Mayor/Chairman Erskine called the Special Meeting of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 5:30 p.m.

You are hereby notified that a Special Meeting of the City Council/Redevelop-
ment Agency of the City of Huntington Beach, California, is called for and
will be held in Room B-8 in the Civic Center, at the hour of 5:30 p.m. on
Tuesday, March 8, 1988, for the purpose of meeting jointly with the Planning
Commission to discuss the Downtown Specific Plan and proposed changes thereto
and providing direction to the Planning Commission.

JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION
Mayor/Chairman announced that a joint meeting of the City Council/
Redevelopment Agency and the Planning Commission had been called.
PLANNING COMMISSION ROLL CALL

CHANGES & DIRECTION TO THE PLANNING COMMISSION
The following material was provided by staff to the Council/Agency members and
Planning Commissioners: (1) Staff Report - Code Amendment 88-3 dated 3/3/88,
(2) Downtown Parking, Transit and Financing Study prepared by Parsons,
Bri nckerhoff, Quade & Douglas - August 1985, (3 ) Circulation Element 84-1 ,
Staff Report - Downtown Bus Routes 12/16/86, Ordinance No. 2871 adopting
Precise Plan of Street Alignment 86-1 and the communication to Council from
Paul Cook, City Administrator, dated March 7, 1988 entitled Downtown
Redevelopment.

Planning Director, reviewed the items which would be discussed as
the Planning Commission Agenda including Intent & Purpose of
cific Plan. Downtown Specific Plan Circulation. Proposed Revisions
Downtown 5 ecitic Flan and xevision of

Mr. Adams presented background information regarding the intent and purpose of
the Downtown Specific Plan. He reviewed the areas within said Specific Plan.
Planning Commissioner Higgins, referring to the wall map display gave reasons
why he recommended that the length of commercial along Main Street be
restricted to three blocks. He recommended separating commercial and
residential, reducing the commercial to extend from Main Street to the east
side of 5th Street and Main Street to the west side of 3rd Street, this would
allow for an increase in residential in Area #5. He stated that with a
parking structure taking up one-half block on Main Street and another parking
structure taking up one-half block, this area is more than adequate to fulfill
the needs of the residents and the visitors the City hopes to attract in the
future. He recommended reduced retail in the Waterfront Project to help the
commercial on Main Street. He stated that he believed the view corridors
should be retained to help the areas in the second block.
Commissioner Bourguignon spoke regarding the ten foot set back requirements
relative to the subterranean parking structure, stating that he felt the
parking plans too restrictive.
Commissioner Livengood concurred with Mr. Higgin's comments and stated that he
believes the major concern was the master plan for parking structures.
Commissioner Leipzig addressed concerns about the apparent inconsistency of
the plan relative to permitting commercial development along 5th Street and at
the same time proposing to block access at the north and south.

Planning Commissioner Pierce gave reasons why he believes the plan is
inconsistent and stated that there were conflicts in the proposed revisions.
Discussion was held between the Council/Agency, Planning Commission and staff.
Planning Commissioner Ortega questioned aspects of the Parking & Circulation
Element. She spoke regarding the problem she foresaw with the closure of 5th
Street at Walnut and the potential safety conflicts in the circulation plan
euncerning the church school at Orange and 5th Street.
Mike Adams, Planning Director, reported on the circulation plan and
considerable discussion was held.
Commissioner Jim Silva, expressed concern as to whether there was a market for
commercial development and also regarding parking needs.
Councilwoman/Agency Member Finley spoke regarding the history of commercial
planning going back to plans prepared by the Arroyo Group.
Councilman/Agency Member Green expressed a preference for commercial to be
concentrated on Beach Boulevard and Pacific Coast Highway and not inland.
Councilman/Agency Member Bannister stated that he believes the primary
commercial corridor should include Beach Boulevard and that he agreed with the
City Administrator on more commercial. He stated that he believes Huntington
Beach will be a real tourist center in 15 to 20 years and that the city
parking plans should be doubled.
Mayor/Chairman Erskine spoke regarding the Halcyon Report La market study in
the. Downtown).
Planning Commissioner Higgins suggested that staff start looking at how much
commercial is needed on either side of Main Street in square footage.
Councilman/Agency Member Mays stated he did not believe there was a market for
the extension of commercial development proposed in the 301 plan and that he
saw a need for mixed development.
Council/Agency Member Winchell stated that she would like to see numbers that
would keep track of parking, the balance of commercial/residential and
Circulation Element to go with it, in each and every area. She stated she
does not believe the Circulation Element addresses the closure of 5th Street
on each end and requested that staff keep looking into keeping.5th Street open
as she did not believe it would affect the effectiveness of the loop and could
provide at least two streets for the traffic as opposed to throwing it all
into residential.
Councilman/Agency Member Green gave reasons why he concurred with the shift
toward more residential and less commercial, intensity and density in the.
0owntown Area.
The conclusions of the Halcyon Report were discussed.
Hal Simmons, Senior -Planner, and Mike Adams, Planning Director, displayed
viewgraphs and reviewed the parking structure strategy and considerable
discussion was held. The need to review the overall proposed parking policy
was stated, and Mr. Adams stated that the actual walking distance would be
included. He then reviewed the number of parking options downtown. -

Mike Adams, Planning Director, reported on this topic and Council gave
direction that the area on west side of 5th Street be residential and the east
side of 5th Street be commercial but not mixed use and that the "grandfathered
and non --conforming issues" need to be resolved.

Discussion was held regarding the Townsquare Area and economic evaluations
were reviewed.
Cultural Center
Mike Adams, Planning Director, using a waligraph reviewed the proposed Center
for the Arts planned to be located in District #5 or #6. The cultural center
could be located in the vicinity of the Main Street Library and an art center
at the Edison Building location. Commissioner Leipzig stated he believes a
small center in that area is feasible but a large center of this nature should
be located closer to Pacific Coast Highway due to traffic.
Commissioner Livengood stated that he would like to have the Definitions -
Section of 4.001 of the Downtown Specific Plan include parking requirements
for downtown with the Parsons, Brinckerhoff, Quade and Douglas Parking Study
in mind and to include walking distance and a percentage of parking to be
on -site.

The adjourned meeting of the Planning Commission was adjourned. The
Mayor/Chairman adjourned the Special Meeting of the City Council/Redevel-
