HomeMy WebLinkAbout1987-10-261 MINUTES CITY COUNCILIBEDEVELOPMENT AGENCY Council Chamber, City Hall Huntington Beach, California Monday, October 26, 1987 A tape recording of this meeting is on file in the City Clerk's Office Mayor/Chairman Kelly called the adjourned regular meeting of the City Council and the regular meeting of the Redevelopment Agency of the City of Huntington Beach to order at 7 p.m. ROLL CALL Present: Winchell, Mays, Finley, Erskine, Green Kelly (arrived at 7:10 p.m.) Bannister (arrived at 7t45 p.m.) Absent: Norse ..11 ► 1W A • 1 The Chairman announced that this was the day and hour set for a public hearing pursuant to Section 33348.5 of the California Health & Safety Code to review redevelopment plans at various locations in the city and to evaluate the pro- gress of these plans and hear testimony of all interested parties. The Rede- velopment Project Areas subject to this biennial hearing are the Main -Pier Redevelopment Project Area; the Yorktown -Lake Redevelopment Project Area a v ew Redevelopment Project Area; the Tal�ert-Beach Redevelopment Pro�e.ct Area; and the Huntington Center Redevelopment Project Area. The Deputy Clerk announced that all legal requirements for notification, pub- lication and posting had been met, and that she had received no communications or written protests to the matter. The Deputy City Administrator/Community Development presented a staff report. Gayle O'Brien, Assistant Planner, presented a slide program on reviewing rede- velopment project areas in the city. The Chairman declared the hearing open. Paul Picard, Doug Langey'in and Tom Harman spoke in opposition to the Main --Pier Redevelopment Project Area. Bill Holman spoke in support of general redevelopment of all five Redevelop- ment Project Areas. Verle CowlipA questioned how the Yorktown. -Lake Redevelopment Project Area came a out as Doug LaBelle, Deputy City Administrator/Community Development, gave a brief history of the Yorktown -Lake Redevelopment Project Area. Page 2 -- Council/Agency Minutes -- 10/26/87 Where being no one present to speak further on the matter and there being no further protests filed, either oral or written, the hearing was closed by the Mayon. A motion was made by Erskine, seconded by Mays, to approve the draft "Five Year Redevelopment Plan" with direction to staff to designate the Main —Pier Redevelopment Project Area top priority and to direct the Agency to move for— ward with street design, medians and landscaping improvements and circulation improvement on the south side of Edinger Avenue. The motion carried unanimously. Councilman Mays suggested encouraging new department stores to locate in this area and traffic light synchronization.
