ROLL CALL Present: MacAllister, Mandic, Finley, Green, Thomas Bailey (arrived 7:50 P.M.) Absent: Kelly JOINT MEETING OF THE CITY COUNCIL AND HOUSING AND COMMUNITY DEVELOPMffi0T CITIZENS ADVISORY BOARD Mayor Pro Tem Mandic announced that a joint meetingof the City Council and the Housing and Community Development Advisory Board had been called. ROLL CALL - HOUSING AND COMMUNITY DEVELOPMENT CITIZENS ADVISORY BOARD Present: John Bozanic, Tom Mays, John Bowden, Mary Dana, Gail. Lyons, Dennis Sugino, Patrick Evans, Gerald Klein, Kaye MacLeod, Oliver B. Roney Absent: Cynthia Torres, Bob Goodrich, John Cruz, Mary Nicholson, Michael Schumacher Mayor Pro Tem Mandic introduced Council and staff. Doug LaBelle, Deputy City Administrator/Redevelopment presented background information and history related to the formation of the HCD Citizens Advisory Board and their functions in the past and the present. Discussion was held regarding the suggestions contained in the memorandum from the City Administrator dated October 23, 1985. Discussion was held regarding the formation of Citizen Advisory Board subcommittees that could be placed on existing or future Task Force groups formed by the Council. A member of the Citizens Advisory Board suggested that a joint meeting with the Human Resources Board would help avoid confusion particularlywhen the budget is developed. ADJOURNMENT - ECD CITIZENS ADVISORY BOARD The Chairman adjourned the meeting of the Housing and Community DeVelopmeat Citizens Advisory Board. JOINT MEETING OF THE CITY COUNCIL AND THE HUMAN RESOURCES BOARD The Mayor announced that a joint meeting of the City Council and the Human Resources Board had been called. ROLL CALL - HUMAN RESOURCES BOARD Present: Reverend Al Jansen, Jim Townsend, Dorothy Kelly, 'Dr. Philip Haynes, Marty Earlabaugh, Dr. Elvira Cravagan, Frances Andrade, Dr. Tom Chen, Merry Lent, Paul Uchin Corrie Broussard {arrived 8:15 P.M. Absent: Joanne Haukland, Tanya Voigt Reverend Al Jansen, Chairman of the Human Resources Board described the role of the board in reviewing agencies applying for grant funds. A member of the board suggested that when a Council liaison member cannot attend a board meeting that they communicate in writing with the Board on issues of which the board should be made aware. Discussion was held regarding community needs such as health care and day care, Discussion was held regarding funding agencies located outside the geographical boundaries of the city that serve Huntington Beach residents. West Orange County Helpline was cited as a good example of this, type of funding. Extensive discussion was held regarding the need for a Latch Key Program and the' problem with transportation of the children to the facilities that offer such programs. Councilman MacAllister suggested the Human Resources Board . study the issue. A member of the Human Resources Board reported on a possible television program to be developed through the Public Information Office which would highlight the needs of the community. Discussion was held regarding the possibility of holding a joint meeting of the Human Resources Board and the Housing and Community Development Citizens Advisory Board to coordinate funding recommendations. Discussion was held regarding establishing a center in Huntington Beach for various agencies, the community. clinic and possibly temporary housing Page 3 - Council Meeting - 10/28/8 5 facilities. It was suggested that the city donate temporary use of land for that purpose. It was suggested that modular buildings that could be moved be used. A boardmember stated that the City of Irvine established such a center. Councilwoman Finley requested additional information regarding the Irvine Center and suggested that Councilmembers might like to visit the site. Discussion was held regarding the Oakview Community project. The Huntington Valley day care center was discussed. ADJOURNMENT - HUMAN RESOURCES BOARD The Chairman adjourned the meeting of the Human Resources Board. RECOGNITION OF BOARD/COMMISSION MEMBERS - REFERRED TO STAFF Discussion was held regarding methods of recognizing members of boards and commissions with plaques, certificates or thank you letters. The matter was referred to staff. FOLLOW-UP TO TEAM BUILDING SEMINAR SCHEDULED - 11/23/85 Following discussion, a follow-up meeting to the Team Building Seminar held October 23, 1985 at Lake Arrowhead was scheduled for Saturday, November 23, 1985. The Mayor requested staff to try to obtain the services of Bob Davis to act as facilitator. APPLICANTS FOR 4TH OF JULY COMMITTEE - HUNTINGTON VALLEY BOYS AND GIRLS CLUB BOARD Councilman MacAllister expressed concern that few applicants had been received for vacant positions on the 4th of July Committee. He stated he was looking for business people to serve on the board of the Huntington Valley Boys and Girls Club. ELECTION OF MAYOR - REFERRED TO STAFF FOR REPORT - DECISION ON DATE OF ELECTION TO BE CONSIDERED 11 4 85 Discussion was held regarding a date to elect the next Mayor. Staff was directed to research the matter and report to Council on November 4, . 1985 at which time Council will decide on a date. FACILITIES AT END OF PIER - REFERRED TO STAFF Councilman Thomas stated that citizens have been contacting him regarding a lack of wasai basins at the end of the pier. The Director of Community Services stated that a communication was being prepared on the subject and would be presented to Council for consideration at the November 4, 1985 meeting.
