AYES: Godfrey, Smith, Evans, Vogelsang, Vincent NOES: None ABSTAIN: None REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 83-51 (Continued from 9/07/83) Applicants: Mr. & Mrs. Rudolph Cienfuegos To permit a 5,663 sq. ft. tilt -up building. Subject property is located on Sampson Circle (Lot 13). Acting Chairman Evans introduced the proposal and stated that this request is covered by Negative Declaration No. 83-31. Staff reiterated the reason for continuance, stating that the ap- plicants original plan did not have the correct front setback from the public utility easement (short four (4) ft. of landscaping) to meet the Code requirement effective 8/31/83 for industrial property. Upon the Board's reivew o.f the revised site plan, it was noted that the applicants had reduced their building area from 5,663 sq. ft. to .5,000 sq. ft. providing fourteen (14) ft. six (6) inches of land- scaping from the front property line and ten (10) parking spaces Minutes: H.B. Board of Zoning Adjustments September 21, 1983 Page Two meeting the Code requirements. The applicant was informed that the location of the trash enclosure behind the parking stall was un- acceptable. Mr. Cienfuegos stated that the loading and unloading of reinforced bar will take place within the building. The applicant was informed that his floor plans will have to be revised to reflect the change in the size of the building. It was the consensus of all of the Board Members that the applicants site plan was substantially in compliance with Code requirements and would be compatible aesthetically and architecturally with the sur- roundings in the M-1, Light Manufacturing District. ON MOTION BY SMITH AND SECOND BY GODFREY, ADMINISTRATIVE REVIEW NO. 83-51 WAS APPROVED WITH CONDITIONS OF APPROVAL AND VOTE FOLLOWING: ADMINISTRATIVE REVIEW NO. 83-51 _ CONDITIONS OF APPROVAL: 1. The conceptual plot plan dated September 19, 1983 shall be the approved layout. 2. The applicant shall submit a landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and Landscaping Specifications on file in the Department of Public Works prior to issuance of building permits. 3. A rooftop mechanical equipment plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delin- eate the type of material proposed to screen said equipment prior to issuance of building permit. 4. If lighting is included in the parking lot area, energy efficient lamps shall be used (e.g., high-pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 5. A detailed soils analysis shall be prepared by a registered soils engineer. This analysis shall include on -site soil sampling and laboratory testing of materials to provide de- tailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets and utilities and shall be reviewed by the Department of Development Services prior to issuance of building permit. 6. If foil type insulation is to be used, a fire retardant type shall be installed as approved by the Building Department. -2- BZA 9/21/83 Minutes: H.B. Subject property is located on Sampson Circle (Lot 10-80 ft. to Woodwind. Acting Chairman Evans introduced the proposal and stated that this request is covered by Negative Declaration No. 83-32. Staff informed the Board Members that as Mr. & Mrs. Kinney's revised plan is identical to Administrative Review No. 83-51, just heard by the Board, and on adjacent property (Lot 14), it was recommended that the same conditions imposed on Administrative Review No. 83-51 become applicable to this application. Mr. Kinney was questioned on the use of his building. The Board Members were informed that the proposed building is for speculation. ON MOTION BY SMITH AND SECOND BY VOGELSANG, ADMINISTRATIVE REVIEW NO 83-52 WAS GRANTED WITH CONDITIONS FOR APPROVAL AND VOTE FOLLOWING: ADMINISTRATIVE REVIEW NO. 83-52 CONDITIONS OF APPROVAL: 1. The conceptual plot plan dated September 19, 1983 shall be the approved layout. 2. Rohrig _ To permit a 5,470 sq. ft. industrial building. Acting Chairman Evans introduced the proposal and stated that this request is Categorically Exempt, Class. 3, California Environmental Quality Act, 1970. Staff reiterated the reason for continuance stating that on the applicant's original plan, landscaping within the front setback,did not meet the Code requirement affecting the parking layout. Further, that the two (2) parking spaces within the interior of the building required striping, a one -hour fire wall and that the total building needs to be sprinklered. It was noted that the applicant's revised plan now meets the Code require- ments for parking and landscaping - Board Member Evans stated his concern with interior parking spaces possibly setting a precedent for industrial buildings in an effort to meet the parking requirements. ON MOTION BY SMITH AND SECOND BY VINCENT, ADMINISTRATIVE REVIEW NO. 83-59 WAS CONDITIONALLY GRANTED WITH CONDITIONS FOR APPROVAL AND VOTE FOLLOWING: ADMINISTRATIVE REVIEW NO. 83-59 CONDITIONS OF APPROVAL: 1. The conceptual plot plan dated September 12, 1983 shall be the approved layout. 2. Development shall meet all applicable provisions of the Hunting- ton Beach Fire Code (automatic sprinkler system is required). 9. Two (2) interior parking spaces within the industrial building are part of required parking. To permit the consolidation of lots by waiver of parcel map per Section 9920.1 (waiver). The subject property is located on Reynolds Circle (200 ft. east of Sampson Lane). The proposal was introduced by Acting Chairman Evans who informed all concerned that this request is Categorically Exempt, Class. 12, Calif- ornia Environmental Quality Act, 1970. Secretary Godfrey outlined the procedure permitting a waiver of a parcel map for a minor lot consolidation. He explained that under Article 992 of the City's Subdivision Ordinance, a parcel map may be waived, providing that a finding is made by the Board of Zoning -5- BZA 9/21/83 Minutes: H.B. Board of Zoning Adjustments September 21, 1983 Page Six Adjustments, on appeal, by the City Council, that the proposed lot consolidation complies with the requirements as -to area, improvement and design, flood and water drainage control, appropriate improved public roads, sanitary disposal facilities, water supply availability, environmental protection and other requirements of the Subdivision Map Act. The procedure for filing a Certificate of Compliance accompanied by a plat map, was explained to Mr. Hartge representing the application. The removal of the public utility easement, by permit, meeting Public Works standards was discussed with Mr. Hartge. The applicant was in- formed that parking over the public utility easement is allowed. It was felt by all of the Board Members that the plot map conforms to the requirements as provided by Ordinance 2622 of the Huntington Beach Ordinance Code. Cornelius To permit the construction of a 15,466 sq. ft. industrial building. The subject property is located at 7652 Burton Drive .(near intersection of Beach and Slater). It was staff's recommendation that, since the applicant was not present as the Board was not in receipt of the revised plan as discussed pre- viously with the applicant wherein necessary Code requirements would be depicted covering setback and landscaping requirements, that the -6- BZA 9/21/83 1 Minutes: H.B.
