Conditional Exception No. 84-08 is a request to permit 10 two -bedroom units in lieu of one bedroom units; to permit a maximum of 53% lot coverage in lieu of 45%, to permit a 1 foot balcony projection into 15 foot setback from public street and to permit 9 foot wide parking spaces adjacent to structures in lieu of required 12 foot wide spaces. (1493d) -1- 12/4/84-PC MINUTES The aforementioned case was a request to rezone approximately 17,922 square feet of property located at the northeast corner of Newman Avenue and Cameron Street (17712 and 17762 Cameron Street) from R5 (Office Professional) to R3 (Medium -High Density Residential). ON MOTION BY WINCHELL AND SECOND BY SCHUMACHER THE COMMISSION APPROVED THE REQUEST FOR WITHDRAWAL OF ZONE CHANGE NO. 84-18/ NEGATIVE DECLARATION NO. 84-43 BY THE FOLLOWING VOTE: AYES: Higgins, Winchell, Mirjahangir NOES: None ABSENT: Erskine ABSTAIN: None Livengood, Porter, Schumacher, CONDITIONAL EXCEPTION NO. 84-09 CONTINUED FROM THE NOVEMBER 13, 1984 MEETING. Applicant: Robert Zinngrabe; The Delma Care -Corporation A request to permit exceptions for the number and size of parking spaces, perimeter setback and unit type and size located at the Pacifica Community Plan, eastside of Florida Street, approximately 450 feet south of Main Street. At the November 27, 1984 Commission meeting, the Commission tabled Conditional Exception 84-09 in order to allow staff additional time to research past approvals and agreements throughout the Pacifica Community Plan. The concern raised by the Planning Commission centered around the adequacy of the on site parking. The requested ratio of one space for each three units is the same as all past residential approvals within the specific plan area. Staff revised the following conditions listed below, due to the Commission's concerns: CONDITIONS FOR APPROVAL: 1. The site plan, floor plan, and elevations received and dated October 29, 1984 shall be the approved layout. 2. Employees of Pacifica Hospital shall be prohibited from parking at the Huntington Terrace retirement facility and the proposed 98-unit development. All on site parking shall be for residents, guests and employees only. 3. Prior to the issuance of building permits staff will conduct a parking assessment study for senior residential projects in the Pacifica Community Plan area. The parking study shall include analysis of the approved parking ratio (one space per three units) to determine if this ratio is adequate. If a parking study determines that the above ratio is inadequate, then additional parking shall be required in a manner to be determined by the Planning Commission. (1493d) -2- 12/4/84-PC MINUTES 1 4. All applicable conditions of Conditional Use Permit 83-27 shall remain in effect for this 98-unit development. 5. The project shall preserve all existing trees on site and shall incorporate them into the landscape plan. The Commission discussed the visitor, resident, and employee parking at the two facilities. Commissioner Higgins suggested that some of the open space could be used to pick up additional spaces. It was agreed that prior to 75% occupancy, staff will conduct a parking assessment study for the two projects and if the study determines that parking is inadequate, the applicant will provide employee parking off -site. PUBLIC HEARING OPEN Mr. Harlow, representative for Mr. Zinngrabe, felt satisfied that there was enough parking. He stated that there was no problem with the proposed conditions. PUBLIC HEARING CLOSED Findings for Approval 1. The reduction of a 20 foot primary setback to 15 feet will not have an adverse impact on the adjacent land uses since the north and east property lines of the subject site abut parking lots. 2. The reduction in unit size from the required 500 square feet to 435 square feet will not have adverse impact on surrounding land uses since the units are intended for senior citizens and additional open space for the residents being provided in a common recreation room and common dining room. 3. The reduction in the number of on -site parking spaces from one space per unit to one space per three units and the inclusion of 14 compact parking spaces will not have an adverse impact on the surrounding land uses since the senior citizens living within the development generally will use public transportation or walk to shopping facilities located within the area. 4. The granting of the Conditional Exception is not inconsistent with the general purpose or intent of the Pacifica Community Plan because it promotes senior residential housing. CONDITIONS OF APPROVAL: 1. The site plan, floor plan, and elevations received and dated October 29, 1984 shall be the approved layout. 2. ON MOTION BY SCHUMACHER AND SECOND BY HIGGINS CONDITIONAL EXCEPTION NO. 84-09 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: AYES: Higgins, Winchell, Mirjanhangir NOES: None ABSENT: ERSKINE ABSTAIN: None Livengood, Porter, Schumacher, REQUEST -FOR A SITE PLAN AMENDMENT NO. 84-012 TO CUP 70-43 Applicant: Signal Landmark, Inc. Site Plan Amendment No. 84-012 is a request by Signal Landmark, Inc. to revise a previously approved project for 1,454 condominium units located on 133.3 acres of property at the northwest corner of Magnolia Street and Atlanta Avenue and to relocate four garages in the Amador Circle parking area in order to avoid conflict with existing buried electrical and telephone conduits. The original approval called for the same ratio of covered and uncovered parking space with a slightly different orientation. Mike Adams showed displays of the parking layout to the Planning Commission. ON MOTION BY WINCHELL AND SECOND BY LIVENGOOD TO APPROVE SITE PLAN AMENDMENT NO. 84-012 BY THE FOLLOWING VOTE: AYES Higgins, Winchell, Mirjahangir NOES: None ABSENT: Erskine ABSTAIN: None PLANNING -COMMISSION ITEMS Livengood, Porter Schumacher, Commissioner Livengood commented that the City Council was looking at creating a Flood Commission. Chairman Porter asked if Mr. Palin had any comment. Mr. Palin stated that he was not sure how they were going to make the commission up, but he would forward communication suggesting that two Planning Commissioners be part of the Flood Commission. Fie went on to say that when that item comes before the City Council, staff should include the concerns of the petitioners in their report. DEVELOPMENT SERVICES ITEMS: Secretary Palin reviewed the actions taken by the City Council at its most recent meeting for the information of the commission.
