BOARD MEMBERS PRESENT: Crosby, Godfrey, Smith, Samson, Cranmer STAFF MEMBERS PRESENT: Hess MINUTES: Minutes of the meetings of October 24 and October 31, 1984, were deferred to January 2, 1985, for lack of voting members REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 84-86 Applicant: The Home Depot, Inc. A request to permit a garden area addition and reestablishment of abated use at 6912 Edinger Avenue (Southwest corner of Edinger Avenue and Golden West Street). This request is covered by Negative Declaration No. 76-53. Staff presented recommendations for -approval with amendments to site plan. During an ensuing discussion, Mr. Samson requested that the trash enclosure be relocated to the satisfaction' of the Fire, Department and Development Services Department and that the :drive along the entire length of main East-West drive be subject to Fire Department approval. Bruce Crosby wanted conditions to include Item 3.(a) "Prior to issuance of building permits, the applicant shall submit the following plans: Landscape and irrigation plan to the Department of Development Services and Public Works for review and approval." he also asked that Item 11 be added as follows: "Driveway approaches shall be a minimum of twenty-seven feet (271) in width." Bill Salyer was present -to represent the applicant and agreed to the conditions. Mr. Crosby also asked that Item 1.(d) be added to read: "A revised site plan shall be submitted depicting the modifications described herein: handicap ramp added at corner of Golden West Street and Edinger Avenue." Board of Zoning Adjustments December 19, 1984 Page 2 UPON MOTION BY CROSBY AND SECOND BY GODFREY, ADMINISTRATIVE REVIEW NO. 84-86 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. A revised site plan shall be submitted depicting the modifications described herein: a. Drive along entire length of main East-West drive subject to Fire Department approval. b. Parking area along South property line in conformance with traffic flow and City Parking Standards (Article_979). c. Trash enclosure locations to approval of the Fire Department and Development Services Department. d. Handicap ramp added at corner of Goldenwest Street and Edinger Avenue. 2. Prior to issuance of building permits, applicant shall file a parcel map establishing lease lines. Said map shall be recorded prior to final inspection or provide proof that all lease lines were created prior to January 16, 1958. 3. Prior to issuance of building permits, the applicant shall submit the following plans: a. Landscape and irrigation plan to the Department of Development Services and Public Works for review and approval. 4. A planned sign program shall be approved for all signing within the commercial center pursuant to s. 9760.43 of the Huntington Beach Ordinance Code. 5. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 6. Service roads and fire lanes, as determined by the Fire Department, shall be posted and marked. 7. A review of the use shall be conducted within six (6) months of the date of this approval to verify compliance with all conditions of approval and applicable sections of Article 951 of the,Huntington Beach Ordinance Code. If at that time there is a violation of these conditions or code sections, Administrative Review No. 84-86 may become null and void. 9. All signs shall comply with Article 976 of the Huntington Beach Ordinance Code. 1U. Low -volume heads shall be used on all spigots and water faucets. 11. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off site facility equipped to handle them. 12. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used for energy savings. All outside lighting shall be directed to prevent "spillage" onto aajacent properties. 13. If foil -type insulation is to be used, a fire retardant type shall be installed as approved by the Building Division. 14. The parking area shall be repaired where necessary. AYES: Crosby, Godfrey, Smith, Samson, Cranmer NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 84-88 Applicant: Dennis Devine/Devine Corporation A request to permit a 20,000 Square Foot industrial building at the Southeast corner of Bolsa Avenue and Bolsa Chica Street. This request is covered by Environmental Impact Report No. 73-16. Scott Hess reported the applicant had submitted a site plan which was not complete but Staff would recommend approval of the project with. conditions as outlined for the Board. Bruce Crosby stated he had a copy stamped by the Planning Commission in 1977 reflecting their requirement for reciprocal drives. Mr. Crosby said he felt this request should be referred to the Planning Commission for their decision. -3- 12/19/84 - BZA Minutes, H. B. Board of Zoning Adjustments December 19, 1984 Page 4 Glen Godfrey explained there were only two -lots left in the area which did not have buildings and he did not feel,it necessary to send the request back to the Planning Commission. GODFREY MADE THE MOTION THAT ADMINISTRATIVE REVIEW NO. 84-88 BE CONTINUED UNTIL APPLICANT BRINGS IN REVISED SITE PLAN AND VERIFICATION OF THE RECIPROCAL EASEMENT. MOTION DIED FOR LACK OF SECOND. Mr. Samson left the meeting at this point. CROSBY MOVED, SECONDED BY CRANMER, THAT ADMINISTRATIVE REVIEW NO. 84-88.BE APPROVED WITH THE CONDITIONS AS OUTLINED AND DISCUSSED AND BASED ON THE SITE PLAN SUBMITTED DECEMBER;4, 1984., MOTION PASSED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL 1. A revised site plan shall be submitted depicting the modifications described herein: a. Increased parking space width (11-1/2 feet),adjacent to the trash area. b. Property dimensions and building dimensions. C. Entire width and length of reciprocal -easement d. Complete project summary. 2. Prior to issuance of building permits, the applicant shall submit the following plans: a. Landscape and irrigation plan to the Department of Development Services and Public Works for review and approval. b. Rooftop mechanical equipment plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. 3. The development shall comply with all.applicable provisions of the Ordinance Code, Building Division, and Fire Department. -4- 12/19/84 - BZA 1 Minutes, H. B. Board of Zoning Adjustments December 19, 1984 Page 5 4. Service roads and fire lanes, as determined by the Fire Department, shall be posted and marked. 5. Driveway approaches shall be a minimum of twenty-seven feet (271) in width and shall be of radius type construction. 6. Parking shall conform to Article 979 of the Huntington Beach Ordinance Code. 7. Onsite fire hydrants shall be provided in number and at locations specified by the Fire Department. 8. An automatic fire sprinkler system shall be approved and installed pursuant to Fire Department regulations. 9. All signs shall comply with Article and 97b of the Huntington Beach Ordinance Code. 10. Low -volume heads shall be used on all spigots and water faucets. 11. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off site facility equipped to handle them. 12. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used for energy savings. All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 13. A detailed soils analysis shall be prepareu by a registered soils engineer. This analysis shall include onsite soil sampling and laboratory testing of materials to provide detailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets, and utilities. 14. If foil -type insulation is to be used, a fire retardant type shall be installed as approved by the Building Division. 15. If no reciprocal driveway easement exists on Bolsa Avenue, the subject property shall enter into an irrevocable reciprocal driveway easement between the subject site and adjacent property. A copy of the legal instrument shall be approved by the City Attorney as to form and content and, when approved, shall be recorded in the office of the County Recorder and a copy filed with the Department of Development Services. -5- 12/19/84 - BZA Minutes, H. AYES: Crosby, Cranmer, Smith NOES: Godfrey ABSENT: Samson TENTATIVE PARCEL MAP NO. 84-1206- Applicant: Rick Jeffrey A request to permit lot consolidation at 317-19 Seventeenth Street (West side of Seventeenth Street approximately 100 feet South of Orange Avenue). This request is covered by Categorical Exemption, Class 15, California Environmental Quality Act, 1970. Staff reported this request should be subject to approval of Public Works, that the alley shall be dedicated_to City standards, and alley dedication shall be shown on the map. Mr. Samson came back to the meeting at this time. Bruce Crosby stated the deed was sitting on his desk but Rick Jeffrey, the applicant, asked if recordation could be conditioned to be completed prior to issuance of building permits. UPON MOTION BY GODFREY AND SECOND BY SMITH, TENTATIVE PARCEL MAP NO. 84-1206 WAS APPROVED WITH ThE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS FOR APPROVAL: 1. The proposed subdivision of four (4) parcels for purposes of industrial(commercial) use in compliance with the size and shape of property necessary for that type of development. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of use. 3. The property was previously studied for this intensity of land use at the time the land use designation for community business district allowing commercial buildings was placed on the subject property. -6- 12/19/84 - BZA Minutes, h. The size, depth, frontage, street width and other design and improvement features of the proposed subdivision are proposed to be constructed in compliance with standards plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance. CONDITIONS OF APPROVAL: 1. The Tentative Parcel Map received by the Department of Development Services on December 4, 1984, shall be the approved layout (with the amendments noted thereon to reflect alley dedication). 2. A parcel map shall be filed with and approved by the Department of Public Works -and recorded with the Orange County Recorder. 3. Alley shall be dedicated to City standards. 4. Water supply shall be through the City of Huntington Beach's water system at the time said parcel is aeveloped. 5. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 6. All utilities shall be installed underground at the time said parcel is developed. 7. Compliance with all applicable City Ordinances. 8. A copy of the recorded parcel map shall be filed with the Department of Development Services. 9. The applicant shall file, through the Huntington Beach City Clerk's Office, and have recorded with the Orange County Recorder's Office, a Certificate of Compliance in conjunction with the approved plat map. A copy of the recorded Certificate of Compliance and plat map shall be filed with the Department of Development Services prior to issuance of building permits on the subject property. 10. Vehicular rights to Seventeenth Street shall be dedicated to the City of Huntington Beach. AYES: Cranmer, Crosby, Godfrey, Samson, Smith NOES: None ABSENT: None -7- 12/1-9/84 - BZA Minutes, H. B. Board of Zoning Adjustments December 19, 1984 Page 8 SITE PLAN AMENDMENT NO. 84-27 Applicant: David W. Prizio A request to permit use of 20' x 3401 strip of land acquired by Lot Line Adjustment No. 84-4 to be used for additional parking and landscaping (Amends Administrative Review No. 77-20). Subject property is located at 5392-5412-5432 Bolsa Avenue (South side of street approximately 225 feet West of Graham Street). This request is covered by Categorical Exemption, Class 5, California Environmental Quality Act, 1970. Scott Hess said Staff was recommending approval of this request to use additional property for parking space and landscaping, and stated the building was in M-lA Zone. Glen Godfrey inquired as to why the applicant needed the additional parking space and the applicant, David Prizio, explained there had been an increased use in some of the office space. Ross Cranmer asked to have Item No. 20 added to the Conditions. No. 20 reads as follows: "A review of the use shall be conducted within six (6) months of the date of this approval to verify compliance with all Conditions of Approval and applicable sections of Article 951 of the Huntington Beach Ordinance Code. If, at that time, there is a violation of these Conditions or Code Sections, Site Plan Amendment No. 84-27 may become null and void." UPON MOTION BY CRANMER AND SECOND BY.GODFREY, SITE PLAN AMENDMENT NO. 84-27 WAS APPROVED WITH CONDITIONS AS SUBMITTED BY STAFF AND THE ADDITION OF ITEM NO. 20, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The landscape and parking area (2U' x 3401) shown on site plan received and dated November 13, 1984, shall be the approved layout. This plan amends Administrative Review No. 77-20. 2. A landscape and irrigation plan to the Department of Development Services and Public Works for review and approval. 3. Eliminate all illegal parking stalls on the East'and West sides of property lines which are not shown on the approved site plan. 4. A review of the use shall be conducted within six (6) months of the date of this approval to verify compliance with all conditions of approval and applicable sections of Article 951 -8- 12/19/84 - BZA Minutes, H. B. Board of Zoning Adjustments December 19, 1984 Page 9 of the Huntington Beach Ordinance Code. It, at that time, there is a violation of these conditions or code sections, Site Plan Amendment No. 84-27 may become null and void.
