Mayor/Chairman Kelly called the adjourned regular meeting of the City Council
and the regular meeting of the Redevelopment Agency of the City of Huntington
Beach to order at 7 p.m.
ROLL CALL
Present: Winchell, Mays, Finley, Erskine, Green
Kelly (arrived at 7:10 p.m.) Bannister (arrived at 7:45 p.m.)
Absent: None
(Redevelopment Agency) - BIENNIAL PUBLIC HEARING ON FIVE REDEVELOPMENT
PROJECT AREAS - APPROVED DRAFT "FIVE YEAR REDEVELOPMENT PLAN" - DESIGNATE
MAIN -PIER REDEVELOPMENT PROJECT AREA TOP PRIORITY - DIRECTION RE: S/S EDINGER
TO ASSIST HUNTINGTON CENTER REDEVELOPMENT PROJECT AREA
The Chairman announced that this was the day and hour set for a public hearing
pursuant to Section 33348.5 of the California Health & Safety Code to review
redevelopment plans at various locations in the city and to evaluate the pro-
gress of these plans and hear testimony of all interested parties. The Rede-
velopment Project Areas subject to this biennial hearing are the Main -Pier
Redevelopment Project Area; the Yorktown -Lake Redevelopment Project Area; the
Oakview Redevelopment Project Area; the Talbert -Beach Redevelopment Project
Area; and the Huntington Center Redevelopment Project Area.
The Deputy Clerk announced that all legal requirements for notification, pub-
lication and posting had been met, and that she had received no communications
or written protests to the matter.
The Deputy City Administrator/Community Development presented a staff report.
Gayle O'Brien, Assistant Planner, presented a slide program on reviewing rede-
velopment project areas in the city.
The Chairman declared the hearing open.
Steve Holden, Steve Berg, Klaus Goldecke, Frank Zellner, Matt Messier, Don
MacAllister, Lila Nowell, Larry Kirkesslager, Sarah Borzcik, Tom McKnight,
Kirk Kirkland, Phyllis Salver Carruthers, Natalie Kotsch spoke in support of
the Main -Pier Redevelopment Project Area.
Paul Picard, Doug Lan,eq vin and Tom Harman spoke in opposition to the Main -Pier
Redevelopment Project Area.
Bill Holman spoke in support of general redevelopment of all five Redevelop-
ment Project Areas.
Verle Cowling questioned how the Yorktown -Lake Redevelopment Project Area came
about and Doug LaBelle, Deputy City Administrator/Community Development, gave
a brief history of the Yorktown -Lake Redevelopment Project Area.

There being no one present to speak further on the matter and there being no
further protests filed, either oral or written, .the hearing was closed by the
Mayor.
A motion was made by Erskine, seconded by Mays, to approve the draft "Five
Year Redevelopment Plan" with direction to staff to designate the Main -Pier
Redevelopment Project Area top priority and to direct the Agency to move for-
ward with street design, medians and landscaping improvements and circulation
improvement on the south side of Edinger Avenue. The motion carried
unanimously.
Councilman Mays suggested encouraging new department stores to locate in this
area and traffic light synchronization.
The Interim Chief Executive Officer requested Council to submit written direc-
tion regarding the draft "Five Year Redevelopment Plan, such direction to be
included in the final plan and returned to the Agency for consideration in
approximately six weeks.

OF CITY/DEVELOPER TENANT RELOCATION COMMITTEE - APPROVED - APPOINTMENTS TO
COMMITTEE SCHEDULED IN TWO WEEKS
Following discussion, a motion was made by Erskine, seconded by Mays, to form
a Driftwood Mobilehome Park Tenant Relocation Committee consisting of devel-
oper representatives, mobilehome park residents and three councilmembers, with
members to be appointed to the committee in two weeks. The motion carried by
the following roll call vote:
AYES: Winchell, Mays, Finley, Kelly, Erskine, Green, Bannister
NOES: None
ABSENT: None

The Mayor/Chairman adjourned the regular meeting of the City Council and the
regular meeting of the Redevelopment Agency of the City of Huntington Beach to
Monday, November 2, 1987 at 5:30 p.m.
