Applicant: Walter D. Comstock
Continued from March 23, 1988
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.
Staff member, Thomas Rogers, reported that this item is before the Zoning Administrator
today to determine if the applicant has addressed the concerns of the City expressed
March 23, 1988. Staff is recommending that the Home Occupation Permit not be revoked
as the applicant is in full compliance with the code. No complaints regarding this matter
have been received by staff.

This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.
Staff member, Thomas Rogers, reported that this request has been withdrawn from
consideration subject to the applicant requesting withdrawal in letter form.
SITE PLAN AMENDMENT NO. 88-7 WAS WITHDRAWN BY THE ZONING
ADMINISTRATOR AT THE APPLICANT'S REQUEST BY WRITTEN NOTICE.

Applicant: Leo/Pat Marchand

Quality Act, 1986.

Staff member, Thomas Rogers, reported that this is a request to permit a contractor's
office and the construction of a parking lot and driveway located at 17362 Gothard
Avenue. He stated that the applicant submitted a grading plan and site plan which met
code except for landscaping. He stated that the applicant would need to bring existing
structures to code.
Leo Marchand, applicant, was present, and objected to bringing the existing structures up
to code, expecially with regards to the wiring. The Zoning Administrator informed the
applicant that he did not have the authority to waive that requirement and that if he
wanted to deviate from the building code requirements, he would need approval by the
Appeals Board.
Mr. Rogers stated that no outdoor storage would be allowed unless granted permission by
the Planning Commission.
ADMINISTRATIVE REVIEW NO. 88-18 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL:
1. Hydrology/hydraulics and grading shall be approved by the Public Works Department.
2. A pumping system shall be maintained by the property owner, and the property
owner shall assume all liability of flooding caused by malfunction of the pumping
equipment.
3. The northerly driveway shall be removed and replaced with a radius type
commercial driveway to Public Works standards.
4. Replace deteriorated asphalt in street at northerly driveway.
5. A revised site plan shall be submitted depicting the modifications described herein:
a. A minimum of 6 % of the net lot (approximately by 1,576 sq. ft.) shall be shown
as landscaping.
6. Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of Community Development
and Public Works for review and approval.
7. Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
8. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers,
unless a conditional use permit for outdoor storage is granted by the Planning
Commission.
9. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
10. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
11. Low -volume heads shall be used on all spigots and water faucets.

12. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
13. All applicable Public Works fees shall be paid prior to issuance of building permits.
INFORMATION ON -SPECIFIC- CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The subject site, including the structures, shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. Landscaping shall comply with S. 960 of the Huntington Beach Ordinance Code.
4. The Zoning Administrator reserves the right to revoke Administrative Review No.
88-18 if any violation of these conditions of the Huntington Beach Ordinance Code
occurs.
TENTATIVE PARCEL MAP NO. 88-268
Applicant: Marcia Charlotte Taffy Warner
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to consolidate one lot with
a portion of an adjacent lot and to request a waiver of the final map located at 406 7th
Street. He stated that a title search was done and the lot was made legal before the 1958
ordinance. He stated that the applicant is proposing a garage in the back but it must be
on the plan before building permits are issued. Also, staff informed the applicant that as
soon as all conditions of approval are completed, a waiver would be granted.
The applicant, Marcia Charlotte Taffy Warner, was present.
TENTATIVE PARCEL MAP NO. 88-268 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
CONDITIONS OF -APPROVAL
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of Community
Development on 6/8/88 shall be the approved layout (with the amendments as
noted thereon).
2. A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder.
3. The alley shall be dedicated to City standards.
4. Compliance with all applicable City Ordinances.

5. A copy of the recorded parcel map shall be filed with the Department of
Community Development.
6. All vehicular access rights along 7th Street shall be dedicated to the City of
Huntington Beach except at locations approved by the Zoning Administrator.
