Applicant: Cambro Manufacturing Company
A request to construct a 17,300 Square Foot warehouse addition to an
existing industrial building while maintaining an existing loading
facility which faces a public street (Huntington Street) and a
variance to permit the loading facility to encroach thirty-two feet
(321) into the required forty-five foot (451) setback from
Huntington Street. Subject property is located at 7601 Clay Avenue
(Northwest corner of Clay Avenue and Huntington Street).
This request is covered by Negative Declaration No. 83-9.
Scott Hess reported that the Planning Commission had requested this
application be referred to them, and the applicant had agreed to
this referral.

Applicant: Arthur C. Delight
A request to construct a 3,488 Square Foot addition to an existing
industrial building at 17031 - 17041 Palmdale Street (West side of
Palmdale Street approximately fifty feet (501) North of Cain Avenue).
This request is covered by Categorical Exemption, Class 1 (e),
California Environmental Quality Act, 1984.
According to Staff, there is currently a 1,000 Square Foot building
located on the site which is used for repairing lawnmowers. The
applicant wishes to expand by constructing a 3,488 Square Foot
addition to this structure. Staff is recommending approval with
conditions.
Glen Godfrey arrived at the meeting at 1:42 P.M.
Daryl Smith asked that the wording "as generally designated on the
site plan" be added to the item listed on the conditions as No. 38.
The applicant, Arthur C. Delight, was present and stated he had not
had an opportunity to review the suggested conditions, and he was
allowed to do so. Mr. Delight then mentioned he was the property
owner but Jim Tucker, who was also present, was the owner of the
business.
A general discussion followed regarding the sidewalk location, the
existing pepper tree, handicapped parking, striping, signs, etc.
Tom Poe suggested that the requirement for fire sprinklers be
deleted from the conditions. Les Evans stated the curb, gutters,
sidewalks, and street lights would have to be installed per Public
Works requirements.

TENTATIVE PARCEL MAP NO. 85-330
Applicant: Jeanne Merrick
A request to create three (3) parcels from four (4) parcels.
Subject property is located at 8212 Forelle Drive (South side of
Forelle Drive near intersection of Lisa Lane).
This request is covered by Categorical Exemption, Class 15,
California Environmental Quality Act, 1984.
Staff reported the applicant was proposing to incorporate four (4)
parcels into three (3). On one parcel, there is a single family
residence, another has a single family residence which is part of a
Planned Residential Development, and the third contains a seven (7)
unit apartment complex. Staff has reviewed the plan but just today
learned that a certified letter was received by the Development
Services Department last year requesting that Huntington Viewpoint
North Homeowners Association be notified of any development or
changes in the status of this fifteen foot (15') alleyway. Under
these circumstances, Staff would recommend continuance of this
matter for two (2) weeks for further research.
The applicant, Jeanne Merrick, was present, along with Paul Merrick,
Vincent Vander Burgh, and Anita Brace. There was a general
discussion concerning the usage of the fifteen foot (15') strip, the
proposed parking area, and the construction of a six foot (61) wall
along the eastern perimeter of the property. Ms. Merrick requested
a continuance to the meeting of December 4th rather than the
suggested November 27th since they would be out of town on the
November date. There was also a discussion about the need for a
Site Plan Amendment and revisions to the Planned Residential
Development for this project in addition to the Tentative Parcel Map.
UPON MOTION BY EVANS AND SECOND BY GODFREY, TENTATIVE PARCEL MAP
NO. 85-330 WAS CONTINUED, WITH THE CONCURRENCE OF THE APPLICANT, TO
THE MEETING OF DECEMBER 4, 1985, BY THE FOLLOWING VOTE:

Applicant: Timothy N. Bortvit
A request to consolidate three (3) lots into one (1) and Waiver of
Final Map at 707 Thirteenth Street (East side of Thirteenth Street
approximately fifty feet (501) North of Palm Avenue).
This request is covered by Categorical Exemption, Class 5,
California Environmental Quality Act, 1984.

Staff explained that the subject property is zoned R1 but is
currently vacant. The applicant recently received approval from the
Board of Zoning'Adjustments for construction of a single family
residence at this location and one of the conditions of approval was
consolidation of the lots. Staff is recommending approval of the
Tentative Parcel Map and Waiver of the Final Map.
The applicant, Timothy N. Bortvit, was present and concurred with
the conditions as recommended by Staff.
UPON MOTION BY EVANS AND SECOND BY CRANMER, TENTATIVE PARCEL MAP
NO. 85-380 (W) WAS APPROVED WITH THE FOLLOWING FINDINGS AND
CONDITIONS, BY THE FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. The proposed consolidation complies with the requirements as to
area, improvement and design, flood and water drainage control,
appropriate and approved public roads, sewer and water
facilities, environmental protection, and other requirements of
Article 992 of the Subdivision Section of the Ordinance Code.
CONDITIONS OF APPROVAL:
1. The Tentative Parcel Map received by the Department of
Development Services on October 2, 1985, shall be the approved
.layout.
2. The applicant shall file, through the Huntington Beach City
Clerk's office, and have recorded with the Orange County
Recorder's Office, a Certificate of Compliance in conjunction
with the approved plat map. A copy of the recorded Certificate
of Compliance and plat map shall be filed with the Department
of Development Services prior to issuance of building permits
on the subject property.
3. Original plat map with owner and preparer's signature must be
submitted following approval.

