THE REGULAR MEETING OF OCTOBER 22, 1986, WERE APPROVED

REGULAR AGENDA ITEMS:
ADMINISTRATIVE REVIEW NO. 86-52
Applicant: McDonnell Douglas Astronautics Company
A request to permit a six hundred fifty foot (6501) addition to an
existing waste water treatment control room building. Subject
property is located at 5301 Bolsa Avenue (Northeast corner of Bolsa
Avenue and Bolsa Chica Street).
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1986.
Dennis Krejci arrived at the meeting at this time - 1:37 P.M.
Staff member, Laura Phillips, explained the request was for a very
small addition at the McDonnell Douglas complex for a work area,
break room, and rest room facility adjacent to an existing waste
water treatment control room building. Sufficient parking will be
available and Staff is recommending approval with conditions.
Dean Fronk was present to represent the applicant but he had no
questions or comments for the Board.

UPON MOTION BY GODFREY AND SECOND BY EVANS, ADMINISTRATIVE REVIEW
NO. 86-52 WAS APPROVED -WITH THE'FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans,'and elevations received and dated
October 16, 1986, shall be the approved layout.
2. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
3. Proposed structures shall be architecturally compatible with
existing structures.
4. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units where
economically feasible. This requirement may be waived provided
that the applicant will provide an energy efficient alternative
subject to the review and approval of the Department of
Development Services.
5. Low -volume heads shall be used on all spigots and water faucets.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with'all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The Board of Zoning Adjustments reserves the right to revoke
Administrative Review No. 86-52 if any violation of these
conditions of the Huntington Beach Ordinance Code occurs.

Applicant: J. A. Knowles (McDonnell Douglas Astronautics Compan
A request to permit addition of industrial training facilities and
offices to an existing industrial building. Subject property is
located at 5301 Oceanus Drive (North side of Oceanus Drive
approximately eight hundred feet (800') East of Graham Street).
This request is covered by Categorical Exemption, Class 1,
California Environmental Quality Act, 1986.
Staff reminded the Board this application was also for McDonnell
Douglas. The request is to provide training facilities and office

spaces in an existing building. The building already contains a
Conference Room and the new facilities will provide seating for
eighty-nine (89) additional trainees and twenty (20) work stations.
The training area and work stations will not be in use on a full
time basis. Staff has recalculated the required parking and the
applicant will need two hundred forty-two (242) spaces.
Consequently, this particular facility will be short on parking
spaces so it will be necessary to provide shuttle and/or bus
transportation to the site from the main plant parking area. The
applicant will need to submit a Traffic Management Plan to indicate
how this will be accomplished.
Les Evans stated McDonnell Douglas was sharing a drive approach with
the adjacent property owners and wondered whether these owners had
agreed to this additional usage.
The subject of a Traffic Management Plan was broached by Tom Poe and
there was a general discussion regarding this matter. Les Evans
suggested Staff needed to give the applicant a sample format to
follow and the discussion continued as to appropriate wording for
this type of plan.
Dennis Krejci said it seemed to him the main issue was how people
would be transported to the working area. He further suggested that
the Traffic Management Plan should be submitted and -approved prior
to issuance of building permits. The applicant should not be placed
in the unfair situation of'being ready for occupancy of the building
and then finding out the plan had not been approved by the
Development Services Department. Mr. Krejci also added that a major
concern should be to do whatever was necessary to ensure that the
employees were transported to the work site and did not walk to it
because there were no sidewalks available.
Robert Baggett, Harry Schutte, Dean Fronk, and Peggy Dempsey.were
present to represent the applicant. Mr. Fronk stated the applicant
would do whatever was needed to meet the parking and/or
transportation requirements and Mr. Schutte reiterated the
statement. Mr. Fronk also stated that, in response to Mr. Evans
query, the adjacent property owner had been notified and had no
problem with the expanded usage.
Daryl Smith said he would move for approval with the conditions as
outlined by Staff and the motion was seconded by Les Evans.
Glen Godfrey asked for clarification of Messrs. Smith and Evans'
motion and second - whether it was their intent that the Traffic
Management Plan should be submitted and approved prior to issuance
of building permits or just as Staff had recommended. Messrs. Smith
and Evans agreed that the submittal should be made prior to issuance
of building permits and approved prior to occupancy.
