SPECIAL ADJOURNED MEETING
HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

BOARD MEMBERS PRESENT: Evans, Godfrey, Krejci, Smith
NOTE: Tom Shaw was present from the Fire Department to represent
Tom Poe

The Special Adjourned Meeting to discuss Use Permit No. 86-44 for
the applicant, Huntington Beach Concours D'Elegance, was called to
order at 10:00 A.M., by Dennis Krejci, Acting Chairman. Board
members present were Dennis Krejci, Glen Godfrey, Les Evans, and
Daryl Smith. Tom Shaw was present to represent the Fire Department
in place of Tom Poe. Others present were Bruce Powers, Bart P.
McGrath and Diane Adams representing the applicant; Lt. George Renek
of the Police Department, Pat Dapkus of Administration, and Robert
Franklin, Staff member from the Planning Department.
REGULAR AGENDA ITEMS:
USE PERMIT NO. 86-44
Applicant: Huntington Beach Concours D'Elegance:
A request to permit a temporary outdoor event on Saturday, June 21,
1986, from 8:00 A.M. to 4:00 P.M. Subject property is located at
17011 Beach Boulevard (Southwest corner of Beach Boulevard and
Warner Avenue).
This request is covered by Categorical Exemption, Class 11,
California Environmental Quality Act, 1984.
Staff member, Robert Franklin, reminded the Board the meeting had
been continued from the Regular Meeting on Wednesday, June 11, 1986,
for the purpose of additional review of a special events activity to
be held at the Charter Centre on Saturday, June 21, 1986. The Board
had wanted input from the Police Department and from Administration
regarding possible traffic ramifications of this type of an activity
• at a busy intersection such as Beach Boulevard and Warner Avenue.

Bruce Powers explained the event is to put on a show where expensive
and rare automobiles would be on display for viewing. The event
will be held at the new Charter Centre from 10:00 A.M. to 3:30 P.M.
and the activity will take up the central area. Automobiles will be
on display there, as well as on the Sixth Floor of the parking
garage, and proceeds from the event will go to the Huntington Beach
Library Patrons.
Staff reported he had contacted Bruce Gilmer of the Public Works
Department regarding the preliminary plan for traffic flow. He
feels the Beach Boulevard entry barricades should be closer to Beach
Boulevard. Valet parking should be further into the area and they
should have uniformed police officers indicating the traffic
direction. The intent is to keep the traffic flowing so there will
be no entrapment. They will need a minimum of two (2) people
stationed on the ground level for directing traffic and someone will
be needed to advise people when the parking structure is full.
The Board was reminded by Staff they had previously determined that
signs should be placed at the Beach Boulevard entrance and at the
corners to direct traffic beyond Charter Centre and around to the
Warner Avenue entrance and parking garage. There should be no
parking on residential streets in the area.
Daryl Smith said he would like the Board to establish a point where
drivers would stop their cars and the valet parking attendants would
take over. It should be in the front area so there will be a safe
distance for maneuvering the vehicles.
A discussion was initiated by Tom Shaw relative to the traffic
circulation pattern for fire and other emergency vehicles.
Les Evans suggested that barricade cones be conveniently kept where
the Beach Boulevard entrance could be completely closed off if any
stacking of automobiles occurred at that point.
Daryl Smith also expressed concern that parking would first occur on
the lower level of the parking garage and suggested the Board should
condition that the garage be filled from the upper floors (Fifth
Floor) downward to the lower levels. Bart McGrath agreed that was
an excellent idea.
Bruce Powers explained they would be using six foot by ten foot
(6' x 10') movable fencing panels to surround the central area where
the automobiles would be on display.
Les Evans left the meeting at this point - 10:30 A.M.
Glen Godfrey asked if the Police Department had any concerns over
the possible traffic problems. Lt. Renek of the Police Department
Traffic Division stated there should be no problems as long as the

barricades were conveniently available to block off the primary and
Beach Boulevard accesses to move traffic along if stacking becomes
an issue. Mr. Smith then asked if uniformed officers would be
available and Lt. Renek said he could possibly provide a couple of
motorcycle officers for monitoring traffic in the area. Bruce
Powers said arrangements would be made for reimbursement to the
Police Department for their services.
Dennis Krejci asked if Police had received any negative feedback on
other events at Charter Centre and Lt. Renek replied they had not.
According to Diane Adams, there would be approximately twenty (20)
people from their Patrons group and another twenty (20) from the
Library to work on the grounds. These people will have badges,
etc., to show they are officially working with the Concours group.
Mr. Smith asked about placing the Police Explorers (in vests) where
they could direct street traffic. Lt. Renek said they were not
meant to be used out on the streets and would be kept at the
entrances and in the interior area of the Centre.
• Ms. Adams said anyone needing vests, as suggested by Mr. Smith,
would have them - that they wished to make this event a complete
success and would have people at all the suggested areas. Bruce
Powers mentioned they would have four (4) people in charge who would
be on the premises at all times to resolve any possible problems.

Mr. Powers agreed with Dennis Krejci's statement that this was the
first event of this nature at this Centre and they would be lucky to
have one hundred (100) to two hundred (200) people present.
Mr. Powers further explained there would be a fee of $7.50 to gain
entrance into the roped off area. Glen Godfrey suggested a sign
should be placed where people driving by could see that there was a
charge before entering the parking area. Mr. Powers said there
would be an exit available if anyone did not wish to remain.
Bart McGrath said they were trying to give a fair value for the
money expended. He further stressed the efforts which had been made
to convince these exhibitors they should bring their rare and
expensive automobiles to this site - and then pay for the privilege
of exhibiting them. He also mentioned this same type of event was
held annually in Newport Beach and his group was attempting to
promote the City of Huntington Beach with this showing.
There was a discussion about ingress and egress to Chili's,
Franco's, Edwards Cinema, etc., and it was determined valet parking
would be provided.

Daryl Smith asked, if this event was approved, to have each involved
Department send the Board of Zoning Adjustments a report on the
results of this year's affair.
Pat Dapkus of Administration inquired whether approval of this event
had gone before the City Council and Daryl Smith said it had not.
UPON MOTION BY SMITH AND SECOND BY GODFREY, USE PERMIT NO. 86-44 WAS
APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The conceptual site plan received May 14, 1986, shall be
revised to depict the following modifications:
a. Two-way traffic aisles for more efficient movement of
traffic through the complex.
b. Location of movable barricades for proper circulation of
Police and Fire Department emergency equipment.
c. Relocation of valet parking to an interior area of the
complex.
2. The applicant shall provide for clean up of the area after the
closing of the event.
3. The applicant shall obtain all applicable permits.
4. Two (2) uniformed Police officers shall be on duty inside the
complex during the entire event, and the cost of their services
shall be borne by the applicant. Police "Explorers" shall be
available for stationing with signs to keep traffic moving in
the event of "full capacity" occupancy of the complex.
5. A minimum of two (2) people shall be provided on each level of
the parking structure and a minimum of three (3) people shall
be in attendance on the ground level.
6. The parking structure shall be filled from the topmost
available level down to the bottom level to insure that those
in charge will have knowledge of spaces available in the
structure, and the parking structure shall be closed when it is
full.
7. Signage shall be provided at the corners of Slater Avenue and
• Beach Boulevard, Slater Avenue and Nichols Street, and Nichols
Street and Warner Avenue directing traffic to the parking
area. After completion of the event, all signage shall be
removed at the applicant's expense.

8. Visitor parking shall be monitored on residential streets
adjacent to the complex in order to mitigate excessive parking
impact.
9. In the event the complex reaches "capacity level", the
deceleration lane entrance into the complex from Beach
Boulevard shall be closed off by movable barricades.
NOTE TO APPLICANT: You are hereby notified that, for future events,
this Department must receive your complete
Temporary Outdoor Event application a minimum of
four (4) weeks prior to the event for adequate
review and processing. If this procedure is not
followed, your application will not be processed.

There was no further business to be presented to the Board for their
review.
UPON MOTION BY KREJCI AND SECOND BY SMITH, THE SPECIAL ADJOURNED
MEETING WAS ADJOURNED TO THE STUDY SESSION ON MONDAY, JUNE 16, 1986,
AT 10:00 A.M., BY THE FOLLOWING VOTE:
