MEETING CALLED TO ORDER 5:45 PM P A P P P(arrived 6:15) ROLL CALL: Rowe, Winchell, Livengood, Erskine, Porter, P P(arrived 6:10) Pierce, Mirjahangir ITEM #1: ASCON LANDFILL STUDY SESSION Following the site visit the study session for the Ascon Landfill reconvened in Room B-7 of the Civic Center. Staff announced to the members of the Planning Commission that the developer had requested a continuance of the study session until after November 4, 1986. ITEM #2: BEACH BOULEVARD REDEVELOPMENT PROJECT AREA PRELIMINARY PLAN Staff presentation was made by Steven Kohler and Tom Androusky, Redevelopment Department. As requested at the October 7, 1986 Planning Commission meeting, findings to substantiate the adoption of the resolution and approval of the Preliminary Plan were discussed. To clear up some questions and concerns that the Commissioners had with the preliminary plan, staff explained that within 60 days owners, businesses, and residents will be notified by mail of the preliminary plan, including a map of the area; notices will be posted in the project areas and published in the newspaper; and Project Area Committee meetings will start. Areas in the project area such as Newland Center, new commercial centers, etc. were included so that underground utilities, storm drains, water lines, landscaping and other public improvements could be installed in the future without the need for forming an assessment district of those properties that would benefit from such improvements. PUBLIC TESTIMONY Paul Picard, Huntington Beach resident, presented some facts obtained during his recent research of historical documents pertaining to redevelopment. He questioned staff's findings to substantiate the preliminary plan adoption. He was concerned with the wording used in the findings (e.g. blighting influences, under -utilization of parcels). He stated that the original intent of redevelopment is to take care of blighted areas and not to be used to improve good areas. He further stated that whatever plan was adopted he hoped it would benefit the people of Huntington Beach. DISCUSSION It was explained that the definition of "blighted area" has been expanded. Suggestions were made and changes to the findings of approval and amendments to the resolution were discussed. ON MOTION BY PIERCE, SECOND BY MIRJAHANGIR, RESOLUTION NO. 1365 DESIGNATING REDEVELOPMENT PROJECT AREA AND ADOPTING PRELIMINARY PLAN FOR THE BEACH BOULEVARD REDEVELOPMENT PROJECT AREA, WAS APPROVED AS AMENDED, WITH FINDINGS, BY THE FOLLOWING VOTE: AYES: Rowe, Livengood, Erskine, Pierce, Mirjahangir, Porter NOES: None ABSENT: Winchell ABSTAIN: None MOTION PASSED RESOLUTION NO. 1365 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HUNTINGTON BEACH SELECTING THE HUNTINGTON BEACH/ BEACH BOULEVARD REDEVELOPMENT PROJECT AREA AND APPROVING A PRELIMINARY PLAN FORMULATED FOR THE REDEVELOPMENT OF THE PROJECT AREA WHEREAS, the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) provides for the Planning Commission to select a redevelopment project area from within the boundaries of a survey area, and to formulate a preliminary plan for the redevelopment of the selected project area; and WHEREAS, the Planning Commission has made the findings, as set forth in Exhibit A. 1 PC Minutes - 10/14/86 -2- (6453d) NOW, THEREFORE, The Planning Commission of the City of Huntington Beach, California, resolves as follows: Section 1: The Planning Commission hereby selects and designates as the Project Area for the Huntington Beach -Beach Boulevard Redevelopment Project the area within the Redevelopment Survey Area shown on the "Project Area Map," attached hereto as Exhibit B and incorporated by reference herein, and more particularly described in the "Legal Description of Project Area," attached hereto as Exhibit C and incorporated by reference herein. Section 2: In the event that it is necessary for clarification purposes to make minor, technical changes to the boundaries described in Exhibit C, the Planning Commission hereby finds and determines that any such minor, technical change for clarification purposes does not materially affect the boundaries selected and designated hereby. Section 3: The Planning Commission hereby approves the "Preliminary Plan for the Huntington Beach -Beach Boulevard Redevelopment Project" in the form attached hereto as Exhibit D and incorporated by reference herein. Section 4: The Chairman of the Planning Commission is hereby authorized and directed to submit the Preliminary Plan to the Huntington Beach Redevelopment Agency for the preparation of an official redevelopment plan for the project. PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Huntington Beach at a meeting thereof held on the 14th. day of October, 1986, by the following roll call vote: AYES: ROWE, LIVENGOOD, ERSKINE, PORTER, PIERCE, MIRJAHANGIR NOES: NONE ABSENT: WINCHELL ABSTAIN: NONE EXHIBIT A FINDINGS FOR APPROVAL - RESOLUTION NO. 1365 1. The proposed Beach Boulevard Redevelopment Project Area displays conditions of blight, including but not limited to: a) Inappropriate and non -conforming land uses; b) Substandard public improvements, such as the lack of curbs and gutters, poor drainage, overhead utilities, and substandard water systems; PC Minutes - 10/14/86 -3- (6453d) c) Substandard traffic, circulation, and parking facilities characterized by traffic congestion, on -street parking, hazardous driveway openeings, and conflict of varying modes of transport. d) Evidence of non -Conforming and inappropriate signage. 2. The proposed project area lacks a uniform design theme consistent with the standard prevelant throughout the balance of the community. 3. The proposed project area exhibits constraints to parcel consolidation and new development which can not be overcome by the private sector acting alone. 4. The proposed project area boundaries have been selected from within the survey area boundaries established by the City Council on October 6, 1986, by Resolution No. 5714. 5. The provisions of the preliminary plan are consistent with the General Plan of the City of Huntington Beach, as amended.
