Mayor Maudic called the adjourned regular meeting of the City Council of the
City of Huntington Beach to order at 500 P.M.

Mayor Mandic announced that a joint meeting of the City Council and the Plan-
ning Commission had been called.

BOLSA CHICA LINEAR PARK
Mayor Mandic stated that the purpose of the meeting was to gain information
regarding the Bolaa Chica Linear Park and not to give direction to the Plan-
ning Commission.
The Director of Development Services introduced city staff and county staff .
and stated they had been working together with property owners to resolve the
boundaries of the Linear Park.
Jeannine Frank, Associate Planner, presented a history of the project. She
stated that there was a need to plan the spending of funds by the end of this
fiscal year. She described the approximate acreage of boundaries as proposed
by the different boundary plans as follows: county, 132 acres; Huntington
Beach Company 113 acres; and City 120 acres.
Gayle O'Brien, Assistant Planner, described the tour planned for the Planning
Commission and members of Council on Wednesday, February 5, 1986. She stated
that there were numerous oil facilities and operations on the property that
mould have to be considered.

Ron Tippets, Chief Open Space Planning, County of Orange, presented the his-
tory of the project from the county's perspective. He described ownership of
the property, approximately, s follows: 47-48 acres, Huntington Beach Com-
pany, 60 acres, Signal Hill; 1.3 acres, Edison Company; and 23.7 acres, City
of Huntington Beach. He described land requirements for wetlands, buffers and
environmental issues. He stated that the Linear Park would generally follow
the bluff line. He stated that the lower part of the bluff was not available
for recreational use. He stated that the top of the bluff was available and
suitable for a bike and pedestrian trail system. In response to questioning
Mr. Tippets stated that oil production could continue beyond the next thirty
years and that the county's intention was to plan public access from Hunting-
ton Central Park and the Linear Park around the oil operations. He stated
that 50 acres of the Linear Park would be usable, mainly the tops of the
bluf f a.
Discussion was held regarding future natural erosion of the bluffs and mea-
sures that could be taken to stabilize the bluffs.
Traffic circulation was discussed.
The Director of Development Services described the park boundaries proposed by
the City and reasons for these choices.
The Chairman of the Planning Commission stated that a public hearing before
that body would be held in two weeks.
