Staff informed the Board Members that during the preliminary plan check of the applicants plan, it was revealed that a variance was necessary permitting a reduction in the applicants frontyard setback from ten (10) ft. to six (6) ft. adjacent to a public utility ease- ment. Carstens To permit a waiver of parcel map for lot consolidation. Property located at 601 - 19th Street (corner of Acacia Avenue and 19th Street). Acting.Chairman Evans introduced the proposal and stated that this request is Categorically Exempt, Class. 15, California Environmental Quality Act, 1970. Secretary Godfrey outlined the new procedure permitting a waiver of the parcel map for a minor lot consolidation. He explained that under Article 992 of the City Subdivision Ordinance a parcel map may be waived, providing that a finding is made by the Board of Zoning Adjustments or, on appeal, by the City Council, that the pro- posed lot consolidation complies with the requirements as to area, improvement and design, flood and water drainage control, appro- priate improved public roads, sanitary disposal facilities, water 1 -2- BZA 8/10/83 Minutes: H.B. Where a waiver of the parcel map is granted, the applicant shall file for record with the County Recorders Office a Certificate of Compliance pursuant to Section 9920.2 of the City Subdivision Ordinance, Mr. Godfrey stated that the applicants request is a minor lot consol- -idation of 2 x 25 ft. lots. Further, that full street improvements and dedications have been made permitting a waiver of the parcel map. Conditions of approval were explained to the applicant ,- Craig Carstens. ON MOTION BY SMITH AND SECOND BY EVANS, A WAIVER OF THE PARCEL MAP FOR TENTATIVE PARCEL MAP NO. 83-568, WAS APPROVED WITH CONDITIONS FOR APPROVAL AND VOTE FOLLOWING: TENTATIVE PARCEL MAP NO. 83-568 CONDITIONS FOR APPROVAL; 1. The plat map dated July 27, 1983, shall be the approved layout. 2. Compliance with all applicable City Ordinances. 3. Applicant must file and record with the County of Orange a Certificate of Compliance accompanied by a detailed plat map. A copy shall be filed with the Department of Development Services. Board of Zoning Adjustments August 10, 1983 Page Five Secretary Godfrey informed the Board Members that this request is to construct and operate a mini -warehouse within the Ml-CD District to be located at the corner of Gothard Street and Talbert Avenue. The project will consist of five (5) one-story buildings of tilt -up con- crete construction consisting of a total of 52,612 sq. ft. of floor area. Mr. Godfrey informed the Board Members that the applicant's plans were reviewed by the Design Review Board on July 29, 1983. He out- lined applicable conditions for approval covering buildings and fencing treatment, landscaping and color scheme. Necessary requirements satisfying the concerns of the Fire Department were discussed with the applicant - Jim Church. ON MOTION BY SMITH AND SECOND BY VOGELSANG, ADMINISTRATIVE REVIEW NO. 83-41 (IN CONJUNCTION WITH N.D. NO.'83-25) WAS APPROVED BY THE FOL- LOWING CONDITIONS OF APPROVAL, SUCCEEDED BY VOTE: NEGATIVE DECLARATION NO. 83-25 IN CONJUNCTION WITH ADMINISTRATIVE REVIEW NO. 83^41 CONDITIONS OF APPROVAL: 1. The conceptual site plan and colored elevations received and dated -July 13, 1983 shall be the approved layout subject to the following: a. Elevation contour lines shall be per drawing dated July 13, 1983. Color scheme includes earthtones (brown and off-white). Final treatment to be approved by the Development Services Department prior to issuance of building permits. 2. The proposed fencing along Gothard Street and Talbert Avenue shall be as follows: a. Block piers -"slump stone" to match color of existing wall to the north. b. Gate details -wrought iron and block piers (details to be approved by Development Services prior to issuance of building permits. 3.- A detailed landscape and irrigation plan shall be submitted to the Department of Development Services and Public Works Land- scaping Division for review and approval prior to issuance of building permits. A rooftop mechanical- equipment screening plan shall be submitted to -the Secretary of the Board prior to issuance of building per- mits. Said plan shall indicate screening 'of -all rooftop mechan- ical equipment and shall delineate the type of -material proposed to screen said equipment. 5. A detailed -soils analysis shall be prepared -by a -registered soils engineer. This analysis'shall.include onsite soil sampling and laboratory testing of materials -to provide detailed recommenda- tions regarding grading, chemical and fill properties, foundations, retaining walls -,streets and utilities. 6. If foil type insulation is to be used, a fire retardant type shall be installed -as -approved by the' -Building Department. 7. The development"shall meet -all applicable Huntington Beach Fire Code provisions. 8. -The-driveway-approach-shall be twenty-seven (27) feet in width and shall be of radius type construction meeting Department of Public -Works _standards. 