property line which will include slates in chain
link fencing or should Cambro Manufacturing provide a solid
block wall along their property line this would suffice.

2. The landscaping shall be installed in accordance with the
deadline date established in the Oil Code.

USE PERMIT NO. 83-17
Applicant: Kim Engineering Company
To permit an expansion of parking area and modification to
existing parking area - Bank of America located at 3166 Admiralty
Drive.
Acting Chairman Evans introduced the application and stated that
this request is categorically exempt, Class. 1, California Environ-
mental Quality Act, 1970.
Secretary Godfrey explained that the Bank of America is proposing
to add ten (10) additional compact parking spaces within an unused
portion of their property, improve internal circulation and provide
a curb -cut allowing ingress and egress onto Pacific Coast Highway.
The public hearing was opened by Acting Chairman Evans.
Mr. Jacob Kim, A.I.A. for the project, addressed the Board and
briefly outlined the benefits of the proposed parking design.
He stated that as he has ieorked closely with City staff he felt
quite confident that his revised plan is in accordance with the
provisions of the Ordinance Code.
Mr. Stan Sorenson, resident living in a single-family dwelling
adjacent to the bank property on Tiburon Place, stated that should
the Board grant the applicant's request allowing additional parking
spaces to the existing parking lot it would'only compound the problem
with the beach crowd using the parking lot after hours and on the
weekends. He cited throwing of beer cans, partying, etc. being
conducted within the parking lot. He stated that on several occasions
he has discussed this problem with the personnel at the bank but
to no avail.
There being no one else present to speak in favor or opposition of
the applicant's request, the public hearing was closed.
Board discussion ensued. Two points were of major concern: 1) ingress
and egressing onto Pacific Coast Highway and 2) securing of the
parking lot after hours and on weekends. The centerline median
on the corner of Pacific Coast Highway and Admiralty as it relates
to the proposed curb -cut, signage exiting the property onto a State
highway, fire lane access, a "hammerhead" to be located in the newly

proposed parking area and landscaping were taken into consideration.
ON MOTION BY SMITH AND SECOND BY COOPER, USE PERMIT NO. 83-17
WAS APPROVED WITH FINDINGS, CONDITIONS OF APPROVAL AND VOTE FOLLOWING:
FINDINGS:
1. The use will not be detrimental to persons working or living
in the vicinity.
2. The use will not be injurious to property and improvements in
the vicinity.
3. The granting of this Use Permit will not adversely affect the
General Plan of the City of Huntington Beach.
CONDITIONS OF APPROVAL:
1. The conceptual plan dated April 19, 1983 shall be the approved
layout, subject to the modifications described herein:
(a) The parking stall next to the trash bin shall be twelve
(12) ft. wide.
(b) The parking lot shall be striped in accordance with
Article 979 of the Huntington Beach Ordinance Code.
(c) A detailed landscape and irrigation plan complying
with Article 979 of the Huntington Beach Ordinance Code
shall be submitted to the departments of Development
Services and Public Works prior to issuance of permits.
(d) If lighting is included in the parking lot, energy
efficient lamps shall be used (e.g. high pressure sodium
vapor, metal halide). All outside lighting shall be
directed to prevent "spillage" onto adjacent properties.
(e) Parking lot driveway access shall be signed to the
satisfaction of the Fire Department so as to provide
an adequate fire lane prior to final inspection.
(f) Signage for the driveway on Pacific Coast Highway shall
be limited to "right turn in" and "right turn only" with
details meeting the satisfaction of the Traffic and City
Engineers.
(g) The parking lot shall be physically secured during hours
of nonuse e.g. locked chain or gate across all entry and
exit points to the site.

Applicant: The Kar Kare Company
To permit a seasonal parking lot from May 28, 1983 through September
13, 1983. Proposed location is on Pacific Coast Highway between
Second and Third Streets.'
Secretary Godfrey explained that the applicant has exercised his
option to renew the Lease for the City -owned property. Maintenance
deficiencies which occurred last season were reviewed with the
applicant. Mr. Bonanni was informed that should approval of this
administrative review be granted for the establishment of a
seasonal parking lot, he would have to operate in conformance with
the terms of the Lease Agreement and the conditions of approval
imposed which were thoroughly discussed.

83-16 WAS APPROVED WITH CONDITIONS OF APPROVAL AND VOTE FOLLOWING:
CONDITIONS OF APPROVAL:
1. The parking lot shall be totally enclosed to prevent indiscrimi-
nate pedestrian access to Pacific Coast Highway prior to opening
of the parking lot on May 28, 1983.
2. The parking lot shall be oiled or graveled in accordance with
specifications on file with the Department of Public Works.
3. Parking stall dimensions and drive widths shall comply with
the provisions of Article 979 of the Huntington Beach Ordinance
Code.
4. All striping shall be accomplished and approved before May 28,
1983.

5. The site shall be maintained in a clean condition, free of
trash and debris.
6. The parking lot shall be physically secured during hours of
nonuse to prevent overnight parking.
7. On -site signs shall not exceed twelve (12) square feet and
shall be in accordance with the design established on the
municipal parking lot at the pier, and shall not exceed
ten (10) feet in height.
8. The conceptual plot plan received April 20, 1983 shall be
approved by the Department of Public Works for internal
circulation ingress and egress.
9. Appropriate signs for the direction of traffic and parking
shall be provided by the applicant: Said signs, location,
and content to be as recommended by the Traffic Division
of the Police Department.
10. A certificate of insurance form in the amount of $1,000,000,
along with a Hold Harmless Agreement executed by insured, shall
be filed and approved by the Risk Manager five (5) days prior
to use of the parking lot.
11. An inspection shall be made by Land Use and Public Works Depart-
ment to insure that the above Conditions imposed have been met
prior to opening of business on May 28, 1983.
