Chairman Bailey called the Special meeting of the Redevelopment Agency of the
City of Huntington Beach to order at 7:30 P.M.

CALL FOR SPECIAL MEETING
The Deputy Clerk read the Call for Special Meeting which had been received and
consented to by a majority of the Redevelopment Agency prior to 7:30 P.M., on
"''fir^Sunday, January 27, 1985, for the purpose of meeting with' the City Council to
discuss and take action for review and discussion of prelzminary.,.concept and
development plans for the Main -Pier Redevelopment Project Area.:.;; (a) Town
Square Subarea (b) Main -Pier Subarea, and possible action to authorize staff
to proceed with negotiations towards the development of Development and
Disposition Agreements based on those plans.

DISCUSSION OF.PLANNING GOALS AND -OBJECTIVES
Mayor/Chairman Bailey invited suggestions and comments from both
Councilmembers and Planning Commissioners regarding goals and objectives
related to planning matters.

Suggestions made regarding areas on which to concentrate included: better
communication between the Planning Commission and Council, particularly
concerning findings; an exchange of written information regarding specific
issues; the sign ordinance; need for joint meetings on downtown
revitalization; environmental concerns regarding development of the estate
area on Goldenwest Street between Talbert and Garfield Avenues; better
interfacing with the county regarding flood control; consideration of the role
of the Board of Zoning Adjustments; code enforcement; increased densities and
the long-term effect on the City. Discussion was held regarding'delegation of
items on the Agenda of both Council and the Planning Commission so time could
be spent on long term priorities and planning. Discussion was held regarding
a Council/Planning Commission all day retreat with a facilitator.
There seemed to be a consensus of opinion that a "shopping list" should be
developed, priorities set and an all day Saturday retreat be held for Council
and the Planning Commission. A facilitator with a planning background was
suggested. It was suggested that a partial agenda be presented with
opportunity for informal discussion.
DOWNTOWN ARCHITECTURAL DESIGN GUIDELINES -.SLIDE PRESENTATION
The Deputy City Clerk presented a communication from the City Administrator
dated January 25, 1985 transmitting a preliminary Draft of the Downtown
Architectural Design Guidelines - 1/24/85.
Gayle O'Brien, Assistant Planner, and Pam Posten, Planning Aide, presented,a
slide presentation depicting Downtown Architectural Design Guidelines.
Architectural criteria including building form and mass, building material,
colors, roofs, windows, doorways, stairways, balconies, arches and arcades,
towers and fountains; landscaping and signs.
Councilman/Director Mandir left the room.
REVIEW & DISCUSSION OF PRELIMINARY CONCEPT AND DEVELOPMENT PLANS FOR THE
MAIN -PIER REDEVELOPMENT PROJECT AREA
Town Square Subarea - Approved to Move Toward Negotiating a Development
Disposition Agreement
The Director of Development Services presented an overview .of history leading
to the development of the conceptual plan for the Town Square and Downtown
redevelopment. The Deputy City Administrator/Deputy Director of Redevelopment.
spoke regarding the agreements the developers of the area were working under.
Richard Harlow, Richard Harlow and Associates, stated that he represented two
developers; Mola Development Corporation with a proposal for the Town Square
Subarea and Pacific Heritage with a proposal for the Downtown Subarea. He
stated that both developers were committed to overall development of the
downtown.
Ernie Vazquez, Carl McLarand and Associates, described the plan.for the Town
Square as a village atmosphere, pedestrian oriented at the ground level with
office and residential use on the upper levels. He stated the plan would
encompass year round day and night activities.

Discussion was held concerning whether there was too much space allotted to
commercial and office use and whether the project was economically feasible.
Concern was expressed that the Town Square would be in competition with
downtown business. The Director of Development Services explained that the
Town Square would satisfy neighborhood needs which would be different than
what was envisioned for downtown.
Discussion was held regarding the size of the proposed condominium units.
Discussion was held regarding intensity, density and traffic flow.
A motion was made by MacAllister, seconded by Green, to move toward
negotiating a Development Disposition Agreement with an economic study with
the ideas expressed by the Council as follows: 1) intensity, 2) density, 3)
traffic, 4) drawings to show design and layout and 5) an overall downtown
intensity of use. The motion carried by the following roll call vote:
AYES: Kelly, MacAllister, Bailey, Finley, Green, Thomas
NOES: None
ABSENT: Mandic (out of .the room)
Councilman/Director Mandit returned to the room.
RECESS - RECONVENE
The Mayor/Chairman called a recess of Council at 10:00 P.M. The meeting was
reconvened at 10:0.9 P.M.
Main -Pier Subarea - Approved to Move Toward Negotiation of a Development
Disposition Agreement
Richard Harlow stated he represented Pacific Heritage and that a market
feasibility study was done and a package had been developed which was
presented to various hotel operators. He stated that the atmosphere of the
downtown and beach area would have to change before the project was saleable,
including night time activities.
Brian Morris presented slides of Sea Port Village in San Diego and Shoreline
Village in Long Beach which he developed. He would like to develop the beach
area and was certain he could successfully change the atmosphere and draw
people into the area 365 days a year.
Several Councilmembers expressed the desire to have a marine museum in the
area.. It was suggested it be built on the pier. Parking for the beach area
was discussed.
A motion was made by MacAllister, seconded by Green to move toward negotiating
a Development Disposition Agreement with the concepts presented and to direct
staff to move to the next step keeping in mind the ideas presented as being
unique, parking problems and wanting a year round theme. The motion carried
by the following roll call vote:
