ROLL CALL Present: Pattinson, Thomas, Kelly, MacAllister, Bailey Absent Finley, Mandic PURCHASE OF LATER -MODEL HELICOPTER EQUIPMENT - APPROVED AS AMENDED - STAFF TO INVESTIGATE FEASIBILITY OF LEASE/PURCHASE NEXT HELICOPTER - DEFERRED FROM 11/19/84) The City Clerk presented a communication from the Chief of Police regarding the purchase of la.ter-model helicopter equipment. Discussion was held regarding purchasing a used or a new helicopter and the feasibility of a lease/purchase of the helicopter. Also discussed was authorization of another $35,000 toward the purchase of a later model helicopter. A motion was made by MacAllister, seconded by Pattinson, to authorize the expenditure of up to $410,000 to acquire one used/rebuilt helicopter, preferably a Model E; and to direct staff to investigate the feasibility of utilizing a lease/purchase agreement for a second helicopter in FY $5-86 for a similar amount. The motion carried by the following roll call vote: AYES: Pattinson, Thomas, Kelly, MacAllister, Bailey NOES: None ABSENT: Finley, Mandic SPECIAL COUNSEL FOR RESERVOIR HILL ASSESSMENT DISTRICT - APPROVED - F MacKENZIE BROWN, INC - (DEFERRED FROM 11/19/84) The City Clerk presented a communication from the Department of Public Works regarding the proposed Reservoir Hill Assessment District. A motion was made by MacAllister, seconded by Pattinson, to remove consideration of the proposed Reservoir Hill Assessment District from the table. The motion carried by the following roll call vote: Page 2 -- Council Minutes - 11/26/84 AYES: Pattinson, Kelly, MacAllister, Bailey NOES: None NOT VOTING: Thomas ABSENT: Finley, Mandic A motion was made by MacAllister, seconded by Pattinson, to approve the selection of F. MacKenzie Brown, Inc. to provide legal services for the proposed Reservoir Hill Assessment District; to establish a budget of $20,000 for legal services under this agreement; and to approve and authorize execution of the consultant agreement with F. MacKenzie Brown, Inc. for fees as described in the agreement. The motion carried by the following roll call vote: AYES: Pattinson, Kelly, MacAllister, Bailey NOES: None NOT VOTING: Thomas ABSENT: Finley, Mandic COASTAL COMMISSION MEETING 11/29/84 - MAYOR KELLY TO REPRESENT CITY A motion was made by Bailey, seconded by MacAllister, to designate Mayor Kelly to represent the City at the California Coastal Commission meeting regarding the Bolsa Chica, to be held November 29, 1984 in Los Angeles. The motion carried unanimously. EDUCATIONAL TV PROGRAM TO PREVENT CHRISTMAS FIRES - APPROVED A motion was made by Thomas, seconded by Bailey, to direct staff to create an education television program on fire prevention at Christmas time. The motion carried unanimously. DUMPING - BROOKHURST/ADAMS AT SANTA ANA RIVER - REFERRED TO STAFF Councilwoman Bailey stated her concern regarding dumping at Brookhurst Street and Adams Avenue at the Santa Ana River. Following discussion, the matter was referred to staff. PCTA Councilman MacAllister informed Council that he would be meeting with Canadian representatives of the Public Cable Television Authority and requested Council input regarding cable television. HUNTINGTON HARBOUR CLEAN UP AND DREDGING Councilman MacAllister informed Council that he would be meeting with Supervisor Wieder on December 5, 1984 and invited Council input regarding clean up and dredging in Huntington Harbour, ORDINANCE NO 2735 -^ ADOPTED - MANUFACTURED HOMES ON SINGLE-FAMILY LOTS The City Clerk presented Ordinance No. 2735 for Council consideration - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH Page 3 - Council Minutes - 11/26/84 ORDINANCE CODE BY AMENDING SECTION 9700.13, TO DEFINE MANUFACTURED HOME; AND ADDING THERETO NEW ARTICLE 910.5 ENTITLED, "MANUFACTURED HOMES ON SINGLE-FAMILY LOTS." On motion by MacAllister, second Kelly, Council adopted Ordinance No. 2735, after reading by title, by the following roll call vote: AYES: MacAllister, Thomas, Kelly, Bailey NOES: Pattinson ABSENT: Finley, Mandic ORDINANCE NO 2738 - CONTINUED TO 12/3/84 - ZONE CASE 84--16 - GOLDENWEST/ GARFIELD The City Clerk presented Ordinance No. 2738 for Council consideration - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY AMENDING SECTION 9061 THEREOF TO PROVIDE FOR CHANGE OF ZONING FROM LIGHT INDUSTRIAL DISTRICT, COMBINED WITH OIL PRODUCTION AND CIVIC DISTRICT TO LIGHT INDUSTRIAL DISTRICT, COMBINED WITH 01 OIL PRODUCTION AND CIVIC DISTRICT: FROM RESTRICTED MANUFACTURING DISTRICT, COMBINED WITH CIVIC DISTRICT, TO RESTRICTED MANUFACTURING DISTRICT, COMBINED WITH 01 OIL PRODUCTION AND CIVIC DISTRICT; FROM RESTRICTED MANUFACTURING DISTRICT, COMBINED WITH OIL PRODUCTION AND CIVIC DISTRICT TO RESTRICTED MANUFACTURING DISTRICT, COMBINED WITH 01 OIL PRODUCTION AND CIVIC DISTRICT; AND FROM LIGHT INDUSTRIAL DISTRICT, COMBINED WITH OIL PRODUCTION TO LIGHT INDUSTRIAL DISTRICT, COMBINED WITH 01 OIL PRODUCTION ON REAL PROPERTY GENERALLY LOCATED NORTHEASTERLY OF GOLDENWEST STREET AND GARFIELD AVENUE (ZONE CASE NO. 84-16)." Councilman Pattinson suggested that Ordinance No. 2738 be continued to the next meeting because he and Councilman Thomas would abstain from voting on the matter on the advice of the City Attorney and because with two councilmembers absent the necessary four votes would be missing. The City Attorney confirmed that four votes were necessary to adopt an ordinance. On motion by MacAllister, second Bailey, Council continued consideration of adoption of Ordinance No. 2738 to December 3, 1984 by the following roll call vote: AYES: MacAllister, Kelly, Bailey NOES: None NOT VOTING: Pattinson, Thomas ABSENT: Finley, Mandic ORDINANCE NO 2740 - ADOPTED - ZONE CASE 84-10 - MAGNOLIA/WARNER The City Clerk presented Ordinance No. 2740 for Council consideration - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY AMENDING SECTION 9061 TO PROVIDE FOR CHANGE OF ZONING FROM QUALIFIED OFFICE PROFESSIONAL DISTRICT TO QUALIFIED MEDIUM HIGH DENSITY RESIDENTIAL DISTRICT AND TO QUALIFIED RESTRICTED MANUFACTURING DISTRICT ON REAL PROPERTY GENERALLY LOCATED WEST OF MAGNOLIA STREET AND NORTH OF WARNER AVENUE (ZONE CASE NO. 84-10)." DISTRICT REDEVELOPMENT PLAN The City Clerk presented Ordinance No. 2743 for Council consideration - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ADOPTING THE PROPOSED HUNTINGTON CENTER COMMERCIAL DISTRICT REDEVELOPMENT PLAN." Councilman Pattinson stated that although he was absent from the public hearing on this item he had listened to the tape recording of the hearing and therefore was eligible to vote on the matter. On motion by MacAllister, second Pattinson, Council adopted Ordinance No. 2743, after reading by title, by the following roll call vote: AYES: Pattinson, MacAllister, Kelly, Bailey NOES: None NOT VOTING: Thomas ABSENT: Finley, Mandic ADJOURNMENT Mayor Kelly adjourned the adjourned regular meeting of the City Council of the City of Huntington Beach.