This request is covered by Categorical Exemption, Class 5,
California Environmental Quality Act, 1984.
Staff stated this property is located within the Downtown Specific
Plan area and a fifty-two (52) unit motel has been approved for the
site. The applicant has to consolidate the five (5) lots into one
(1) as part of the approval. Staff is recommending that this
request be approved with conditions.
Les Evans said everything was in order except for the corner cutoffs
at Pacific Coast Highway and Eighth Street.
The applicant, Catherine A. Connen, was present and concurred with
the conditions.
UPON MOTION BY EVANS AND SECOND BY GODFREY, TENTATIVE PARCEL MAP
NO. 85-382 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS,
BY THE FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. The proposed consolidation of five (5) parcels for purposes of
commercial use in compliance with the size and shape of
property necessary for that type of development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use.
3. The property was previously studied for this intensity of land
use at the time the land use designation for community business
district allowing commercial buildings was placed on the
subject property.
4. The size, depth, frontage, street width and other design and
improvement features of the proposed subdivision are proposed
to be constructed in compliance with standards plans and
specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision
Ordinance.
CONDITIONS OF APPROVAL:
1. The Tentative Parcel Map received by the Department of
Development Services on November 4, 1985, shall be the approved
layout (with the amendments as noted thereon).
2. A parcel map shall be filed with and approved by the Department
of Public Works and recorded with the Orange County Recorder.

3. Pacific Coast Highway, Eighth Street, and the alley shall be
dedicated to City standards.
4. .Water supply shall be through the City of Huntington Beach's
water system at the time said parcel(s) is/are developed (if
such systems exist within 200 feet of said parcel(s).
5..-.Sewage disposal shall be through the City of Huntington Beach's
sewage system at the time said parcel(s) is/are developed (if
such systems exist within 200 feet of said parcel(s).
6,. A two foot (21) public utilities easement shall be provided
along Pacific Coast Highway and Eighth Street in accordance
with -Public Works standards.
7: 'All utilities shall be installed underground at the time said
parcel(s) is/are developed.
8. Compliance with all applicable City Ordinances.
9. The -property shall participate in the local drainage assessment
district at the time said parcel(s) is/are developed. (Contact

RECONSIDERATION OF USE PERMIT NO. 85-62
Applicant: Lucille Harmon
A request to permit conversion of the upper floor of an existing
Recreation Room into a one (1) Bedroom unit within an existing
twenty'(20) unit apartment complex. Subject property is located at
17692 Cameron Street (East side of Cameron Street one hundred
twenty-eight feet (1281) North of Newman Avenue).
This request is covered by Categorical Exemption, Class 1 (e),
California Environmental Quality Act, 1984.
Staff reminded the Board this project had been before them
previously as'a Conditional Exception and Use Permit, and had been
denied. The applicant is no longer requesting the variance which

would require a Conditional Exception and has revised her plans for
the Use Permit. The applicant is now planning to convert the Second
Floor of the existing Recreation Room into a one -bedroom unit, will
change the landscaping, and does meet the parking requirements.
There was a discussion concerning the soundproofing required between
the First Floor Recreation Room and the Second Floor Bedroom unit,
and Ross Cranmer stated it would have to meet the State Codes.
The Public Hearing was opened and the applicant, Lucille Harmon, was
present. Ms. Harmon agreed to the conditions as presented by
Staff. There was no one else present to speak for or against the
project so the Public Hearing was closed.
UPON MOTION BY EVANS AND SECOND BY CRANMER, RECONSIDERATION OF USE
PERMIT NO. 85-62 WAS APPROVED WITH THE FOLLOWING FINDINGS AND
CONDITIONS, BY THE FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the proposed
additional unit will not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity;
b. Property and improvements in the vicinity of such use or
building.
2. The granting of the use permit will not adversely affect the
General Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land
Use.
4. The revised plan is in compliance with the Huntington Beach
Ordinance Code.
CONDITIONS OF APPROVAL.:
1. The site plan received and dated November 5, 1985, shall be the
approved layout.
2. Building permits shall be obtained prior to commencing any work.
3. No stairway or access shall be permitted between the new unit
and the existing First Floor Recreation Room.

4. Soundproofing at a level below the standards for living units
per the State Codes shall be provided between the new unit and
the Recreation Room.
5. The Recreation Room shall be utilized solely as a Recreation
Room by tenants of the development.
6. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
7. The front ten feet (101) at the Southwest corner of the site
shall be landscaped with material adaptable to shady areas.
8. No garages shall be rented or used for storage, or used for
business operations.
9. Proposed structures shall be architecturally compatible with
existing structures.
10. Adequate lighting shall.be provided for the driveway area.
11. To assure that there are no Building Code or Zoning Code
violations, an inspection of the premises and garages shall be
made by a Code Enforcement Officer prior to final occupancy.

Daryl Smith asked for a report from Staff regarding George's Mexican
Restaurant which had been conditionally approved by the Board.
Staff stated the applicant had been complying with the requirements
relative to the trash enclosure on the site and the adjacent
residents seemed to be satisfied with his actions.
There was no further business to be brought before the Board.
UPON MOTION BY SMITH AND SECOND BY POE, THE REGULAR MEETING WAS
ADJOURNED TO A STUDY SESSION ON MONDAY, NOVEMBER 18, 1985, AT
10:00 A.M., BY THE FOLLOWING VOTE:
