Applicant: Creative Dining Division of
General Mills Restaurant Group, Inc.
A request to permit one hundred ten (110) Square Foot expansion to
an existing restaurant. Subject property is located at 16811 Beach
Boulevard (Northwest corner of Beach Boulevard and Damask Drive).
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1984.
The Staff representative, Robert Franklin, presented information
relative to this request. He stated Staff had reviewed the project
and it meets parking requirements. The landscaping generally meets
the intent of our Code and Staff is recommending approval with
conditions. Staff further mentioned Public works had asked that the
applicant remove and repair any damaged street improvements adjacent
to the project.
Daryl Smith asked about the thirty foot (301) width for the driveway
on Beach Boulevard and Les Evans assured him this was a State
requirement; furthermore, the City was attempting to upgrade Beach
Boulevard. There was a discussion concerning restriping of the
parking area, wheel stops, handicapped parking stalls, and
handicapped access to the restaurant.

Daryl Smith asked that the conditions regarding fire sprinklers be
worded to meet the Codes rather than actually spelling out the
conditions since the City Attorney had stated conditions could be
appealed.
The Public Hearing was opened by Acting Chairman, Les Evans, and the
applicant's representative, Martin N. Goldsmith, was,present.
Mr. Goldsmith stated he understood and agreed to the conditions as
amended.
There was no one else wishing to speak for or against the project so
the Public Hearing was closed.
UPON MOTION BY SMITH AND SECOND BY STRANGE, USE PERMIT NO. 86-13 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE
FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity;
b. Property and improvements in the vicinity of such use or
building.
2. The granting of Use Permit No. 86-13 will not adversely affect
the General Plan of the City of Huntington Beach.
3. The proposed 110 Square Foot expansion is consistent with the
City's General Plan of Land Use.
CONDITIONS OF APPROVAL:
1. A revised site plan shall be submitted depicting the
modifications described herein:
a. Parking planters shall be provided at the West end of the
interior parking banks.
b. Show five (5) handicap stalls.
c. Show wheel stops in parking spaces.
d. Provide handicap access into the restaurant.
2. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.

3. Applicant shall pursue CalTrans approval of radius type
driveways on Beach Boulevard.
4. Driveway approach on Damask Drive shall be a minimum of
twenty-seven feet (271) in width and shall be of radius type
construction.
5. Driveway on Beach Boulevard shall have a minimum width of
thirty feet (30').
6. Remove and repair any damaged portions of street improvements
to meet present Public Works standards.
7. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
8. The major identification sign shall be removed to comply with
Administrative Action No. 83-5 prior to the issuance of
building permits.
9. All signs shall comply with Article 976 of the Huntington Beach
Ordinance Code. All free-standing signs shall be low -profile,
monument -type signs.
10. The proposed addition shall be architecturally compatible with
existing structures.
11. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
12. If lighting is included in the parking lot, high-pressure
sodium vapor lamps shall be used for energy savings. All
outside lighting shall be directed to prevent "spillage" onto
adjacent properties.
13. If foil -type insulation is to be used, a fire retardant type
shall be installed as approved by the Building Division.
14. Prior to issuance of building permits the applicant shall
restripe the parking lot so that it conforms to the provisions
of Article 979 of the Huntington Beach Ordinance Code.
15. The Board of Zoning Adjustments reserves the right to revoke
this Use Permit if any violation of these conditions of the
Huntington Beach Ordinance Code occurs.

ADMINISTRATIVE REVIEW NO. 86-13
Applicant: Dewayne Brown
A request to construct an industrial building. Subject property is
located at the Southeast corner of Gothard Street and Mountjoy Drive.
This request is covered by previously -approved Negative Declaration
No. 74-151.
Staff member, Scott Hess, stated this site is currently a parking
lot which was improved with an existing school to the East. The
school has left the area and the applicant is deficient in parking
due to the compact spaces. Another concern is the dead end pocket
and Staff feels a turnaround should be provided. Staff is
recommending approval with conditions.
Daryl Smith expressed additional concern over size of the car stalls
and encroachment into the landscape planter area. A lengthy
discussion followed regarding the clearances required, the necessity
for a turnaround, and reduction of the building size.

