Applicant: Ronald D. Ellis
This request is covered by Categorical Exemption, Section 15301, Class 1, California
Environmental Quality Act, 1986.
Applicant requested withdrawal of Site Plan Amendment No. 88-3.
SITE PLAN AMENDMENT NO. 88-3 WAS WITHDRAWN BY THE ZONING
ADMINISTRATOR.
TENTATIVE PARCEL MAP NO. 87-215
Applicant: James W. Mosich
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.
Staff member, Kelly Main, reported that this is a request for a waiver of a final parcel
map for Tentative Parcel Map No. 87-215 located at 112, 116, and 118 - 8th Street. Ms.
Main stated that Tentative Parcel Map No. 87-215 was approved in February 1988.
Mr. Palin asked the applicant if he received his conditions of approval. Applicant stated
no, but waived his right to have receiving the conditions three days prior to the meeting.
TENTATIVE PARCEL MAP NO. 87-215 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS OF APPROVAL FOR WAIVER:
1. The proposed consolidation complies with the requirements as to area, improvement
and design, flood and water drainage control, appropriate and approved public roads,
sewer and water facilities, environmental protection, and other requirements of
Article 992 of the Subdivision Section of the Ordinance Code.
CONDITIONS OF APPROVAL:
1. The Tentative Parcel Map received by the Department of Community Development
on January 29, 1988 shall be the approved layout (with the amendments as noted
thereon).-
2. The applicant shall file, through the Huntington Beach City Clerk's office, and have
recorded with the Orange County Recorder's Office, a Certificate of Compliance in
conjunction with the approved plat map. The plat map shall reference the recording
documents dedicating portions of the subject parcels to the City of Huntington
Beach for alley purposes. A copy of the recorded Certificate of Compliance and
plat map shall be filed with the Department of Community Development prior to
issuance of building permits on the subject property. -
TENTATIVE PARCEL MAP NO. 88-191
Applicant: Paul Weatherly
This request is covered by Categorical Exemption, Class 15, California Environmental
Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to split one lot into two lots
located at 7622 Talbert. He stated that approved for the site (C.U.P. No. 87-15), is a two
story auto repair center. Staff, therefore, is recommending approval, and that the Parcel
Map was a condition of approval.
TENTATIVE PARCEL MAP NO. 88-191 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed subdivision of two (2) parcels for purposes of industrial use is in
compliance with the size and shape of property necessary for that type of
development.
2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the
land use designation for light manufacturing allowing industrial buildings was
placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed subdivision are proposed to be constructed in compliance with
standards plans and specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of Community Development
on April 18, 1988 shall be the approved layout.

2. A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder.
4. Water supply shall be through the City of Huntington Beach's water system at the
time said parcels are developed.
5. Sewage disposal shall be through the City of Huntington Beach's sewage system at
the time said parcels are developed.
6. All utilities shall be installed underground at the time said parcels are developed.
7. Compliance with all applicable City Ordinances.
8. A copy of the recorded parcel map shall be filed with the Department of
Community Development.
9. No parking shall be allowed on Kovacs Circle.
10 All vehicular access rights along Talbert Ave, Kovacs Circle and Redondo Lane
shall be dedicated to the City of Huntington Beach except at locations approved by
the Huntington Beach Planning Commission.
ADMINISTRATIVE REVIEW NO. 88-12/ENVIRONMENTAL ASSESSMENT NO. 88-9
Applicant: Kevin C. Kelter/Leonard Lady
This request is covered by Negative Declaration No. 88-9.
Staff member, Thomas Rogers, reported that this is a request to construct two
multi -tenant complex buildings consisting of 38,792 sq. ft. located at 18281 and 18291
Gothard Street. He stated that staff is recommending that an irrevocable offer to grant
an easement with the property to the north and a letter of agreement to move the
driveway depending on the use and the layout of the property to the north when it is
developed. Mr. Rogers stated that applicant is 13 parking spaces over code and
landscaping is short of the code requirement; but, if the applicant adds landscaping where
parking spaces are taken out, he will meet the 8 % required landscaping.
Kevin Kelter, applicant, was present but had no comments.
ADMINISTRATIVE REVIEW NO. 88-12/ENVIRONMENTAL ASSESSMENT NO. 88-9 WAS
APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND
CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL
1. A revised site plan shall be submitted depicting the modifications described herein:
a. No drainage channels shall be shown on the north or south property lines. Roof
drainage is subject to the Uniform Building Code as adopted by the City of
Huntington Beach.
b. The rear and side yard setbacks shall be a maximum of 2 inches.
c. Additional landscaping shall be provided at the entrance on the east and along
the southern border of the project.

