Applicant: Mr. DeWayne Brown c/o John Hewitt by Del Chan Co., Inc.
To permit the construction of a 20,000 sq..ft. concrete tilt -up
office/manufacturing building (southwest corner of Graham and Bolsa).
Chairman Smith introduced the applicant's request and stated that
this proposal is covered by E.I.R. No. 73-16.
At the Board meeting of March 28, 1984, upon the Board's review of
original plans submitted, internal circulation problems were evident.
Consequently, the applicant requested a two -week continuance to rework
'his plan.
Mr.'Hewitt and Mr. Brown were both present to speak in favor of their
proposal. Mr. Hewitt stated that the retaining wall for the landscape
berm is actually 3-1/2 ft. in height above grade. Also, that a meeting
was held with the Fire Department wherein it was agreed that the
stair -step entrance on to the site would be moved closer to the south
west corner. 'The --applicants were informed that at the southwest
corner of Bolsa and Graham - on Graham, the adjacent property owner
has submitted a,request to the Planning -Commission seeking relief

from utilization of the joint -use reciprocal driveway located on
the south side of his property (pre -approved plan) which, if granted
would drastically affect the applicants proposal for use of a
reciprocal driveway easement agreement on'the north side of the
subject site.
Necessary width for drive a.sles,with adequate corner turning radius
for fire apparatus within 150 feet of all portions of the exterior
walls of the first story of the -building was explained.

Staff's suggested conditions for approval were discussed with the
applicant. It was felt that the applicants plan substantially complies
with the zoning requirements justifying approval of his request.
ON MOTION BY SMITH AND SECOND BY POE, ADMINISTRATIVE REVIEW NO. 84-11
WAS CONDITIONALLY APPROVED AS FOLLOWS, SUCCEEDED BY VOTE:
CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
April 5, 1984 shall be the approved layout.
2. Prior to'issuance of building permits, the applicant shall
submit the following plans:
a. Landscape and irrigation plan to the Department of Development
Services and Public Works for review and approval.
b. Rooftop mechanical equipment plan. Said plan shall indicate
screening of all rooftop mechanical equipment and shall
..delineate the type of material proposed to.screen said equipment.
3. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
4. Driveway approaches shall be a minimum of twenty-seven (27) ft.
in width and shall be of radius type construction.
5. On -site striping and signage clearly delineating both pedestrian
and vehicular traffic shall be provided.
6. On -site fire hydrants shall be provided in number and at locations
specified by the'Fire Department.
7. An automatic fire sprinkler system shall be approved and installed
pursuant to Fire Department regulations.
8. All signs shall comply with Article 976 of the H.B. Ordinance
Code.

9. Low -volume heads shall be used on all spigots and water faucets.
10. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
offsite facility equipped to handle them.
11. The structures on the subject property, whether attached or
detached, shall be constructed in compliance with the State
acoustical standards set forth for units that lie within the 60
CNEL contours of the property. Evidence of compliance shall
consist of submittal of an acoustical analysis report, prepared
under the supervision of a person experienced in the field of
acoustical engineering, with the application for building
permit(s).
12. If lighting is included in the parking lot, high-pressure sodium
vapor lamps shall be used for energy savings. All outside
lighting shall be directed to prevent "spillage" onto adjacent
properties.
13. A detailed soils analysis shall be prepared by a registered
soils engineer. This analysis shall include onsite soil
sampling and laboratory testing of materials to provide detailed
recommendations regarding grading, chemical and fill properties,
foundations, retaining walls, streets, and utilities.
14. If foil -type insulation is to be used, a fire retardant type
shall be installed as approved by the Building Division.
15'..The-subject property shall enter into an irrevocable reciprocal
driveway easement agreement between the subject site and
adjacent properties to the south and west. A copy of the recorded
easement shall be submitted to Development Services prior to
issuance of building permits.
16. The applicant shall be responsible for modification to traffic
signal if improvements to property necessitate. This determination
shall be made by the Public Works Department.
17. Prior to installation, fire lanes as determined by the Fire
Department shall be posted and marked.

USE PERMIT NO. 84-22
-Applicant:. -Mr.-DeWayne Brown -Huntington Harbour -Anglers
To permit a parking lot charity bazaar May 5, 1984 - 7:00 a.m.
until 4:00 p.m.
The "special event" was introduced by Chairman Smith with Mr.
Brown present to respond should the Board Members have concerns.
Plans for the event were submitted to the Police Department with
no adverse comments or recommendations received.
The Board -Members reviewed the site plan submitted -discussing
location, -.,flow of traffic within the shopping center, and fire
accessways.-

WAS APPROVED WITH CONDITIONS FOR APPROVAL AND VOTE FOLLOWING:
CONDITIONS OF APPROVAL:
1.* The plot plan received March 26, 1984, shall'be the approved
layout.
2. Signs shall be prohibited within the public right -of -way -area.
3. Fire access lanes shall be maintained.
4. The applicant -shall obtain all necessary electrical permits.
5. Certificate of Insurance -(including Hold -Harmless -Agreement)
shall be approved by -the Risk Manager of the City__of_Huntington
Beach five-(5) days prior to the event.
6.- All requirements of the Ordinance Code.shall be met.

Applicant: Mr. Bob Hoxsie
To permit construction of a 10;900 sq.-ft. industrial building.
Site location is on Gothard-- approximately-135 ft. south of Prodan
on -the east side of the street.
Following introduction of the applicant's request,.Chairman Smith
informed all concerned that this proposal is categorically exempt,

Class 3, under the California Environmental Quality Act of 1970.
Staff informed the Board that the applicant's proposal for the
industrial building is for office and warehouse use. Thirteen (13)
onsite parking spaces are shown on his plan in lieu of fourteen (14)
spaces required. It was suggested that as the site exceeds the
eight percent landscape requirement, that the parking layout be
extended to include one more parking space moving the proposed
adjacent landscape planter farther east.
Fire requirements were discussed with Mr. Hoxie. As it was determined
that an on -site fire hydrant would be required, it was explained to
the applicant that when fire protection facilities are to be installed
by the developer, such facilities including all surface access roads
are to be installed and made serviceable prior to and during the
time of construction.
Conditions, incorporating development standards required within
the M-1 District, were discussed.
ON MOTION BY EVANS AND SECOND BY POE, ADMINISTRATIVE REVIEW NO. 84-18
WAS GRANTED WITH CONDITIONS OF APPROVAL AND VOTE FOLLOWING:
CONDITIONS OF APPROVAL:
1. A revised site plan shall be submitted depicting the modifications
described herein:
a. Fourteen parking spaces.
b. ,Relocation of trash area.
C. Statistical information corrected.
2. Prior to issuance of building permits, the applicant shall submit
the following plans:
a. Landscape and irrigation plan to the Department of
Development Services and Public Works for review and
approval.
b. Rooftop mechanical equipment plan. Said plan shall indicate
screening of all rooftop mechanical equipment and shall delineate
the type of material proposed to screen said equipment.
3. This approval is granted for a 1,035 sq. ft. office and 9,865 sq.
ft.•warehousc. Any modification or expansion to these areas,
or change of use, shall require additional parking and approval
of a site plan amendment.
4. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division and Fire Department.

5. Maximum separation between building wall and property line shall
not exceed two (2) inches.

Applicant: Mola-Development Corporation
in number and locations
To permit a model home complex with sales office per TT 11870 and
C.U.P. No. 81-34 within the Seabridge Specific Plan located on the
southeast corner of Adams Avenue and Beach Boulevard.

The site plan depicting the location for the five (5) sales models
and sales office at 8072 Bridgeport was viewed by the Board. Areas
of access via improved roadways, security fencing, and parking avail- .
able for visitors was reviewed.

