BOARD MEMBERS PRESENT: Cranmer, Evans, Godfrey, Smith, Vincent STAFF MEMBERS PRESENT: Pierce, Poe MINUTES: UPON MOTION by EVANS AND SECOND BY GODFREY, MINUTES OF THE REGULAR MEETING OF DECEMBER 5, 1984, WERE APPROVED AS TRANSCRIBED, by THE FOLLOWING VOTE: AYES: Cranmer, Evans, Godfrey, Smith, Vincent NOES: None ABSENT: None UPON MOTION by EVANS AND SECOND by GODFREY, MINUTES OF THE REGULAR MEETING OF DECEMBER 12, 1984, WERE DEFERRED TO THE MEETING OF JANUARY 30, 1985, by THE FOLLOWING VOTE: AYES: Cranmer, Evans, Godfrey, Smith, Vincent NOES: None ABSENT: None REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 84-92 Applicant: Bill Armstrong A request to add drive-thru to an existing food establishment located at the northeast corner of Bolsa Chica Street and Warner Avenue. This request is covered by Categorical Exemption Class 1, California Environmental Quality Act, 1970. Ms. Pierce reportea that the City of Huntington Beach had approved the establishment of this facility in 1974. The applicant now is requesting permission to establish a drive-thru at the existing location and this conversion would necessitate twenty-seven (27) parking spaces. Staff visited the site and feels establishment of this drive-thru would create a hazardous on -site circulation pattern and would eliminate two-way traffic. based on these observations, Staff would recommend denial of this request. Minutes, H.B. board of Zoning Adjustments January 23, 1985 Page 2 After a general discussion between the Board members concerning the problems involved, bill Armstrong, the applicant, and Harvey Erdman, a representative of Kentucky Fried Chicken, stated they felt these problems could be resolved. Mr. Armstrong requested a continuance to the meeting of March 6, 1985. UPON MOTION BY VINCENT AND SECOND BY EVANS, ADMINISTRATIVE REVIEW NO. 84-92 WAS CONTINUED AT THE APPLICANT'S REQUEST TO THE MEETING OF MARCH 6, 1985, BY THE FOLLOWING VOTE: AYES: Cranmer, Evans, Godfrey, Smith, Vincent NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 85-1 Applicant: Gary Gunderson A request to permit an industrial building (3,170 Square Feet). Subject property is located on the West side of Sampson Lane at the intersection of Woodwind Drive (north of Talbert Avenue). This request is covered by Categorical Exemption, Class 3, California Environmental Quality Act, 1970. Staff said this is a new industrial building which will be located on zero lot line property, both on back and side. Staff has concerns about the turnaround and Parking Space No. 16 at westerly end. Staff would recommend converting it to a "NO PARKING" area. After a general discussion about the establishment of a restaurant in the industrial building, Daryl Smith askea if the applicant had any questions. Gary Gunderson stated he had no comments. Les Evans stated he would make a motion for approval with Conditions presented by Staff with the exception that Item 1-A, "North arrow depicted" be deleted and Item 1-c, "Relocation of trash area" and with the addition of an Item to read, "Relocation of handicap space to center of parking bay." UPON MOTION BY EVANS AND SECOND by SMITH, ADMINISTRATIVE REVIEW NO. 85-1 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. Elimination of westernmost parking space and delineated as "NO PARKING" and turnaround area. b. Relocation of handicap space to center of parking bay. 2. Prior to issuance of building permits, the applicant shall submit the following plans: a. Landscape and irrigation plan to the Department of Development Services and Public Works for review and approval. b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. 3. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 4. Maximum separation between building wall and property line shall not exceed two inches (2"). 5. Driveway approaches shall be a minimum of twenty-seven feet (27') in width and shall be of radius type construction. 6. There shall be no outside storage. 7. All repair work shall be conducted wholly within the building. 8. The applicant shall obtain the necessary permits from the South Coast Air Quality Management District. 9. A sandwich shop shall not be permitted without the approval of a conditional use permit by the Planning Commission. 10. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 11. Low -volume heads shall be used on all spigots and water faucets. 12. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off site facility equipped to handle them. -3- 1/23/85 - bZA Minutes, H.B. board of Zoniny Adjustments January 23, 1985 Paye 4 13. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used for .eneryy savings. All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 14. A detailed -soils analysis shall be prepared by a registered Soils Engineer. This analysis shall include on -site soil sampling and -laboratory testing of materials to provide detailed recommendations regarding grading, chemical and fill properties, -foundations, retaining walls, streets, and utilities. 15. If foil -type insulation is to -be used, a fire retardant type shall be installed as approved by the Building Division. AYES: Cranmer, Evans, Godfrey, Smith, Vincent NOES: None ABSENT: None LOT LINE ADJUSTMENT NO. 85-1 Applicant: Hartye Engineering A request for Lot Line adjustment between Parcels 2 and 3 of Tentative Parcel Map No. 83-585 located at.7612 Woodwind Drive (South side of Woodwind Drive approximately 130 feet East of Sampson Lane). This -request is covered by Categorical Exemption, Class 15, California Environmental Quality Act, 1970. Ms. Pierce stated the board of Zoning Adjustments had previously approved an Administrative Review on Parcel 2 and this application is to permit a lot line adjustment between Parcels,2 and 3 of Tentative Parcel Map No. 83-585. The applicant, Joe Hartye, was present and said he had submitted the map to the Orange County Assessor's Office. UPON MOTION-bY EVANS AND SECOND by VINCENT, LOT LINE ADJUSTMENT NO. 85-1 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, by THE FOLLOWING VOTE: FINDINGS FOR APPROVAL: I. The Lot Line Adjustment is consistent with the criteria outlined in Section 9811.3.1 of the Huntington Beach Ordinance Code. -4- 1/23/85 - BZA Minutes, H.B. Board of Zoning Adjustments January 23, 1985 Page 5 CONDITIONS OF APPROVAL: 1. The plan received January 14, 19b5, shall be the approved layout. 2. All previous Conditions of Approval for Tentative Parcel Map No. 83-585 shall remain in effect. 3. The applicant shall submit a copy of the recorded Lot Line Adjustment to the Department of Development Services prior to final inspection or occupancy of Parcel 1.