d. Landscaping shall meet standards set in Article 960 of the Huntington Beach
Ordinance Code.
e. Landscaped areas to be counted towards the landscaping requirements shall be
fully dimensioned on the plans.
2. Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of Community Development
and Public Works for review and approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material proposed
to screen said equipment.
3. Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
4. On site fire hydrants shall be provided in number and at locations specified by the
Fire Department.
5. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
6. Driveway approaches shall be a minimum of twenty-seven feet 12711 in width and
shall be of radius type construction.
7. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
8. All repair work shall be conducted wholly within the building.
9. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
10. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
11. Low -volume heads shall be used on all spigots and water faucets.
12. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
13. Prior to issuance of building permits, the subject property shall offer an irrevocable
reciprocal driveway and parking easement at the northeast corner of the lot
between the subject site and the adjacent property to the north. Said easement
shall not be required to exceed 50 feet from the north property line. A copy of the
legal instrument shall be approved by the City Attorney as to form and content and,
when approved, shall be recorded in the Office of the County Recorder. A copy
shall be filed with the Department of Community Development prior to occupancy.
14. All applicable Public Works fees shall be paid prior to issuance of building permits.

15. Automatic sprinkler systems will be installed throughout to comply with Huntington
Beach Fire Department and Uniform Building Code Standards. Shop drawings will be
submitted to and approved by the Fire Department prior to installation.
16. Fire extinguishers will be installed and located in areas to comply with Huntington
Beach Fire Code Standards.
17. Two (2) fire hydrants will be installed prior to combustible construction. Shop
drawings will be submitted to the Public Works Department and approved by the
Fire Department prior to installation.
18. Fire lanes will be designated and posted to comply with Huntington Beach Fire
Department Standard No. 415.
19. Address numbers will be installed to comply with Huntington Beach Fire Code
Standards. This size of the numbers will be the following:
a. The number for building will be sized a minimum of ten (10) inches with a brush
stroke of one and one-half (1-1/2) inch.
b. Individual units will be sized a minimum of four (4) inches with a brush stroke of
one-half (1/2) inch.
20. Fire Department access fire lane and turnaround shall be provided as shown on
March 17, 1988 plan.
21. A Letter of Agreement to relocate driveway at the time the property to the north is
developed to provide a common drive shall be approved by the City Attorney as to
form and content and when approved, shall be recorded in the Office of the County
Recorder. A copy shall be filed with the Department of Community Development
prior to occupancy. Decision as to the whether or not this agreement shall be
implemented will be made by the Department of Community Development at the
time the property to the north is developed.
22. Grading plan and soils report to be submitted to the Department of Public Works for
approval.
23. Hydrology shall be approved by the Department of Public Works.
24. If the roof is allowed to drain to Sully Lake, the drainage system to the lake shall be
approved by the city. Water Quality measures shall be designed into the system.
The parking lot and landscaped areas shall not drain to Sully Lake.
25. Center identification shall be through a deep sandblasted concrete monument sign.
Said sign shall be a maximum of 7 feet in height. Center name and address only
shall be permitted on monument sign. All wall signage shall be subject to a Planned
Sign Program.
26. If on -site water facilities are required, they shall be located in vehicular travelways
and dedicated to the City of Huntington Beach.
27. Existing mature trees on site shall be retained and incorporated into the site plan if
feasible. Any existing mature tree that must be removed shall be replaced at a 2:1
ration with 36 inch box trees which shall be incorporated into the project's
landscape plan.

28. If foil -type insulation is to be used, a fire retardant type shall be installed as
approved by the Building Department.
29. Prior to the issuance of a grading permit, a grading plan shall be submitted to the
City's Department of Public Works. A plan for silt control for all water runoff from
the property during construction and during initial operation of the project may be
required by the Director of Public Works if deemed necessary.
30. Information on equipment or facilities which may generate air pollutants shall be
submitted to the South Coast Air Quality Management District staff for their
review prior to the issuance of a Certificate of Occupancy for any use within the
building.
31. If any hazardous materials are to be used on site, the business must comply with
Chapter 1758 of the City's Municipal Code which requires any business that handles
or stores hazardous materials, including waste, to inventory the hazardous materials
on site and prepare a business emergency plan in case of an accidental release of
toxic material. Additionally, all hazardous materials, including waste, must be
handled and stored in accordance with the Uniform Fire Code. Waste oil is
considered a hazardous waste.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District, if applicable.
5. A detailed soils analysis shall be prepared by a registered Soils Engineer. This
analysis shall include on -site soil sampling and laboratory testing of materials to
provide detailed recommendations regarding grading, chemical and fill properties,
foundations, retaining walls, streets, and utilities.
6. The Planning Commission/Zoning Administrator reserves the right to revoke this
Administrative Review No. 88-12 if any violation of these conditions of the
Huntington Beach Ordinance Code occurs.
7. Automotive service and related businesses within industrial centers are required to
provide a minimum of 5 parking spaces per tenant. Additional parking may be
required depending on the square footage occupied by the business. Parking shall
comply with Article 960 of the Huntington Beach Ordinance Code.
SITE PLAN AMENDMENT NO. 88-6
Applicant: RSB Partners
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.

Staff member Thomas Rogers, reported that this is a request to amend site plan
previously approved as a part of Administrative Review No. 87-21 and Negative
Declaration 87-18. He stated that the amendment will add one truck door and relocate
the office to the east face of the building located at 7391 Talbert Avenue.
Mr. Palin asked staff what the difference in topography was and staff's recommendation.
Mr. Rogers responded that staff was recommending approval because the request still
meets code. Site Plan dated April 15, 1988 shall be the approved layout and conditions of
approval for Administrative Review No. 87-21 shall remain in effect.
SITE PLAN AMENDMENT NO. 88-6 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The revision shall not constitute a substantial change.
2. The use of property remains the same.
3. The revision results in an improved development.
4. The revision complys with all applicable provisions of the Huntington Beach
Ordinance Code.
CONDITIONS OF APPROVAL:
1. Site plan dated April 15, 1988 shall be the approved layout.
2. All conditions of Administrative Review No. 87-21 shall remain in effect.
USE PERMIT NO. 88-21
Applicant: Vonda Jennings
This request is covered by Categorical Exemption, Class 4, California Environmental
Quality Act, 1986.
Staff member, Kelly Main, reported that this is a request to permit a temporary outdoor
event for four hours, April 23, 1988 located at 7171 Warner. Ms Main stated that there
will be several parking spaces barricaded with ropes. The event's pruporse is to educate
students against the use of drugs. Entertainment will be included.
USE PERMIT NO. 88-21 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of the Use Permit No. 88-21 will not adversely affect the General Plan
of the City of Huntington Beach.

3. The proposal is consistent with the goals and objectives of the City's General Plan
and Land Use Map.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plans received and dated April 12 and 20, 1988 shall be the approved layout.
2. The applicant shall provide for clean up of the area after closing of the event.
3. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
4. The applicant shall obtain clearance from the Public Liability Claims Coordinator,
Administrative Services Department, and/or shall provide a Certificate of Insurance
and Hold Harmless Agreement to be executed at least five (5) days prior to the
event.
5 Applicant shall provide fro private security for crowd control and traffic
management.
6. A detailed site plan shall be submitted for review and approval by the Fire and
Police Departments.
7. All necessary permits shall be obtained from the Building Division (including
electrical permits).
8. Signs shall be provided on all sides of the barricaded area warning patrons of drive
aisle traffic and asking them to remain within the barricades.
9. Highly visible barricades shall be provided around the entire event area.
10. The event shall be limited to 12:00 to 4:00 p.m., April 23, 1988.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The use shall comply with all applicable provisions of the Ordinance Code, Building
Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and Standards.
3. A Certificate to Operate shall be issued by the Department of Community
Development as required by Section 9730.80 of the Huntington Beach Ordinance
Code.
4. The Zoning Administrator reserves the right to revoke this use permit if any
violation of these conditions of the Huntington Beach Ordinance Code occurs.
