ROLL CALL Present: Pattinson, MacAllister, Thomas, Kelly, Finley, Bailey, Mandic Absent: None JOINT MEETING OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY Chairman Kelly announced that a .joint meeting of -the City Council and the Redevelopment Agency had been called. CITY COUNCIL ROLL CALL Present: Pattinson, MacAllister, Thomas, Kelly, Finley, Bailey, Mandic Absent: None PUBLIC COMMENTS RELATING TO CITY/REDEVELOPMENT AGENCY ITEMS Chauncey Alexander and Sally Alexander requested current information regarding flood control plans and suggested that staff hold an informational meeting with the public as soon as possible. Councilman/Director-Thomas left the room. MINUTES APPROVED The Deputy Clerk presented the minutes of the regular meeting of. October 15, 1984 and the adjourned regular meeting of October 22, 1984 for 'consideration by .the Redevelopment Agency. A motion was made by Mandic,•:seconded by Pattinson the Redevelopment Agency to approve and adopt the minutes of regular meeting of October 15, 1984 and adjourned regular meeting of October 22, 1984 as written and on file in the Page 2 - Redevelopment Agency Minutes - 11/5/84 Office of the City Clerk, with Director Mandic abstaining from voting on the minutes'of the regular adjourned meeting held October 22, 1984. The motion carried by,the following roll call vote: AYES: Pattinson, MacAllister, Kelly, Finley, Bailey, Mandic NOES: None ABSENT: Thomas (out of the room) Councilman Thomas returned to the .room. RESOLUTION .NO 94._ ADOPTED - INDUCEMENT RESOLUTION-.;OLYMPIC._COMMERCE PARK The Deputy Clerk presented a communication, from the Special Projects Coordinator transmitting Resolution No. 94 - "A RESOLUTION OF THE HUNTINGTON. BEACH REDEVELOPMENT.. AGENCY DECLARING ITS INTENT TO ISSUE BONDS, CERTIFICATES OF PARTICIPATION, OTHER OBLIGATIONS OR ENTERING INTO FINANCING LEASES OR :AGREEMENTS FOR ,THE PURPOSE OF . FINANC,ING A COMMERCIAL AND INDUSTRIAL DEVELOPMENT„TO BE..CONSTRUCTED AND DEVELOPED BY HANCOCK DEVELOPMENT COMPANY." Following :discussion, a motion was made by MacAllister, seconded by Pattinson, to adopt Resolution No. 94, by the following roll call vote:.. AYES: Pattinson, MacAllister, Thomas=-Keily_ :-.Finley:;:,Bailey, Mandic NOES:..:._. .._.a_ .....__._�.__. ABSENT: None RESOLUTION NO 95 - ADOPTED - TRANSMITTAL OF SECTIONS OF. REPORTS TO CITY .COUNCIL ON.REDEVELOPMENT PLANS FOR HUNTINGTON CENTER COMMERCIAL DISTRICT The Deputy.,_Cler-k' presented. a communication..from the Development Services. Director ..,transmitting-resolutions : which authorize the transmittal to the City Council by the Redevelopment Agency of completed sections of the Report To City_ Council on -the proposed Redevelopment Plans for the Huntington Center Commercial District and Talbert Gap Flood Control Project Areas. None _ ABSENT: None Page.3 - Redevelopment Agency Minutes - 11/5./84 RESOLUTION NO 96 - ADOPTF_3 - TRANSMITTAL OF SECTIONS OF REPORTS TO CITY COUNCIL ON REDEVELOPMENT PLANS FOR TALBERT GAP FLOOD CONTROL PROJECT AREAS The Deputy Clerk presented Resolution No.- 96 for Redevelopment Agency consideration - "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY -OF HUNTINGTON BEACH AUTHORIZING TRANSMITTAL OF COMPLETED SECTIONS OF THE REPORT TO CITY COUNCIL ON THE TALBERT GAP FLOOD CONTROL REDEVELOPMENT PLAN TO THE CITY COUNCIL." _& .On motion by MacAllister, second Pattinson; the Redevelopment Agency adopted Resolution No.•,96 by the following roll call vote: AYES: Pattinson, MacAllister, Thomas, Kelly, Finley, Bailey, Mandic * NOES: None ABSENT: None STUDY SESSION SCHEDULED - 11/19/84 - HUNTINGTON CENTER COMMERCIAL DISTRICT REDEVELOPMENT PLAN - TALBERT GAP REDEVELOPMENT PLAN - EMERALD COVE Following discussion, a motion was made by Bailey, seconded by MacAllister, to consider the Huntington Center and Talbert Gap Project Areas and to discuss the status of the Talbert Senior Project on November 19, 1984 at 5:30 P.M. The motion carried by the following roll call vote AYES: MacAllister, Thomas, Kelly, Finley, Bailey, Mandic NOES: None ABSTAIN: Pattinson ABSENT: None It was,thk--consensus•-.of Council to invite .�the newly elected coun.cilmember.to the•Study.Session.
