BOARD MEMBERS PRESENT: Evans, Godfrey, Smith, Vincent, Cranmer STAFF MEMBERS PRESENT: Pierce MINUTES: UPON MOTION OF GODFREY AND SECOND BY VINCENT, MINUTES OF THE REGULAR MEETING OF OCTOBER 10, 1984, WERE APPROVED AS TRANSCRIBED, BY THE FOLLOWING VOTE: AYES: Godfrey, Smith, Vincent NOES: None ABSTAIN: Cranmer, Evans ABSENT: None REGULAR AGENDA ITEMS: TENTATIVE PARCEL MAP NO. 84-587 (Cont. from 11/7/84) Applicant: Charles H. Bollman A request to permit consolidation of two (2) lots on property located at 7151 Garfield Avenue (North side of Garfield Avenue East of Stewart Street). This request is covered by Categorical Exemption, Class 15, California Environmental Quality Act, 1970. Staff stated this application had been before the Board on several occasions and had been continued, either at Board recommendation or at applicant's request. Staff would recommend that the Board approve the Tentative Parcel Map and, when improvements are installed by the applicant, he can return for waiver of final map. Les Evans agreed to this suggestion. Joe Hartge represented the applicant, Charles H. Bollman. Mr. Hartge asked about dedication of Garfield Avenue, and stated the applicant was waiting for Edison Company to complete their work so paving could be done. Mr. Hartge agreed to the conditions as presented. Minutes, H. B. Board of Zoning Adjustments December 5, 1984 Page 2 UPON MOTION BY EVANS AND SECOND BY SMITH, TENTATIVE PARCEL MAP NO. 84-587 WAS APPROVED WITH FINDINGS AND CONDITIONS AS OUTLINED, BY THE FOLLOWING VOTE: FINDINGS FOR APPROVAL: 1. The proposed subdivision of two (2) parcels for purposes of industrial/commercial use in compliance with the size and shape of property necessary for that type of development. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of use. 3. The property was previously studied for this intensity of land use at the time the land use designation for community business district allowing commercial buildings was placed on the subject property. 4. The size, depth, frontage, street width and other design and improvement features of the proposed subdivision are proposed to be constructed in compliance with standards plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance. CONDITIONS OF APPROVAL: 1. The tentative plat map received by the Department of Development Services on July 17, 1984, shall be the approved layout (with the amendments as noted thereon). 2. A parcel map shall be filed with and approved by the Department of Public Works and recorded with the Orange County Recorder. 3. Garfield Avenue shall be dedicated to City standards. 4. Water supply shall be through the City of Huntington Beach's water system at the time said parcel(s) is/are developed (if such systems exist within 200 feet of said parcel(s). 5. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel(s) is/are developed (if such systems exist within 200 feet of said parcel(s). 6. All utilities shall be installed underground at the time said parcel(s) is/are developed. 7. Compliance with all applicable City Ordinances. -2- 12/5/84 - BZA Minutes, H. B. Board of Zoning Adjustments, December 5, 1984 Page 3 8. The property shall participate in the local drainage assessment district at the time said parcel(s) is/are developed. (Contact the Department of Public Works for additional information). 9. A copy of the recorded parcel map shall be filed with the Department of Development Services. 10. Vehicular rights along Garfield Avenue shall be dedicated to the City of Huntington•Beach except at locations approved by the Board of Zoning Adjustments. AYES: Cranmer, Evans, Godfrey, Smith, Vincent NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 84-83 Applicant: Ned R. Healy and Company A request to permit a 21,113 Square Foot industrial warehouse/office building at 17602 Griffin Lane (Southeast corner of Griffin Lane and Burton Drive). This request is covered by Negative Declaration No. 76-55. Ms. Pierce reported this plan had been checked based on a lot line adjustment. The applicant has submitted a new plan and Staff finds all zoning concerns are satisfactory except the trash receptacle. Under this plan, it would be necessary for the truck to come in for pick up and back out all the way. The applicant's representative, Rita Healy, said she had questions concerning the trash enclosure. After a general discussion, the suggestion was made by Daryl Smith that trash enclosure location be worked out with assistance of Staff members. Glen Godfrey stated possibly some of the compact car spaces could be realigned to create a turn -around. UPON MOTION BY EVANS AND SECOND BY GODFREY, ADMINISTRATIVE REVIEW NO. 84-83 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE. FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. A revised site plan shall be submitted depicting the modifications described herein: a. Relocation of trash enclosure. 2. Landscape and irrigation plan to the•Department of Development Services and Public•Works�•for--review and approval. b. Rooftop mechanical-'equipment_plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate •the-�type'°of-_material: proposed: to: screen said equipment. 3. The development shall comply with all applicable provisions of the Ordinance, -Code,' Building -Division,,::and .Fire' Department. - 4. Service roads and fire,'16nes,='as determined-by-the1,,Fire Department, shall be posted and marked. 5. Maximum separation between building wall and property line shall not -exceed two inches 6. Driveway approaches shall be a minimum of twenty-seven feet (271) in width and shall be of radius type construction. 7. Orisite.-fire hydrants shall be provided in number and at locations specified by -the Fire' -Department:: 8. An automatic fire sprinkler system shall be approved and installed pursuant,to Fire Department=regulations:,,- 9." There shall -be no outside storage. 10. Low -volume heads .shall .be-.:used:on all- spigots -'and :°water faucets. 11. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable, -material, -shall, -.be disposed of -at an offsite facility equipped --to handle them: 12. 'If lighting -is included in ..the, --parking lots --:high-pressure sodium-vapor lamps.shall.be-used~-for energy•savings. All--.., outside lighting -shall -;be ­directed to prevent "spillage" onto adjacent properties. 13. A detailed soils analysis shall be_prepared,.by_a registered Soils Engineer-- This; -analysis -shall include onsite,soil sampling -and laboratory-testing:of-material s=to--provide detailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets, and utilities. 14.