While discussing conditions for approving the marketing of the
condominiums, it was felt by all of the Board Members that the surety
bond,guarantying,compliance with all provisions of the Code and the
Huntington Beach Building Code, should be increased as denoted in
the following conditions imposed for the sales office and model
complex for the planned residential development.
ON MOTION BY GODFREY AND SECOND BY POE, ADMINISTRATIVE REVIEW NO.
84-21 WAS GRANTED WITH CONDITIONS FOR APPROVAL AND VOTE FOLLOWING:
CONDITIONS OF APPROVAL:
1. The conceptual plot plan dated March 28, 1984, shall be the
approved layout.
2. A landscape and irriation plan complying with Article 979 of
the Huntington Beach Ordinance Code shall be submitted to the
Department of Development Services and Public -Works for review
and approval prior to final inspection.
3. A plan delineating various directional signs, landscaping and
irrigation, shall be submitted for review and approval by the
Department of Development Services and Public Works and
installed prior to final inspection.
4. Project identification (subdivision directional) sign shall comply
with Article 976 (Sign Code) of the Huntington Beach Ordinance
Code..
5. All roads (including fire access) shall be of hard surface, all
weather construction meeting Public Works requirements and
installed prior to combustible construction.
6. All access roads shall extend within a minimum of 150 feet to
the farthest point of the exterior perimeter of the model homes.
7. All water lines and fire hydrants shall be installed and approved
by the Fire Department prior to issuance of permits for any
temporary or permanent structures.
8. Security fencing, gates, locking devices, ingress and egress
from streets and parking areas shall be reviewed and approved by
the Fire and Police Departments prior to issuance of. building
permits.
9. The office use shall be discontinued within 30 days following
sale of the last onsite unit. A surety bond of $5,000 shall be
posted with the City for the sales office and model home complex
to guarantee compliance with all provisions of the code and the
Huntington Beach Building Code. Such model homes shall only
serve the tract specified in subject administrative review
application.

10. Sales office shall not be converted or expanded into a general
business office.
11. Fire lanes as determined by the Fire Department shall be posted
and signed.

TENTATIVE PARCEL MAP NO. 84-569(W)
Applicant: Mr. Robert Stark
To permit a parcel map waiver consolidating two parcels into one.
Site location is 16842 Bayview Drive.
Chairman Smith introduced the applicant's request and stated that
this proposal is categorically exempt, per Section 15115 of the
California Environmental Quality Act of 1970.
Staff informed the Board that the strip of land consisting of Lot 8,
without direct access to a public street and less square footage
than required by Code for an R-1 parcel,was acquired by the applicant
from the Huntington Harbour Corporation. Prior to -purchase by the
applicant, the Planning Commission on January 19, 1965 approved Use
Variance No. 7820 for Tract No. 5829, with a provision that the strip
of land was to be sold to the individual adjacent property owners.
The applicant is requesting lot consolidation prior to obtaining
building permits) to construct-. an addition to his single-family
dwelling.
Upon review of the applicant's plat map, with no dedication or improve-
menls required, it was felt that the following finding was evident
to ustify a waiver of the parcel map requirement for the requested
lot consolidation.
ON MOTION BY EVANS AND SECOND BY SMITH, WAIVER OF TENTATIVE PARCEL
MAP NO. 84-569(W).WAS GRANTED WITH FINDING, CONDITIONS FOR APPROVAL
AND VOTE FOLLOWING:
FINDING FOR APPROVAL:
1. The proposed consolid ation complies with the requirements as to
area, improvement and design, flood and water drainage control,
appropriate and approved public roads, sewer and water facilities
environmental protection, and other requirements of Article 992
of the Subdivision section of the Ordinance Code.

CONDITIONS OF APPROVAL:
1. 90he plat map received by the Department of Development Services
on February 24, 1984 shall be the approved layout.
2. Compliance with all applicable City Ordinances.
3. The applicant shall file, through the Huntington Beach City
Clerk's Office, and have recorded with -the Orange County Recorder's
Office, a certificate of compliance in conjunction with the
approved plat map. A copy of the recorded certificate of
compliance and plat map shall be filed with the Department of
Development Services prior to issuance of building permits on
the subject property.
