This request is covered by Negative Declaration No. 88-26.
Staff member, Kelly Main, reported that this is a request to allow the addition of seven
mobile home spaces and a caretaker's unit to a mobile home park and to reduce the
common recreation area by approximately 3,700 sq. ft., to add private open space of 2,500
sq. ft. in lieu of the required common recreation area to be added (1,600 sq. ft.), and to
construct a caretaker's unit without providing the required two private parking spaces
(one covered) located at 6241 Warner, Sea -Airs West Mobile Estates.
Discussion ensued. Ms. Main stated that staff is recommending denial of a portion of the
conditional exception to reduce common recreation area since the subject property can be
further and fully developed without these exceptions, and on -site parking is inadequate
and the lack of private parking for the caretaker has the potential to create a further
parking problem.
Ms. Main continued to state that staff is recommending approval for conditional exception
for the request to allow private open space to be added in lieu of the required common
recreation area. She stated that either space 6 or the proposed caretaker's unit shall be
eliminated and shall serve as common recreation area. Required private parking must be
provided with whichever space is utilized and must not eliminate guest spaces. Existing
common recreation area shall not be lessened by the addition of a unit in this area.
The public hearing was opened. Vicki Talley and John Anderson of Talley and Associates,
Inc. were present to represent the applicant. Applicant's spoke in support of the original
request of 7 spaces and the reduction of the common recreation area. Staff and applicant
exchanged views and concluded with staff recommendation. There was no one else
present to speak for or against the request so the public hearing was closed.
USE PERMIT NO. 88-35/CONDITIONAL EXCEPTION NO. 88-81/ENVIRONMENTAL
ASSESSMENT NO. 88-26 WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR
WITH THE FOLLOWING FINDINGS AND CONDITIONS:
CONDITIONAL EXCEPTION NO.-88=81 =-FINDINGS FOR DENIAL - Of -the request to
reduce common recreation -area and add a caretaker's unit without -private parking:
1. Since the subject property can be further and fully developed without these
Conditional Exceptions, such Conditional Exceptions are not necessary for the
preservation and enjoyment of -substantial property rights.
2. The request for a reduction in common recreation area and private parking for the
caretaker's unit will be detrimental to the general welfare of persons working or
residing in the vicinity.
3. Granting of these requests would constitute a special privilege inconsistent with
limitations upon other Mobile Home Park facilities in the city.
4. On -site guest parking is inadequate and lack of private parking for the caretaker has
the potential to create a further parking problem.
FINDINGS FOR APPROVAL - Request to allow private open space to be added in lieu of
the required -common recreation area:
1. The establishment, maintenance and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of this request will not adversely affect the General Plan of the City
of Huntington Beach.
3. The proposal is consistent with the goals and objectives of the City's General Plan
and Land Use Map.
4. Granting of this request will not reduce the existing common recreation area.
5. Because of special circumstances applicable to the subject property, including
constraints placed upon the site by its surroundings and by its initial development
prior to any mobile home zoning ordinance, the strict application of the Zoning
Ordinance is found to deprive the subject property of privileges enjoyed by other
properties in the vicinity and under identical zone classifications.
6. The granting of a Conditional Exception is necessary in order to preserve the
enjoyment of one or more substantial property rights.
7. The granting of this portion of the request for Conditional Exception No. 88-81 will
not be materially detrimental to the public welfare, or injurious to property in the
same zone classifications.
SPECIAL CONDITIONS OF -APPROVAL:
1. The site plans, floor plans, and elevations received and dated June 14, 1988, shall be
the approved layout with the following modifications:

a. Space 7 shall be eliminated and shall continue to serve as common recreation
area.
b. Either Space 6 or the proposed caretaker's unit shall be eliminated and shall
serve as common recreation area. Required private parking ( 2 spaces, 1
covered) must be provided within whichever space is utilized and must not
eliminate guest spaces. Existing common recreation area shall not be lessened
by the addition of a unit in this area.
c. One of the five spaces proposed for the area currently serving as boat and
trailer storage shall be eliminated and shall continue to serve as boat and
trailer storage.
d. The proposed guest parking spaces shall be dimensioned. They are required to
be a minimum of 9 ft. by 19 ft.
e. Plans shall indicate proposed private parking as covered (one covered space and
one additional space per unit, minimum).
f. The minimum 150 cubic feet of storage required by code shall be shown for all
additional spaces or units.
g. The scale indicated for Detail B shall be corrected.
h. A table listing current and proposed site information shall be provided on the
site plan. This shall include current and proposed common recreation area
square footage, current and proposed spaces, and private open space being
added with proposed spaces or units.
i. Private parking spaces shall be 9 ft. by 19 ft. and shall be labeled.
2. Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of Community Development
and Public Works for review and approval for any increased common recreation
area provided.
3. Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
4. An automatic fire sprinkler system shall be required should the main building in the
common recreation area exceed 5,000 sq. ft. (including a caretaker's unit) per Fire
Department Standards.
5. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
6. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
7. Proposed structures shall be architecturally compatible with existing structures.
8. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.

