HomeMy WebLinkAbout1988-02-19MINUTES Council Chamber, City Hall Board Room, Ben Brown's Aliso Creek Inn, Laguna Beach, California Friday, February 19, 1988 The Mayor called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 9:15 a.m. in the Board Room of Ben Brown's A1iso Creek Inn in Laguna Beach, California for the purpose of a City Coun- cil/Staff Retreat Meeting. Present: ,Winchell, Mays, Finley, Kelly, Erskine Absent: Green, Bannister Staff: Paul Cook, Rich Barnard, Bob Franz, Ray Picard, Don Watson, Gail Hutton, Connie Brockway, Patti Fogarty, flax Bowman, Bill Payne, Jim Patin, Doug LaBelle, Bill Reed Mediator: Paul Whisenand DISCUSSIOM RE_ CITY GOALS & OBJECTIVES & PROGRESS ON CI'Y PROJECTS A film narrated by John Houseman regarding the "Thinking Process" was shown. Each participant at the retreat stated their goals for the city. Goals Mater- ial was distributed showing the goals set forth by the city five years ago and the participants met in small groups to assess the progress made toward each of the goals and to add new goals. The following. goals were developed five years ago: Coastal Development, Beach Boulevard Corridor, Community Environ- ment (Park, Landscape Median, Cultural and Entertainment Facilities), Trans- portation - (the movement of people and goods), Capital Improvement, Neighbor- hood Preservation and Economic Base. Among the addition of goals to this list were: Integrity of Recreation Resources; protection of the beach at all costs, mitigation of loss of beach parking through development of parking nodes, the continuing presence of a pier, need for a policy for police protec- tion of State beaches, consolidation of services to unincorporated islands within the city, land use study of Edinger/Beach Intersection, parking manage- ment - program standards - adequate City Hall parking - more standard space, somewhat larger than compact; aggressively pursue interagency transportation links, development of a mechanism to realistically assess required developer mitigation measures. The need to reduce city's liability on State highways and developing a computerized traffic signalization including interfacing with other cities. Establighment of a general policy to ensure high quality of residential housing by investigating the feasibility of upgrading standards. Positive policy on oil well consolidation, investigate the feasibility of Inspecting homes for sale which have bootlegged additions. Page 2 - Council Minutes - 2/19/88 Recess - Reconvene The meeting recessed for lunch at 12 p.m. The meeting reconvened at 1:30 p.m. and adjourned at 4 p.m. The meeting participants convened at 8 a.m. in the board room and discussed the previous day's progress. The adjourned regular meeting of the City Council of the City of Huntington Beach adjourned at 12 p.m. to March 7. 1988 at 5:30 p.m. in the Council Cham- ber. ATTEST: City Clerk .
