Mayor MacAllister called the adjourned regular meeting of the City Council of
the City of Huntington Beach to order at 7:30 P.M.
ROLL CALL
Present: Kelly, MacAllister, Finley, Bailey, Mandic
Absent: Pattinson, Thomas
CITY/COUNTY AGREEMENT FOR FUNDING OF PIER REPAIRS - APPROVED
The Clerk presented a communication from the Director of Public Works
regarding the County'.s Harbors, Beaches & Parks Commission recommendation to
the Board of Supervisors that the City of Huntington Beach receive a grant of
t200,000 to assist in the restoration of the municipal pier which was damaged
in storms for the last three years.
On motion by Mandic, second Kelly, Council approved the agreement between the
City and the County for funding of pier repairs and authorized the Mayor and
City Clerk.to execute the agreement by the following roll call vote:
AYES: Kelly, MacAllister, Finley, Bailey, Mandic
NOES: None
ABSENT: Pattinson, Thomas
PUBLIC HEARING - DOWNTOWN SPECIFIC PLAN/ZONE CASE 83-2/CODE AMENDMENT 83-2 -
HEARING CLOSED - CONTINUED TO 10
The Mayor announced that this was the day and hour set for the continuance of
a public hearing from September 19, 1983 to consider the Downtown Specific
Plan, Zone Case No. 83-2 and Code Amendment No. 83-2. The Specific Plan
constitutes new zoning for that portion of the coastal zone between Goldenwest
Street and Beach Boulevard in the City of Huntington Beach. The Specific Plan
is bounded on the inland side by Walnut Avenue, Sixth Street,. Hartford Avenue,
Lake Street and Atlanta Avenue. Communications on the matter were received
from Michael Murray, Frank M. Cracchiolo and Kay Seraphine on September 26,
1.983.
The Mayor stated that a copy of said Specific Plan is on -file in the
Department of Development Services.
The following people spoke in favor of the Specific Plan as recommended by the.
city planning staff: Barry Bussiere, Arthur Letts, Bob Davis, Bill Gallegos,
Richard. Halt, David Holt; Greta Pruitt, Gary Mulligan, Bob Terry, H..B.
Plunkett, Natalie Kotsch and Stanford Tharp.

Gerald Caterina spoke against building restaurants on the pier.
Richard Rowe stated he would like to preserve the downtown area the way it is
now. He stated that if Council must choose one of the plans he would prefer
they choose the one recommended by the Planning Commission.
Dean Albright stated that he believed some Councilmembers were lobbying for a
unanimous vote on the Specific Plan.
Ann Carter spoke in favor of lower height and less density.
James Knowles stated he did not support the plan as presented by either the
Planning Commission or the City planning staff. He spoke regarding mobilehome
parks in the affected areas.
Jerry Williams stated that he did not believe the traffic in the downtown area
was that bad. He stated he believed the market should dictate building
heights.
Kay Seraphine stated her concern regarding the Specific Plan's effect .on
traffic on 17th Street. She also expressed concern regarding cul-de-sating or
closure of some streets as referred to in the plan.
Janet Branson stated that, at one time she didn't want to change the downtown,
however, now she believed it would be changed for the better.
Tom Conlon stated he hoped Council would approve the plan as recommended by
the Planning Commission. He recommended that the Planning Commission be
expanded to .monitor development.
Kay MacLeod commended staff regarding the Specific Plan.
Richard Silber stated he believed the city should be preserved as it exists
today.
Merele Mosheri spoke regarding the death of Leonard Wright and his wishes
regarding the downtown area.
Dr. Donald Shipley stated his concern regarding parking conditions in the
downtown area. He spoke against high rise.
Jim Hemsley stated he believed the average citizen wanted to hold down density
and high rise in the downtown area. He suggested the matter be put to a vote
by the people.
Cynthia Doe urged Councilmembers to listen to the electorate and reflect the
views of the citizens irrespective of their own point of view.
Bob Bolen stated his concern regarding parking and traffic circulation
patterns in the staff recommendations of the Specific Plan.
Joe Genovese stated he believed developers could make a profit if low density
was reflected in the Specific Plan. He stated he believed the matter belonged
on the ballot.

Douglas Langevin stated he wanted a three story maximum limitation in the
plan. He stated he believed the matter should be submitted to the people for
a vote.
Darlene Weinstein spoke against constructing buildings on the pier and against
high rise.
Denise Jacot stated she did not favor either plan because she believed they
would both create an urban environment and she preferred a suburban
environment.
Lance Jacot spoke regarding the feasibility study, the superblock, the traffic
circulation plan and the Environmental Impact Report. He recommended the
matter be put before the people even if only as a poll in the water bill.
RECESS - RECONVENE
The Mayor called a recess of Council at 9:50 P.M. Council was reconvened at
10:10 P.M.
There being no one present to speak further on the matter and there being no
further protests filed, either oral or written, the hearing was closed by the
Mayor.
Jim Palin, Director of Development Services, presented a staff report
regarding the recommendations of the city planning staff and the
recommendations of the Planning Commission relative to the Specific Plan,
particularly pertaining to buildings on the pier. Mike Adams, Assistant
Planner, presented viewgraphs of proposed buildings on the pier using
perspective drawings to demonstrate height comparisons.
Mayor MacAllister questioned whether the Environmental Impact Repot (EIR)
would need to be modified regarding the concept of the superblock. Mr. Palin
stated that the EIR was adequate and that the plan was less intense than that
envisoned by the EIR.
The traffic circulation element in the Specific Plan was discussed.
Discussion was held between Council and the City Attorney regarding approval
by Council of the Planning Commission minutes related to discussion of the
Specific Plan. Discussion.was held between Council, Mr. Palin and the City
Attorney regarding the time factor as to when the traffic circulation element
is required to be included in the plan.
Councilwoman Bailey requested information for the next meeting regarding
clarification of the plan as it pertains to mobilehome parks.
Councilwoman Bailey inquired regarding the time element as it pertains to
inclusion of the Specific Plan on the November ballot. The City Clerk
reported that it was too late to include the issue on the November ballot.
Councilman Kelly stated his concern regarding including flexibility in the
plan relative to individual pieces of property that might be downgraded
because of odd marginal situations. The City Administrator stated that he
would provide the appropriate wordage at the October loth meeting.

A communication from Councilman Kelly, dated September 26, 1983, relative to
the scattered problem lots had been distributed to Council.
ADJOURNMENT
Mayor MacAllister adjourned the adjourned regular meeting of the City Council
of the City of Huntington Beach.