shall not exceed four thousand (4,000) Square Feet).
e. Handicapped space shall be nine feet by fourteen feet

f. Relocate handicapped space to a location adjacent to the

2. Prior to issuance of building permits, the applicant shall
submit the following plans:
a. Landscape and irrigation plan to the Department of
Development Services and Public Works for review and
approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall
indicate screening of all rooftop mechanical equipment and
shall delineate the type of material proposed to screen
said equipment.
3. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
4. Maximum separation between building wall and property line
shall not exceed two inches (2").
5. Driveway approaches shall be a minimum of twenty-seven feet
(271) in width and shall be of radius type construction.
6. Edison transformer shall be screened from public visibility.
7. Provide all necessary street improvements (street lights,
wheelchair ramps, etc.) per Public Works standards.
8. An automatic fire sprinkler system shall be approved and
installed pursuant to Fire Department regulations.
9. There shall be no outside storage of vehicles, vehicle parts,
equipment or trailers.
10. All signs shall comply with Article 976 of the Huntington Beach
Ordinance Code. All free-standing signs shall be low -profile,
monument -type signs.
11. The building elevations shall be subject to review and approved
by the Development Services Department.
a. Special architectural treatment shall be provided on the
rear building walls. Such treatment is subject to approval
by the Department of Development Services.

12, Prior to final occupancy, the parking area of the adjacent two
(2) easterly buildings shall be repaired and restriped to
conform to the Huntington Beach Ordinance Code.
13. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
14. Low -volume heads shall be used on all spigots and water faucets.
15. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
16. If lighting is included in the parking lot, high-pressure
sodium vapor lamps shall be used for energy savings. All

17. A detailed soils analysis shall be prepared by a registered
Soils;Engineer. This analysis shall include on -site soil

18. If foil -type insulation is to be used, a fire retardant type
shall be installed as approved by the Building Division.

ADMINISTRATIVE REVIEW NO. 86-19
Applicant: Circuit City Stores, Inc
A request to permit a 3,330 Square Foot expansion for storage
(warehouse) based on joint use parking within an existing commercial
center. Subject property is located at 7777 Edinger Avenue (North
side of Edinger Avenue just West of Beach Boulevard).
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1984.
Staff reported the subject building is located in the North
Huntington Shopping Center, is zoned C2, and is occupied by an
electronics store. When the store was remodeled, the mezzanine was
deleted and the applicant is now asking to rebuild the mezzanine.
It will be utilized for warehousing in a retail establishment. This

request would require three (3) additional stalls which Staff feels
will be available after restriping of the parking lot. One of the
conditions Staff is recommending is that the sprinkler system shall
be extended to the new addition.
Daryl Smith again stated it would be better to make the applicant
aware of the requirement for the sprinkler system rather than
stipulating it in the conditions; however, Bill Sampson stated he
would prefer the condition be called out in the Conditions of
Approval.
The applicant's representative, Bruce Lucas, was present and stated
he had no problems with the conditions. Mr. Lucas said the
restriping would be done by the Landlord instead of Circuit City.
Mr. Lucas further stated this was their smallest store and they
definitely needed the warehouse space.
Daryl Smith said he would move for approval of this application with
the deletion of the condition relating to the fire sprinkler system
and inclusion of the condition that the project would meet all
applicable codes.
UPON MOTION BY SMITH AND SECOND BY CRANMER, ADMINISTRATIVE REVIEW
NO. 86-19 WAS APPROVED AS AMENDED WITH THE FOLLOWING FINDINGS AND
CONDITIONS, BY THE FOLLOWING VOTE:

1. The center's parking area will be restriped and expanded within
the next year which will accommodate additional parking for the
proposed mezzanine addition.

ADMINISTRATIVE REVIEW NO. 86-20
Applicant: McDonnell Douglas Astronautics
A request to construct a 3,700 Square Foot industrial building
addition to be located at 5301 Bolsa Avenue (Northeast corner of
Bolsa Avenue and Bolsa Chica Street).
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1984.
According to the Staff member, Scott Hess, the subject property is
zoned for light industrial and there is currently a plant on the
premises. This building will not encroach into any setbacks and
there is plenty of parking space. Staff is recommending approval
with conditions.
The applicant's representative, Philip Pearl, was made aware of the
conditions and stated the conditions could be met. Bill Sampson
stated the fire sprinkler system would have to be installed per Fire
Department requirements. Mr. Pearl said he was aware of the
requirement.
MOTION WAS MADE BY DARYL SMITH FOR APPROVAL OF ADMINISTRATIVE REVIEW
NO. 86-20 WITH DELETION OF FIRE SPRINKLER SYSTEM CONDITION AND
INCLUSION OF CONDITION STATING FIRE DEPARTMENT REQUIREMENTS BE MET.

A request to construct two (2) industrial buildings. Subject
property is located on the Northwest corner of Oceanus Drive and
Graham Street.
This request is covered by Environmental Impact Report No. 73-16.
Staff reported this site is zoned industrial and is currently
vacant. Parking is based on standard industrial uses except for
15,000 Square Feet of space which is to be shown on the Legend as
warehouse space, and there are problems with the location of compact
spaces.
Jim Ferrin was present to represent the applicant and expressed
concern over the two foot (21) reduction on both Pads "A" and "B"
which would cause a loss of approximately 200 Square Feet of
building space. This was followed by a general discussion of the
parking problems and loss of the square footage. Mike Strange
inquired about insets in the building facade and Daryl Smith then
suggested the architectural features could be referred back to Staff
for approval by the Director of Development Services.

modifications described herein:
a. Compact spaces with a minimum eight feet by nineteen feet
(8' x 191) free and clear dimension from any building,
drive aisle, or setback.
b. No wheelstops for the compact spaces.
C. Indicate on legend that a minimum of 15,000 Square Feet of
building area shall be for warehouse purposes only.
d. Correct building elevation plans to reflect proper building
facades.
e. Colors and architectural features on elevations to be
reviewed and approved by the Director of Development
Services.
2. Prior to issuance of building permits, applicant shall file a
parcel map consolidating the parcels. Said map shall be
recorded prior to final inspection.
3. Prior to issuance of building permits, the applicant shall
submit the following plans:
a. Landscape and irrigation plan to the Department of
Development Services and Public Works for review and
approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall

Beach Ordinance Code.

13. All repair work shall be conducted wholly within the building.
14. The applicant shall obtain the necessary permits from the South
Coast Air Quality Management District.

Applicant: Seacliff Estates
A request to establish a model home complex with parking for a
period of approximately four (4) years. Subject property is located
at Cherryhill Drive (West side of Cherryhill Drive approximately two
thousand feet (2,0001) North of Palm Avenue).
This request is covered by Environmental Impact Report No. 77-6.
The Staff member, Robert Franklin, presented this project to the
Board. The proposal is for a sales complex for residential units to
be established for a period of four (4) years. The Fire Department
has expressed concerns about water flow at the site and Fire is
requiring a minimum water flow of 3,000 gallons per minute or that a
fire sprinkler system be installed. Staff recommended approval with
conditions.
The applicant's representative, Dennis O'Connor, was present and
said he had been informed by Robert Franklin and Ross Cranmer that
the sales office would have to be made available to handicapped
persons. Mr. O'Connor further stated their sales office was a
two-story residential unit which would be difficult to adapt to
accommodate handicapped individuals.
There was an extensive discussion relative to Fire Department
requirements, handicap regulations, fire hydrants, and water flow
minimums.
Mr. O'Connor suggested a one (1) week continuance might be in order
to consult with the applicant concerning the stipulations being
placed by the Board. This was followed by further discussion. Bill
Sampson stated the Fire Department was only looking at the models at
present but other residences would be investigated when building

permits were requested. Furthermore, Mr. Sampson was adamant about
the Fire Department regulations being included in the Conditions of
Approval.
UPON MOTION BY SMITH AND SECOND BY CRANMER, ADMINISTRATIVE REVIEW
NO. 86-22 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The conceptual site plan dated March 11, 1986, shall be the
approved layout.
2. A landscape and irrigation plan for the model home complex
(building and parking), complying with Article 979 of the
Huntington Beach Ordinance Code, shall be submitted to the
Department of Development Services and Public Works for review
and approval prior to final inspection.
3. A site plan and elevations delineating various directional
signs shall be submitted for review and approval by the
Department of Development Services and Public Works, and
installed prior to final inspection. Project identification
(Subdivision directional) sign shall comply with Article 976
(Sign Code) of the Huntington Beach Ordinance Code.
4. All roads (including fire access) shall be of hard surface, all
weather construction meeting Public Works requirements and
installed prior to combustible construction.
5. All water lines and fire hydrants shall be installed and
approved by the Fire Department prior to issuance of permits
for any temporary or permanent structures.
6. Security fencing, gates, locking devices, ingress and egress
from streets and parking areas shall be reviewed and approved
by the Fire, Police, and Development Services Departments prior
to issuance of building permits. The parking area shall comply
with Article 979.
7. The office use shall be discontinued within thirty (30) days
following sale of the last on -site unit. A surety bond of
$1,000.00 shall be posted with the City for the sales office
and for each model home complex to guarantee compliance with
all provisions of the Code and the Huntington Beach Building
Code. Such model homes shall only serve the tract specified in
subject Administrative Review application.

A request for lot consolidation at 16369 Bolsa Chica Street (West
side of Bolsa Chica Street approximately one hundred fifty feet
(1501) North of Heil Avenue).
This request is covered by Categorical Exemption, Class 5,
California Environmental Quality Act, 1984.
Scott Hess stated he had reviewed the request and was recommending
approval with conditions - one of which was that all Conditions of
Approval of Site Plan Amendment No. 86-3 and Use Permit No. 85-59
shall remain in effect.
Bill Sampson left the meeting at this point - 2:45 P.M.
UPON MOTION BY EVANS AND SECOND BY CRANMER, TENTATIVE PARCEL MAP
NO. 86-152 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS,
BY THE FOLLOWING VOTE:
FINDINGS FOR APPROVAL:
1. The proposed consolidation of three (3) parcels for purposes of
commercial use in compliance with the size and shape of
property necessary for that type of development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use.

3. The property was previously studied for*this intensity of land
use at the time the land use designation for community business
district allowing commercial buildings was placed on the
subject property.
4. The size, depth, frontage, street width and other design and
improvement features of the proposed consolidation are proposed
to be constructed in compliance with standards plans and
specifications on file with the City as well as in compliance
with the State Map Act and supplemental City'Subdivision
Ordinance.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of
Development Services on March 5, 1986, shall be the approved
layout (with the amendments as noted thereon):
a. Show existing lots on the parcel map.
2. A parcel.map shall be filed with and approved by the Department
of Public Works and recorded with the Orange County Recorder.
3. Water supply shall be through the City of Huntington Beach's
water system at the time said parcel(s) is/are developed (if
such systems exist within 200 feet of said parcel(s).
4. Sewage disposal shall be through the City of Huntington Beach's
sewage system at the time said parcel(s) is/are developed (if
such systems exist within 200 feet of said parcel(s).
5. All utilities shall be installed underground at the time said
parcel(s) is/are developed.
6. Compliance with all applicable City Ordinances.
7. The flood control channel shall be fenced to Flood Control
District standards and City standards at the time said
parcel(s) is/are developed.
8. The property shall participate in the local drainage assessment
district at the time said parcel(s) is/are developed. (Contact

SITE PLAN AMENDMENT NO. 86-2
Applicant: Cambro Manufacturing Company
A request for a minor change to the originally approved
Administrative Review No. 83-12 site plan which includes a reduction
in the size of the warehouse expansion and relocation of a
building. Subject property is located at 7601 Clay Avenue
(Northwest corner of Clay Avenue and Huntington Street).
This request is covered by Negative Declaration No. 83-9.
Currently on this site, Staff reported, there is another building
occupied by Cambro, and the location is zoned M1 and MIA. The
applicant's request is for reduction in size of a previously
approved warehouse addition. Staff said the project basically meets
Code requirements except for compact parking spaces, and Staff would
also recommend the trash area be relocated. Staff also reminded the
Board the Planning Commission had previously made a request to
review future projects for this applicant.
Bill Sampson returned to the meeting at 2:53 P.M. Mr. Sampson asked
that additional Conditions be added to Fire Department stipulations;
i.e., "Relocate the existing hydrant, which is on the North side of
the building, to the West end of the building and tie it into the
existing on -site hydrant mains coming off Clay Avenue. Tie-in is to
be approved by the Huntington Beach Fire Department".
Les Evans asked why this item was being heard by the Board of Zoning
Adjustments if the Planning Commission had made a request to review
Cambro projects. Staff explained this application was for reduction
in size of a building which had been previously approved and would,
therefore, be a more acceptable project. He also reminded the Board
it was an autonomous body and had jurisdiction over such approvals.
Ron Pattinson and Gordon Glass were present to represent the
applicant. There was a discussion relative to lot consolidation of
the parcels and Mr. Glass stated it would be difficult to accomplish
this consolidation.

