I. INTRODUCTION
Jim Palin welcomed the Commissioners and staff. He discussed the
purpose of the workshop, the function of and relationship between
the planning staff, the Planning Commission and the City Council,
and the role of the Department of Development Services.
II. THE GENERAL PLAN
Jeanine Frank discussed the elements, adoption and amendment process
and the consistency of the General Plan.
III. ZONING
Florence Webb presented zoning designations, standards for
development, entitlement to use, processing through an application
and specific plans.
IV. COASTAL DEVELOPMENT AND DENSITY BONUS
Jeanine Frank discussed development in the coastal zone and
affordable housing.
V. SUBDIVISION
Glen Godfrey discussed the requirements and process times for parcel
maps, tentative tract maps and final tract maps.

VIII. LEGAL ISSUES
Art Folger discussed the role of Deputy City Attorney, the legal
responsibilities of the Planning Commission (e.g. conflict of
interest, necessities for findings), public hearings, land use.
decisions, legal ramification of Planning Commission actions and the
Brown Act.
IX. CITY COUNCIL REVIEW OF PLANNING COMMISSION ACTION
Councilwoman Grace Winchell discussed how the City Council reviews
action taken by the Planning Commission. She stated that better
clarification was needed on findings and conditions of approval from
the Planning Commission and that time was the main obstacle and
enemy to good communication.
X. DISCUSSION
The following items were generated for follow-up at the workshop:
1. Would like a study session scheduled on Redevelopment.
2. Division 9 - Would like a workshop session on how to look up
things in Division 9.
3. Would like a notebook prepared of "Specific Plans" (also for
the City Council).
4. Public Hearing Notice - Would like the language changed to
more "public terminology" on the hearing notices.
5. Synopsis on what staff is currently working on, both current
planning and advanced planning.
6. Add a packet (to be taken to the Central Library) on Fridays.
Add wording to -public hearing notices: "packet available in
Central Library."
7. The Planning Commissioners would like a "Reference" section
added to their notebooks. Items will never be removed from
this section. Include: Subcommittee, List of all
Commissioners, Telephone numbers of staff, Inconsistencies
list, etc.
8. Would like the term "Conditional Exception) changed to
"Conditional Exception (Variance)". The public questions our
terminology.
9. orally indicate persons voting "NO" for tape recording of
meetings.

ADJOURN THE PLANNING COMMISSON WORKSHOP TO THE REGULARLY SCHEDULED
PLANNING COMMISSON MEETING OF FEBRUARY 3, 1987, BY THE FOLLOWING
