HomeMy WebLinkAbout1983-06-13MINUTES Council Chamber, Civic Center Huntington Beach, California Monday, June 13, 1983 A tape recording of this meeting is on file in the City Clerk's Office Mayor MacAllister called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:30 P.M. ROLL CALL Present: Pattinson, Kelly, MacAllister, Finley Bailey, Mandic Thomas (arrived at 7:45 P.M.) Absent: None MAIN/PIER REDEVELOPMENT PROJECT AREA STUDY The Development Services Director informed Council that they had been provided with a copy of a preliminary draft of the Downtown Specific Plan. Discussion was held regarding setbacks, building height, block consolidation, street vacation and the cul-de-sac of streets. Patrick Dawe, representing the Arroyo Group, exhibited drawings, maps and slides. He described possible redevelopment concepts regarding the pier, restaurants, hotels, parking, residential and retail shopping areas. Council discussion included the Pacific Coast Highway, pier development, and a parking structure. They generally agreed they preferred the slope roof design as depicted in the drawings Mr. Dawe displayed. Discussion was held regarding the City -owned property in the downtown area. A motion was made by Pattinson, seconded by Thomas, to direct staff to continue on in the direction they are going and meet with property owners and get their consensus of what they feel should go into these different areas and come back and report to the Council. Following discussion, a motion was made by Bailey, seconded by Finley, to table the previous motion. The motion to table carried by the following roll call vote: AYES: MacAllister, Finley, Bailey, Mandic NOES: Pattinson, Thomas, Kelly ABSENT: None RECESS - RECONVENE The Mayor called a recess of Council at 10:20 P.M. The meeting was reconvened at 10:30 P.M. Page 2 - Council Minutes - 6/13/83 Councilman Pattinson left the meeting at 10:20 P.M. OCTD TO BE CONTACTED RE BUSES ON MAIN STREET The City Administrator informed Council that they had been provided with a communication dated June 13, 1983 from the Public Works Director regarding an Orange County Transit District public hearing scheduled for June 20, 1983 at which time they will discuss the elimination of Route 29 on Main Street. Following discussion, a motion was made by Bailey, seconded by Kelly, to take the following actions: 1. Request the Orange County Transit District to delete the decision on rerouting of Route 29 from their proposed service changes which are the subject of a public hearing on June 20th. 2. Complete a feasibility study for small shuttle buses to serve the downtown core area so that the large buses will not need to penetrate that area. 3. Establish a study committee composed of representatives of local residents, senior citizens, the Transportation Commission, the City Council, and staff to discuss the problem of buses on Main Street. The motion carried unanimously. Mayor MacAllister stated that the study committee would be appointed Monday, June 20, 1983. Following discussion, Mayor MacAllister requested the Public Works Director to telephone the Orange County Transit District regarding the matter. TERRY PARK SENIOR CITIZEN HOUSING PROJECT The Director of Business and Industrial Enterprise described alternate plans for the Terry Park Project that would provide rental housing for senior citizens. He described the rental unit price for each plan. Following discussion, a motion was made by Kelly, seconded by Thomas, to approve Alternative #3 which would result in the construction of 212 senior citizens rental units. The motion carried unanimously. Council discussed energy saving and fireproof roofs for the project, as well as, accommodations for the handicapped. Councilman Mandic left the meeting at 11:00 P.M. AC UISITION OF MCGOWAN PROPERTY - APPROVED - TALBERT/BEACH REDEVELOPMENT PROJECT - -- �. .., _ Following discussion, a motion was made by Finley, seconded by Bailey, to authorize the acquisition of the McGowan property at the previously established maximum price, plus attorney fees not to exceed '000.
