MINUTES: Minutes of the February 24, 1988 Zoning Administrator Meeting were
approved.
REGULAR AGENDA ITEMS:
USE PERMIT NO. 88-7
Applicant: Henn Company
Use Permit No. 88-7 is a request to construct an addition to a house with a
non -conforming side setback of 4.5 feet located at 727 N. Main Street.
This request is covered by Categorical Exemption, House Addition: Section 15303 Class 3,
Variance: Section 15305 Class 5, California Environmental Quality Act, 1986.
Staff member, Kelly Main, reported that the applicant needs to apply for a conditional
exception in addition to the use permit. Staff recommended continuance to March 23,
1988 to readvertise the Conditional Exception.
USE PERMIT NO. 88-7 WAS CONTINUED TO MARCH 23, 1988 BY THE ZONING
ADMINISTRATOR.
USE PERMIT NO. 88-10
Applicant: PX Cameras, Appliances
Use Permit No. 88-10 is a request to erect a tent for a three day appliance sale in the
parking lot scheduled for March 18, 19, and 20, 1988 located at 8889 Adams.
This request is covered by Categorical Exemption, 15304 Class 4, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is to permit a temporary outdoor event,
a tent sale, for three days of March 18, 19, and 20. The original request was 30 ft. x 40
ft. It has been modified per the Fire Department's request to 40 ft. x 20 ft. leaving the
fire access land intact.
The public hearing was opened. There was no one present to speak for or against the
request so the public hearing was closed.

USE PERMIT NO. 88-10 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of the Use Permit No. 88-10 will not adversely affect the General Plan
of the City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated March 4, 1988 shall be
the approved layout with the modification that the tent will encroach a maximum of
20 ft. into the parking lot so as to maintain the required fire access lane.
2. The tent shall meet flame retardant ratings of the Uniform Building Code, Chapter
42.
3. A detail plan of the tent (exits, side flaps, ets.) shall be submitted to the Fire
Department for approval.
4. Any electrical connections or lighting shall be included on the detail plan.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Use Permit No. 88-10 if any
violation of these conditions of the Huntington Beach Ordinance Code occurs.
ENVIRONMENTAL ASSESSMENT NO. 88-7
Applicant: City of Huntington Beach
Environmental Assessment No. 88-7 is a request to remove fifteen (15) fungal disease
prone palm trees (Phoenix Canariensis) and replace with fifteen (15), same size hearty
palm trees (Washington's Robusta) located in the Townsquare project site. Subject site is
bounded by Orange Avenue, Main Street and 7th Street.
This request is covered by Negative Declaration No. 88-7.
Staff member, Kelly Main, reported that this a request to remove fifteen diseased prone
trees from the site at Orange, Main, and 7th Street. The public notification was for ten
days, and staff stated that they have not received any comments from the public. Staff is
recommending that a one to one replacement of the trees be placed on any development
of the site in the future.

Public Works representative, Daryl Smith, reported that the reason for this application is
that the trees are on public property which may soon be sold and developed. The trees are
disease prone and if they cannot be saved they should be replaced during any future
development of the site. Approval of this Environmental Assessment will insure adequate,
consideration of the trees.
ENVIRONMENTAL ASSESSMENT NO. 88-7 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
MITIGATION MEASURES FOR ENVIRONMENTAL ASSESSMENT NO. 88-7:
1. The developer of this site shall make every attempt to save or relocate the subject
trees.
2. Any existing mature tree that must be removed shall be replaced at a 1:1 ratio by
trees which have comparable worth (in terms of diameter, height, maturing,
maturity, expense, whichever is greater) to the removed trees.
3. A plan for the treatment of the subject trees or, if applicable, replacement trees
shall be submitted with development plans for the site.
