Being commonly known as the Driftwood Mobilehome Park and Huntington Beach Inn. And being more specifically identified as Assessor's Parcels 24-260-49, 64, 73 and 74'. Mayor Erskine presented a plaque to Doug DIArnal1, Beach Services Manager on his election to a two year term as Secretary General of the World Life Saving Association, PRESENTATION - CERTIFIED MICIPAL CLERK - CONNIE BROCKWAY Mayor Erskine presented a plaque to Connie Brockway who has been awarded the designation of Certified Municipal Clerk by the International Institute of Municipal Clerks. PRESEMTION - "PRIDE OF OWNERSHIP AWARDS" - HSIFV BOARD OF REACTORS Debby Ewing, American Homeweek Chairman and Nancy Cooper, Pride of Ownership Chairman presented the Huntington Beach/Fountain Valley Board of Realtors "Pride of Ownership Award" to five Huntington Beach homeowners. Car) Hayward, member of the Main -Pier Project Area Committee, thanked people for helping on Clean -Up Day in the downtown area. Qax $Shultz stated his opposition to the Townsquare Project... He stated he believed there should be a daily.trash pick-up:. He read a.letter he received after he was required to give his address on television. The Mayor announced that this was the day and hour set for a public hearing opened and closed on March 21, 1988, to consider an appeal filed by Mola Development Corporation to the Planning Commission's denial of Conditional Use 97 Page 3 - Minutes - 5/23/88 Permit No. 87-36, Coastal Development Permit No. 87-28, and Tentative Tract 12900, a proposal to develop a 17-lot subdivision for condominium purposes and construct a mixed use development comprised of 74 stacked condominiums, 16 townhouse condominiums and 10,000 square feet of retail space on 3.7 acres. Parking will be provided at grade level and with a subterranean parking struc- ture. The subject property is located north of Orange Avenue between Main Street to the east and realigned Sixth Street to the west. The property is currently zoned Downtown Specific Plan - District 6 (Mixed Use - Commercial/Office/Resi- dential) The environmental status is covered under Environmental Impact Repart No. 82-2 for the Downtown Specific Plan. Coastal Status - not appeal- ab1e. The Deputy City Clerk informed Council that a communications from Community Bible Church and adjacent residents were received March 18, 1988. Mike Adams, Planning Director, presented a staff report. Following discussion, a motion was made by Mays, seconded by Kelly, to over- rule the Planning Commission decision and grant the appeal by approving Condi- tional Use Permit 87-36 with Special Permits, in conjunction with Coastal Development Permit 87-28 and Tentative Tract No. 12900 pursuant to the revised plans dated April 11, 1988 and based on findings and conditions of approval as outlined on the attachment to the RCA dated April 18, 1988 with the condi- tions of the Design Review Board to be imposed. AYES: Mays, Finley, Kelly, Erskine NOES: Winchell ABSENT; Green, Bannister The Mayor announced that this was the day and hour set for a joint public hearing by the City Council and the Redevelopment Agency to consider and act upon an Owner Participation Agreement between the Redevelopment Agency of the City of Huntington Beach and Mola Development corporation. This agreement provides for the development of 89 residential units and 10,000 sq. ft. retail commercial located between Main Street and 6th Street, north of Orange Avenue within the Main -Pier Redevelopment Project Area. Descriptions of the sites can be found in the agreement. The proposed projects are covered by a final Environmental Impact Report for the Main -Pier Redevelopment Project Area and the Downtown Specific Plan for which Notice of Preparation was filed. The -Deputy City Clerk announced that all legal requirements for notification, publication and posting had been met, and that she. had received a communica- tion in opposition from Arline Howard on May 19, 1988. The Deputy City Administrator/Redevelopment recommended continuing the hearing open to June 6, 1988. Page 4 - Minutes - 5/23/88 The Mayor declared the hearing open. On motion by Erskine, second Finley, Council/Agency continued the public hear- ing open to consider and act upon an Owner Participation Agreement between the Redevelopment Agency of the City of Huntington Beach and Mola Development corporation to June b, 1988 by the following roll call vote: AYES: Kelly, Finley, Erskine, Mays, Winchell NOES: None ABSENT: Green, Bannister The Deputy City Clerk presented a communication from the City Administrator transmitting four exhibits showing how staff would prepare to finance the land acquisition and construction of parking structures in the downtown area - (North of the Pier, 855 spaces and Walnut parking structure, 1000 spaces), The City Administrator presented a staff report. Discussion was held regarding the financial aspects of the project. On motion by Erskine, second Finley, Council received and filed the Downtown Parking Structures Feasibility Report by the following roll call vote: AYES: Kelly, Finley, Erskine, Mays, Winchell NOES: None ABSENT: Green, Bannister The Deputy City Clerk presented a communication from the Acting Director of Public Works reporting on the feasibility of providing a downtown tram to. serve the Main -Pier Area. The Acting Public Works Director presented a staff report. Following discussion, a motion was made by Kelly, seconded by Erskine, not to purchase a "used" Mighty Mite tug and trailer from Specialty Vehicles. The motion carried by the following roll call vote: AYES: Kelly, Finley, Erskine, Mays, Winchell NOES: None ABSENT: Green, Bannister The Deputy City Clerk presented a communication from the City Administrator transmitting a report prepared by Keyser Marston Associates which reviews residential development impacts on downtown retailing. Following discussion, a motion was made by Erskine, seconded by Finley, to cancel the public hearing scheduled for June 2, 1988 on SB 1517 (Bergeson) pertaining to the proposed Bolsa Bay Harbor and Conservation District and to agendize the issue for the May 31, 1988 Council meeting to set a public hear- ing or to take action on the matter.