FINDINGS FOR APPROVAL:

CONDITIONS OF APPROVAL:
A. PRIOR TO THE ISSUANCE OF BUILDING PERMITS, THE FOLLOWING SHALL
BE COMPLETED:
1. The site plan and elevations dated March 17, 1986, shall be
revised depicting the modifications described herein:
a. Reduce planter widths so all compact parking spaces are at
least fifteen feet (151) in depth with no overhang.
b. Eliminate planter along South side of the 48,412 Square
Foot warehouse addition so the compact stalls are nineteen
feet (19') in length.
c. The first bank of compact stalls immediately West of the
new 48,412 Square Foot warehouse addition shall be nineteen
feet-(191) in length with no overhang.
d. Dimensioned elevations (any building addition within
forty-five feet (451) of property zoned residential shall
not exceed eighteen feet (181) in height).
e. Indicate colors and materials on elevations subject to
review and approval by the Director of Development Services.
f. Indicate trash areas.
g. Indicate all existing walls and/or fences and their heights.
2. The applicant shall file a parcel map consolidating the
parcels. Said map shall be recorded prior to final inspection.
3. The applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of
Development Services and Public Works for review and
approval.

b. Rooftop Mechanical Equipment Plan. Said plan shall
indicate screening of all rooftop mechanical equipment and
shall delineate the type of material proposed to screen
said equipment.
4. Dedicate twenty foot (201) corner radius at Clay Avenue and
Huntington Street.
5. A noise study in accord with Sections 9510.18 and 9530.17.
B. GENERAL PROVISIONS:
1. All applicable Conditions of Approval of Administrative Review
No. 83-12 shall remain in effect.
2. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
3. Landscaping shall comply with Article 979.5 of the Huntington
Beach Ordinance Code.
4. Proposed structures shall be architecturally compatible with
existing structures.
5. An automatic fire sprinkler system must be added to the
existing warehouse and new addition and shall be approved and
installed pursuant to Fire Department regulations.
6. Upgrade Public Works improvements (curb return, wheelchair
ramp, twenty-seven foot (271) driveway, radius type
construction, etc.) to present standards.
7. Service roads and fire lanes, as determined by the Fire
Department, shall be posted and marked.
8. Maximum separation between building wall and property line
shall not exceed two inches (2") along the West property line.
9. Install a new fire hydrant on the parking island located near
the Southwest corner of the new warehouse. Relocate the
existing hydrant, which is presently on the South side near the
pellet storage, to a location more accessible to the fire
lane. Relocate the existing hydrant, which is on the North
side of the building, to the West end of the building and tie
it into the existing on -site hydrant mains coming off Clay
Avenue. Tie-in is to be approved by the Huntington Beach Fire
Department.

10. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
11. Low -volume heads shall be used on all spigots and water faucets.
12. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
13. A detailed soils analysis shall be prepared by a registered
Soils Engineer. This analysis shall include on -site soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading, chemical and fill
properties, foundations, retaining walls, streets, and
utilities.
14. If foil -type insulation is to be used, a fire retardant type
shall be installed as approved by the Building Division.

Applicant: Ray Warren
A request for minor modifications to previously approved
elevations. Subject property is in Tract 10648 located North of
Talbert Avenue and West of Beach Boulevard.
Staff stated the applicant would be making no changes in the
overhead door locations on this previously approved project, but the
applicant was seeking revisions in the elevations.
There was a discussion concerning the elevation changes and it was
determined the changes could be indicated by Staff on the existing
plans.

A request to invalidate Condition No. 2 of previously approved

(Southwest corner of Slater Avenue and Gothard Street).
Staff explained a letter had been received from Kenneth S. Wing and
Associates stating that General Telephone Company was objecting to
Condition No. 2 imposed on their project by the Board at its meeting
of March 12, 1986.
There was a discussion relative to this condition and the Board
determined it should remain in effect.
There was no further business to be presented to the Board for their
discussion.
