Discussion was held by Council. Councilwoman Finley suggested that a
provision be written into the ordinance to help preclude incompatibility of
uses in the Mixed Use Districts, particularly mixed residential, and that the
Conditional Use Permit process not be all that is relied upon. Mayor Pro
Tempore Kelly suggested that building materials be considered to mitigate
noise problems. Considerable discussion was held on this issue.
The Council stated that they would like to see a report regarding traffic
circulation. Mike Adams brought Council's attention to the circulation
portion of the Draft Specific Plan. Mr. Adams reported on the three major
intersections that should be looked at - (Lake/Orange/Atlanta), (Sixth/Orange)
and Sixth/Main/Lake).
Mayor Pro Tempore Kelly asked staff if they could include alternative actions
that could be taken to mitigate some of the difficulties that are of concern
to citizens.
The Mayor Pro Tempore asked Deputy City Attorney De La Loza to provide Council
with information as to the specific procedures Council should follow if
amending the recommendations of the Planning Commission should be necessary.
