HomeMy WebLinkAbout1983-09-121 MINUTES Room B-8, Civic Center Huntington Beach, California Monday, September 12, 1983 A tape recording of this meeting is on file in the City Clerk's Office Mayor Pro Tempore Kelly called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:30 P.M. ROLL CALL Present: Kelly, Finley, Bailey, Mandic Absent: Pattinson, Thomas, Mandic REVIEWOF DOWNTOWN SPECIFIC PLAN The Development Services Director stated that Council had been provided with the staff communication regarding the Specific Plan which is to be presented to Council on September 19, 1983 and a copy of a Summary of the Specific Plan dated September, 1983. He stated that copies of the Draft Specific Plan were also available. He reviewed the history of the development of the Specific Plan. He stated that staff would review the changes recommended by the Planning Commission, with which in some instances the staff did not agree. He stated that these areas of disagreement would also be reviewed. He informed Council that the staff believed the Coastal Commission would accept the Specific Plan. Mike Adams, Assistant Planner, presented a review of each section of the Specific Plan. He referred to a drawing which depicted the 11 districts involved, as follows: District #1 - 'Visitor -Serving Commercial/Residential District #2 - Residential District #3 - Visitor -Serving Commercial Office/Residential District #4 - Mixed Use, Office/Residential/Limited Commercial District #5 - Mixed Use, Commercial/Office/Residential District #6 - Mixed Use, General Commercial/Office/Residential District #7 - Visitor -Serving Commercial/Residential District #8 - High Density Residential/Conservation District #9 - Commercial Recreation District #10 - Pier -Related Commercial District #11 - Beach Open Space Jeanine Frank, Associate Planner, reviewed the Specific Plan relative to building heights, intensities and densities of the districts as well as setbacks, open -space requirements and other development standards. She also reviewed proposed uses in the area. Page 2 - Council Minutes - 9/12/83 Discussion was held by Council. Councilwoman Finley suggested that a provision be written into the ordinance to help preclude incompatibility of uses in the Mixed Use Districts, particularly mixed residential, and that the Conditional Use Permit process not be all that is relied upon. Mayor Pro Tempore Kelly suggested that building materials be considered to mitigate noise problems. Considerable discussion was held on this issue. The Council stated that they would like to see a report regarding traffic circulation. Mike Adams brought Council's attention to the circulation portion of the Draft Specific Plan. Mr. Adams reported on the three major intersections that should be looked at - (Lake/Orange/Atlanta), (Sixth/Orange) and Sixth/Main/Lake). Mayor Pro Tempore Kelly asked staff if they could include alternative actions that could be taken to mitigate some of the difficulties that are of concern to citizens. The Mayor Pro Tempore asked Deputy City Attorney De La Loza to provide Council with information as to the specific procedures Council should follow if amending the recommendations of the Planning Commission should be necessary.
