MINUTES: Minutes of the September 23, 1987 meeting and minutes of the
September 30, 1987 meeting were approved by the Acting Zoning
Administrator.
TENTATIVE PARCEL MAP NO. 87-295
Applicant: William D. Noordman
Tentative Parcel Map No. 87-295 is a request to consolidate portions of two (2) parcels
into one (1) parcel located at 413 Seventh Street (west side of Seventh Street
approximately 175 feet south of Pecan Avenue.)
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.
Staff member, Laura Phillips, reported that this map was continued from November 23
1987 so the applicant could contact adjacent neighbors and include those lots in the map.
The applicant has turned in a revised map on October 7, 1987, which shows those adjacent
lots. Public Works has requested that some modifications be made. The existing lot lines
and existing structures on those lots be shown and that the parcels be numbered 1,2, and
3. Also that the applicant submit a letter from those adjacent property owners
acknowledging the preparation of the Tentative Map and their intent to sign the Final
Map. Staff is recommending approval of the map with those modifications and standard
conditions. The applicant has not seen the revised plans at this point.
Mr. Strange asked if the applicant or the engineer was present. There was no response
reflecting that the applicant or the engineer were not present. Mr. Strange asked staff if
the engineer had to review the conditions before the map can be approved. Staff stated
yes. Due to the applicant not being present, the item was trailed to later in the meeting.
CONDITIONAL EXCEPTION NO. 87-78
Applicant: William D. Holman
Conditional Exception No. 87-78 is a request to permit a reduction in minimum required
open space dimension from 20 feet to 15 feet located at 5861 Raphael Drive.
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.

Staff member, Laura Phillips, reported that this is a request for a room expansion which
results in the rear yard open space having a maximum dimension of 15 feet from the room
addition to the rear property line. The required open space dimension is 20 feet. The
applicant, however, does have the required open space area of 900 square feet.. Staff is
recommending approval, with a finding that minimum required open space area will be
met.
The public hearing was opened and William Holman, applicant, was present. He spoke in
support of the project and stated that he has the concurrence of the adjacent property
owners for the proposed construction. Mr. Strange asked the applicant if he had letters
from all three neighbors. The applicant stated that he had concurrence from two adjacent
neighbors and the neighbor immediately behind his home he was unable to contact.
There was no one else present wishing to speak for or against the request so the public
hearing was closed.
CONDITION EXCEPTION NO. 87-78 WAS APPROVED BY THE ACTING ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. Granting of reduction in open space minimum dimension will not reduce the required
total open space area (900 Square Feet).
2. The granting of Conditional Exception No. 87-78 will not be materially detrimental
to the public welfare, or injurious to property in the same zone classifications, and
adjacent property owners have submitted letters in support of the proposal.
3. The granting of the Conditional Exception will not adversely affect the General Plan
of the City of Huntington Beach.
4 There is less area available in the rear yard because the home was originally setback
21 feet from the front property line while current code permits a 10 foot setback
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated September 21, 1987
shall be the approved layout.
2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
3. Proposed structures shall be architecturally compatible with existing structures.
4. Low -volume heads shall be used on all spigots and water faucets.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke this conditional exception if
any violation of these conditions of the Huntington Beach Ordinance Code occurs.

USE PERMIT NO. 87-78
Applicant: Susan Blanton
Use Permit No. 87-78 is a request to permit a two day sale in the parking lot located at
8909 Adams Avenue (northwest corner of Magnolia Street and Adams Avenue) on October
17 and 18, 1987.
This request is covered by Categorical Exemption, Class 4, California Environment
Quality Act, 1986.
Staff member Laura Phillips, reported that this is a sale that has been approved by the
Board of Zoning Adjustments in the past. The applicant wishes to set up a tent for a
weekend sale. The Fire Department has reviewed the plans and, have not special
comments other than that the tent should be of an approved type of material and that the
fire lanes should remain clear. Staff is recommending approval with those conditions and
also the applicant provide for clean-up after the event, obtaina certificate of insurance
and a certificate to operate prior to the event.
Mr. Strange asked if the applicant was present. Jill Askegaard,. representing, the
applicant, was present. She stating that all conditions have been met. Mr. Strange asked
the applicant if there have ever been any problem with the Fire Department in past
events. Applicant Stated no.
USE PERMIT NO. 87-78 WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR
WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in .the vicinity of such use or building.
2. The granting of the use permit will not adversely affect the General Plan of the
City of Huntington Beach.
3. The proposal is consistent with the goals and objectives of the City's General Plan
and Land Use Map.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated September 22 1987 shall
be the approved layout.
2. Applicant shall provide for clean-up after closing of the event.
3. Obtain any necessary electrical permits.
4. Tent shall be of a type and material approved by the Fire Department.
S. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.

6. The applicant shall obtain clearance from the Public Liability Claims Coordinator,
Administrative Services Department, and/or shall provide a Certificate of Insurance
and Hold Harmless Agreement to be executed at least five (5) days prior to the
event.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The use shall comply with all applicable provisions of the Ordinance Code, Building
Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. A Certificate to Operate shall be issued by the Department of Community
Development as required by Section 9730.80 of the Huntington Beach Ordinance
Code.
4. The Zoning Administrator reserves the right to revoke this use permit if any
violation of these conditions of the Huntington Beach Ordinance Code occurs.
TENTATIVE PARCEL MAP NO. 87-377
Applicant: Bruce C. Bent
Tentative Parcel Map No. 87-377 is a request to consolidate two lots into one lot located
at 17191 Lynn Street (west side of Lynn Street approximately 346 feet north of Los Patos
Ave.)
This request is covered by Categorical Exemption, Class 5, California Environment
Quality Act, 1986.
Staff member, Laura Phillips, reported that the lots in question were at one time one lot.
They were sub -divided in 1985. The applicant wishes now to reconsolidate the lots. They
meet the minimum frontage and area requirements and Public Works has not submitted
any comments. Staff is recommending approval with standard conditions.
Mr. Strange asked if the applicant was present. Bruce Bent, applicant responded that he
was present. Mr. Strange questioned the applicant if the street improvements were in on
the site. Mr. Bent stated yes. The applicant also stated that he wanted to leave the two
existing drive approaches in for a future garage, which he stated was approved by Bill
Patapoff that morning.
Mr. Strange asked the applicant if the driveway for the future garage is an existing
driveway. The applicant stated yes. Mr. Strange asked the applicant if he was the
original owner when the property was originally sub -divided. The applicant stated no,
they had just purchased the land from the person who originally sub -divided the land.
TENTATIVE PARCEL MAP NO. 87-377 WAS APPROVED BY THE ACTING ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:

1. The Tentative Parcel Map received by the Department of Community Development
on September 22, 1987, shall be the approved layout (with the amendments as noted
thereon).
2. The applicant shall file, through the Huntington Beach City Clerk's office, and have
recorded with the Orange County Recorder's Office, a Certificate of Compliance in
conjunction with the approved plat map. A copy of the recorded Certificate of
Compliance and plat map shall be filed with the Department of Community
Development prior to issuance of building permits on the subject property.

Continued from first item of this meeting.
Applicant was not present. Staff stated that this item must be continued since the
applicant nor the engineer were not present to review the suggested conditions of
approval.
