Staff reported this application had been continued to allow the
applicant to submit a new site plan for_the-entire development.

Les Evans broached the problem of driveways opening onto busy
streets and stated the applicant had three driveway openings in
1,100 feet of frontage. The Board was also concerned about traffic
circulation and turning radius space in the development.
UPON MOTION BY EVANS AND SECOND BY VINCENT, ADMINISTRATIVE REVIEW
NO. 84-55 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The floor plans and elevations received and dated July 24,
1984, shall be the approved layout for Building I.
2. A revised site plan shall be submitted depicting the modifi-
cations described herein:

regulations.

14. If lighting is -included in the parking lot, high-pressure
sodium vapor lamps shall be used for energy savings. All out-

adjacent properties.
15. If foil--type--insulation is to be used, a fire retardant type
-shal-l-be-installed as -approved -by the Building Division.

Ms. Pierce reported that representatives of Musil Perkowitz Ruth,
Inc., Messrs. Perkowitz_and Christensen; were present -since Lot
Line Adjustment-No.-84-11 was in -conjunction with'Administrative
Review No. 84-55. She reported that Building O sits on its own
parcel, but Building N is part of --the area -with Parcel --I.._ Staff
has no problem with meeting the--lot-line-adjustment.
Les Evans stressed the point .that. the --Board was --approving a -.-lot
line adjustment- and -,not a _parcel map. -

A request to permit construction of equipment shed addition to back
of existing building on property located at 17891 Jamestown Lane
(West side of Jamestown Lane approximately 140 feet North of,
Windfield Drive). =
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1970.
Susan Pierce reported this application had been continued to give
the applicant an opportunity to be present. Thisris, an --industrial
site with all parking at rear of the building. This, storage shed
was constructed without a building permit and was attached to
another building not belonging to the applicant. The site plan
amendment would have to be filed for his property and Staff recom-
mends that the Board not approve the request on the basis that it
is not architecturally compatible with other building, trash
storage area is non -conforming with fire regulations, and handicap
parking spaces still will not satisfy the Code requirements.
Daryl Smith mentioned•the shed was of wooden material and that the
City was attempting to maintain industrial areas with nice buildings.
Mr. Leong stated the building had not been painted because he would
have to rebuild it and add a third wall but,when completed, should
be an acceptable structure. Tom Poe.of the Fire Department stressed
the fact the building would have to be a non-combustible structure
to be acceptable. After further discussion, the applicant requested
a continuance to work out problems with Staff members.

SITE PLAN AMENDMENT NO. 84-19 (Cont-'. from 9/26/84)---
Applicant: Schurgin Development
A request to permit main entrance modification, relocation of trash
area, relocation of parking spaces displaced by transformers and
new trash areas, and expansion -of Building ".C". Subject property
is located on the West side of Beach Boulevard approximately 270 feet
South of intersection of Main Street and Beach Boulevard.
This request is covered by Categorical'Exemption; Class 5,- _
California Environmental Quality Act, 1970.
Ms. Pierce reported this request had been continued to give the
applicant an opportunity to meet with the_City Engineer. She
pointed out the request had -been modified and the Board would only
be taking action on the main -entrance driveway. The driveway will
continue to provide one entrance and two exit lanes and Certificates
of Occupancy shall be issued only until -parking reaches 229 spaces.
Les Evans stated both the City and CalTrans would be satisfied with
a forty foot (40') drive opening -of radius type.--The-applicant has
also asked CalTrans---Tor removal of-twentylfeet (201) of the median
and CalTrans has approved left turns out of the project. The -
applicant was not present. -
UPON MOTION BY EVANS AND SECOND BY SMITH, SITE PLAN AMENDMENT
NO. 84-19 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. Site Plan Amendment No. 84=19 shall be approved for main
entrance change only. This application amends Administrative

CONDITIONAL EXCEPTION NO. 84-59
Applicant: Richard C. Chacon
A request to permit a reduction in the minimum open space dimension
from twenty feet (201) to fifteen feet (151) on property located at
4541 Operetta Drive (North side of Operetta Drive approximately
sixty feet (60') East of Fantasia Lane).
This request is covered by Categorical Exemption, Class 5,
California Environmental Quality Act, 1970.
Ms. Pierce reported that when this house was built iri the 1960's, a
twenty -foot (201) setback was required in the front and fifteen feet
(151) in the rear yard. The house was constructed with one wing
extending to the back and the applicant wishes to build a section
adjacent to this area with a fifteen foot (151) setback from the
rear. The minimum open space area will still be met and the
structure will be architecturally compatible with existing.
Daryl Smith opened the Public Hearing and the applicant, Richard
Chacon, was present. He had no questions and there were no other
persons present to speak, so Mr. Smith closed the Public Hearing.
UPON MOTION BY VINCENT AND SECOND BY EVANS, CONDITIONAL EXCEPTION
NO. 84-59 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS,
BY THE FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. Granting of reduction in open space minimum dimension will
not reduce the required total open space area (900 Square
Feet) .
2. The granting of a conditional exception is necessary in
order -to preserve -the enjoyment of one or more substantial
property rights.
3. The granting of Conditional Exception No. 84-59 will not be
materially detrimental to the public welfare, or injurious
to property in the same zone classifications.
4. The granting of the conditional exception will not adversely
affect the General Plan of the City of Huntington Beach.
5. The siting of the'home restricts future additions in com-
pliance with the -Code.

Applicant: Richard A. Hanson
A request to -permit reduction of required.parking spaces from twenty-
four (24) spaces to seven (7) spaces, elimination of corner cutoff
for buildings adjacent to intersecting driveways, -and buildings to
encroach a maximum of five feet (5') into five foot. (5') setback
from public easement. -Property is located on the East side of
Sampson Street approximately 800 feet South of,Slater Avenue.
This request is covered by Categorical Exemption, Class 5,.
California Environmental Quality Act, 1970.
It was reported by Staff that -this -property is located in M-1.Zone
which allows warehouse facilities; --however, mini -warehouse does not
have a category in the Code. There is no formula for computing
parking spaces required but Staff has based their computations on
the number of cubicles proposed, approximately-940. On this basis,
twenty (20) spaces would be required. Staff fails -to find any
land -related hardship but the applicant does have a�twenty-five
foot (251) water easement on the rear of the lot. Staff would also
require corner cutoffs. The caretaker's unit has not been included
in the parking count. The project will have a security gate.
After a general discussion, Daryl Smith opened the Public Hearing.
The applicant, Richard A. Hanson, was -present and he stated he had
developed several mini -warehouses -in Orange and San Diego Counties.
He felt that twenty (20) spaces were far more than would be
required because this type of business -does not have people "stacked
up waiting to get into the park. They have an average of four to
five people and hour coming into the storage facilities.

Les Evans left- the meeting at this point.
Mr.. Smith mentioned the possibility of parking on the water ease-
ment. A general discussion followed concerning -this question and
the applicant requested a continuance to further explore the possi-
bility with the Public Works Department.
There were no other persons present to speak so the Public Hearing
was closed.

Ms. Pierce reported -a previously recorded Parcel Map had been
presented which shows existing building, landscaped area, twenty-
five foot (251) wide ingress and egress, reciprocal parking area,
and that Staff has no problem with approval if there are no
problems engineering wise.
The applicant, Richard A. Hanson, stated he had contacted the Water
Department and they wanted relocation of one line. He said he found
no problem with conditions which he -had received -from Planning.
UPON MOTION BY'VINCENT AND SECOND BY SMITH, TENTATIVE PARCEL MAP
NO. 84-594 WAS APPROVED WITH THE'VOLLOWING FINDINGS -AND-_CONDITIONS,
BY THE FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. The proposed consolidation of five .(5) parcels for purposes of
industrial use is in compliance with the size and -shape of
property necessary for that type of development.
2. The General Plan has set forth provisions for this type of
land use as well as setting forth objectives for implementation
of this type of land use.
3. The property was previously studied for this_ intensity, of land
use at the time the land use designation for community business
district allowing industrial buildings was placed on the subject
property.
4. The size, depth, frontage, street width and other design and
improvement features of the proposed subdivision are proposed
to be constructed in compliance with standards plans and
specifications -on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision

SITE PLAN AMENDMENT NO. 84-15
Applicant: Burger King (James R. Kent)
A request to change site plan, exterior elevations, and relocate
order station on property at the Southwest corner of Beach Boulevard
and McDonald Street.
This request is covered by Categorical Exemption, Class 15,
California Environmental Quality Act, 1970.
Ms. Pierce reported that the City had recently granted this appli-
cant a one (1) year extension of time for their project. Since
receiving that extension, they have requested an amendment to the
site plan and wish to relocate a covered canopy order station which
would be oriented to the residential area. If the Board should
approve this project, Burger -King would still maintain eighty-six
(86) parking spaces by inclusion of credit for the parking lane.
Staff would not recommend approving the revised elevations. They
have deleted the mansard type roof over the addition which we would
like to have retained. Staff does -not feel the passive speaker
system is now needed since the speaker has been relocated away from
the residential area.
The applicant's representatives, Ernest Clark, Architect,'and
James Kent, were -present: Mr. Clark stated Burger King had been
very pleased with visual effect of the proposed structure and

would like the Board to find it acceptable rather than maintaining
the mansard roof. He stated there would be no mechanical equipment
or motors on the roof of the addition.
Ms. Pierce stressed that driveway striping and "DO"NOT ENTER" signs
should be installed at appropriate locations.
UPON MOTION BY VINCENT AND SECOND BY STRANGE, SITE PLAN AMENDMENT
NO. 84-15 WAS APPROVED WITH THE FOLLOWING CONDITIONS, WITH THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL: _
1. The clouded areas depicted on a site plan received and dated
August 28, 1984, shall be the approved layout. This plan
amends Use Permit No. 83-36 which expires September 7, 1985.
2. All previous conditions of Use Permit No. 83-36 shall be
applicable with the exception of No.-3.
3. The proposed additionshall be architecturally compatible with.

SITE PLAN AMENDMENT NO. 84-17
Applicant: HCH'and Associates
A request to permit addition of 760 Square Foot building and reloca-
tion of trash enclosure as depicted on previously approved site plan
(Administrative Review No. 84-27). Subject property is located at
5832 Bolsa Avenue (South side of Bolsa Avenue approximately 650 feet
West of Springdale Street).
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1970.
It was reported by Ms. Pierce that the Board of Zoning Adjustments
had recently approved this project but the applicant wishes to
relocate a trash area and generator building. He has submitted a
revised plan depicting landscaping around the trash area but Staff
would recommend that the opening be oriented to the back. Mike
Strange stated the Code would not allow trash door openings to face
a public street and Daryl Smith said it should not open to adjacent
residential property., The gates would have to face a southerly
direction.
The applicant's representative, Mr. Scott, stated the generator
building would be 10' x 10' and architecturally compatible with
other structure.
UPON MOTION BY VINCENT AND SECOND BY STRANGE, SITE PLAN AMENDMENT
NO. 84-17 WAS APPROVED WITH THE FOLLOWING CONDITIONS, WITH THE
FOLLOWING VOTE:
1. The trash area location and generator building, as shown on
a site plan received and dated September 27, 1984, shall be
the approved layout. This plan amends Administrative Review
No. 84-27.
2. The trash enclosure gates shall be oriented to the rear of
the site.
3. The proposed generator building'shall be architecturally
compatible with the new two-story building.
4. All conditions of Administrative Review No.*84-27 are appli-

This request is covered by Categorical Exemption, Class 5,
California Environmental Quality Act,.1970. -.
Susan Pierce stated this applicant had appeared before the Board of
Zoning Adjustments in May, 1984; for -approval of.a.medical office
building with a- reduction in --parking which.- was" subsequently appealed
to the Planning Commission and City Council. The applicant has now

for -Administrative Review No. 84-13 which would allow reciprocal
parking for three -buildings. The Architects for both projects
arranged reciprocal parking for all three buildings and this request
should have--been.-for reciprocal parking rather than joint use. A
parcel map should be filed.. The: -Planning Commission granted a park-
ing variance and parking requirements are being met.
The applicant's_representatives;-Harold:Graham-and Jerry.,Dunhill,
were present: -Mr _Graham stated they would have a gated entry for
the project.
Les Evans returned to the meeting at this -'point. A lengthy discus-
sion followed concerning removal of the temporary building, widths
of lanes for fire access, turning-radius,_,etc:- Public Works and
Fire Departments -had not reviewed the ---site plan,. _