9. All building spoils such as,unusable lumber, wire,. -pipe and other surplus or unusable material shall be disposed of at an offsite facility equipped to --handle them. 10. The Gothard Street entrance interior gating -shall be extended to a minimum of -twenty-four (24) fe_et in_width-meeting Fire.Depart- ment standards..-, _- 11. The Talbert Avenue gate shall require a knox box. shall be properly posted with "no parking" signs. Applicant: Huntington Beach Compaq The fire lane To permit the' subdivision of -one- (1) --lot into --two (2)�� parcels. -" Property located at 18501 Beach Boulevard (southwest corner of'Beach Boulevard and Main Street). Acting Chairman -Evans introduced the -proposal and -stated that' -this request--is-Categorically Exempt, Class. 15, California Environmental Quality Act, 1970. II. -6- BZA 8/10/83 Minutes: H.B. Board of Zoning Adjustments August 10, 1983 Page Seven Secretary Godfrey informed the Board Members that the property is zoned C2 - Community Business District. The northerly 21,000 sq. ft. of the property is presently used for a Chevron Service Station. The Huntington Beach Company is not currently considering development of the property. The parcel map is requested to create two (2) legal parcels for future development. The Board Members reviewed the tentative parcel map noting that the properties arterial frontage on Beach Boulevard and Main Street was previously dedicated and improved. The applicant, Bill Holman,, was informed that vehicular access rights on Beach Boulevard would have to be dedicated to City standards. Also, that any walls of the existing building less than ten (10) ft. to the new property line shall be of a one -hour fire resistant construction with no openings and a thirty (30) inch parapet. As the Board Members did not receive a copy of the tentative parcel map in a timely fashion, the applicant was asked if he had any ob- jection to continuing the tentative parcel map for one (1) week to allow the Traffic and Building Departments time to review his plans thoroughly. Mr. Holman concurred with the continuance. ON MOTION BY SMITH AND SECOND BY EVANS, TENTATIVE PARCEL -MAP NO. 83-567 WAS CONTINUED ONE (1) WEEK, TO THE MEETING OF AUGUST 17, 1983, BY THE FOLLOWING VOTE: AYES: Godfrey, Evans, Smith, Vogelsang, Vincent NOES: None ABSTAIN: None ADMINISTRATIVE REVIEW NO. 83-54 Applicant: P X Cameras and Appliances To permit a tent sale/three (3) day anniversary sale. Acting Chairman Evans introduced the "special event" stating that this request is Categorically Exempt, Class. 1, California Environ- mental Quality Act, 1970. Secretary Godfrey briefly outlined the proposal. He informed the applicant, Carol Donnell, of the Boards concerns with the placement of the tent between two (2) buildings considered to be a fire lane within the shopping center. The applicant was questioned on why they had not chosen the parking lot as the location for the tent. Miss Donnell informed the Board Members that the tent was just for shade for the representatives while presenting their products and camera demonstrations and that sales would take place inside the build- ing. The applicant was informed that the Uniform Fire Code does not -7- BZA 8/10/83 Minutes:. H.B. Board of Zoning Adjustments August-10, 1983 Page Eight allow vehicles -parked within 100 ft. of -the tent.- The tent shall-- be.of-flame-retardant material and one (1) Type 2A:fire extinguisher will. -have to be provided within -the area of the tent during its use. Additional conditions for approval were discussed with the applicant. ON MOTION BY VINCENT AND SECOND BY GODFREY, ADMINISTRATIVE REVIEW NO. 83-54'-WAS GRANTED -WITH CONDITIONS--OF_APPROVAL AND VOTE FOLLOWING: ADMINISTRATIVE -REVIEW NO: 83-54 CONDITIONS OF APPROVAL: 1. The -plot plan received August 9, -1983, shall be the conceptually approved layout. 2. The applicant-sha11 obtain all, necessary electrical permits.; 3. A Certificate of Insurance form shall be filed in the Administra- -tive Services Department in an amount deemed necessary by the Public'Liability Claims Coordinator along with a Hold Harmless Agreement -executed by the insured prior to the event. 4. The layout.`and circulation plan shall be approved by the Fire Department prior to the event. 5. Prior to.opening,of the sale, an inspection of, the premises shall be.made by a Fire Protection Specialist. 6. The applicant shall provide for. -clean-up of the area after clos- ing of the event. 7. All requirements of Chapter-32 of -the _Uniform' -Fire Code shall be met. Board of Zoning Adjustments August 10, 1983 Page Nine Secretary Godfrey informed all concerned that the tentative parcel map and conditional exception are to be heard in conjunction with C.U.P. No. 83-18 by the Planning Commission at their August 16, 1983 meeting. He further explained that a conditional exception variance of this type will not be required in the future pending completion of a Code Amendment which has had its second reading by City Council allowing compact parking on industrial district Sites.