9. Natural gas and 220v electrical shall be stubbed in at the location of clothes dryers.
11 Low -volume heads shall be used on all spigots and water faucets.
12. Street improvements shall be completed per Public Works Department requirements.
13. All applicable Public Works fees shall be paid prior to issuance of installation
permits.
FINDINGS FOR APPROVAL = USE PERMIT NO. 88-35:
1. The establishment, maintenance and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of the Use Permit No. 88-35 will not adversely affect the General Plan
of the City of Huntington Beach.
3. The proposal is consistent with the goals and objectives of the City's General Plan
and Land Use Map.
4. The proposed mobile home spaces will provide additional low cost and senior housing
needed by the community.
5. The addition of four spaces and a caretaker's unit will not increase existing common
open space area or eliminate RV parking.
CONDITION OF APPROVAL - USE PERMIT- NO.-88-35:
1. Conditions of Approval for Conditional Exception No. 88-81 shall apply.
INFORMATION ON -SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke this Use Permit No. 88-35
and Conditional Exception No. 88-81 if any violation of these conditions of the
Huntington Beach Ordinance Code occurs.
USE PERMIT NO: 88-42
Applicant: June J.Y. Bai
This request is covered by Categorical Exemption, Class 4, California Environmental
Quality Act, 1986.
Staff member, Kelly Main, reported that this is a request to allow a sidewalk sale from
July 28, 1988 to August 119 1988 located at Pat's Hallmark, 9114 Adams.

The public hearing was opened and June Bai, applicant, was present and spoke in support
of the project.
There was no one else present to speak for or against the request so the public hearing
was closed.
Mr. Strange, Acting Zoning Administrator, stated that due to the length of the sidewalk
sale the request is subject to an appeal period. If at any time during the sidewalk sale an
appeal is filed the applicant must close the sale.
USE PERMIT NO. 88-42 WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR
WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR -APPROVAL:
1. The establishment, maintenance and operation of the use will not be detrimental
to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of the Use Permit No. 88-42 will not adversely affect the General
Plan of the City of Huntington Beach.
3. The proposal is consistent with the goals and objectives of the City's General
Plan and Land Use Map.
SPECIAL CONDITIONS OF APPROVAL:
1. The site and floor plans received and dated July 12, 1988 shall be the approved
layout with the following modifications:
a. Floor plan shall be provided which shows table locations. Tables. shall be
limited to one row, adjacent to the building, leaving a 6 ft. minimum
clearance for entrance or exits from suite.
2. Applicant shall provide for cleanup of the area after closing of the event.
3. Fire access lanes shall be maintained. If fire lane violations occur and the
services of the Fire Department are required, the applicant will be liable for
expenses incurred.
4. The applicant shall obtain clearance from the Public Liability Claims
Coordinator, Administrative Services Department, and/or shall provide a
Certificate of Insurance and Hold Harmless Agreement to be executed at least
five (5) days prior to the event.
5. Minimum 4 ft. wide sidewalk area shall remain clear.
6. No entrances or exits shall be blocked as a result of the sidewalk sale.
7. A typical plan showing how the merchandise is to be displayed on the sidewalk
shall be submitted prior to a Certificate to Operate being issued.

8. The applicant shall cease the sidewalk sale should an appeal be filed within the
allowable time period.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The use shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances and standards.
3. Prior to operation of the sale, a Certificate to Operate shall be issued by the
Department of Community Development as required by the Huntington Beach
Ordinance Code.
COASTAL DEVELOPMENT PERMIT NO. 88-19
Applicant: Danny L. Jones
This request is covered by Categorical Exemption, Class 1, California Environmental
Quality Act, 1986.
Staff member, Kelly Main, reported that this is a request to construct an 800 sq. ft.
addition to a single family residence located at 16402 Ardsley Circle. She stated that
the applicant is adding more than 10 % to existing floor area and the applicant is on a
channel and no variance is being requested. She stated that the request meets all code
requirements and all requirements of the Coastal Act. Staff is recommending
approval.
The public hearing was opened and Danny L. Jones, applicant, was present and spoke in
support of the request. There was no one else present to speak for or against the
request so the public hearing was closed.
COASTAL DEVELOPMENT PERMIT NO. 88-19 WAS APPROVED BY THE ACTING
ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed single family residence conforms with the plans, policies, requirements
and standards of the Coastal Element of the General Plan.
2. The Coastal Development Permit is consistent with the CZ suffix zoning
requirements, the R1 Zoning District, as well as other provisions of the Huntington
Beach Ordinance Code applicable to the property.
3. At the time of occupancy, the proposed single family residence can be provided with
infrastructure in a manner that is consistent with the Coastal Element of the
General Plan.
4. The proposed single family residence conforms with the public access and public
recreation policies of Chapter 3 of the California Coastal Act.

CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated June 29, 1988, shall be
the approved conceptual layout with the following modifications:
a. Label and dimension balcony addition proposed for master bedroom on the site
plan.
b. Label and dimension existing first floor area being included in the addition in
rear (part #2) and the existing second floor area being included in addition in
front (part #1).
c. Include with floor plans the existing garage. Label and dimension.
d. Correct eaves at rear of property to maintain the required 5 ft. setback.
e. Correct square footage listed on site plan for existing residence, new addition
(residential), new garages and site coverage. Site coverage percentage shall
also require correction.
f. Conditions of Approval shall be printed on a 24" x 36" sheet accompanying the
working drawings for plan check.
2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
3. Proposed structures shall be architecturally compatible with existing structures.
4. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
5. Low -volume heads shall be used on all spigots and water faucets.
6. Prior to the issuance of building permits:
a. The property owner shall sign, notarize, and record with the County Recorder a
"Letter of Agreement" assuring that the single family residence will be
maintained as one (1) dwelling unit.
b. The homeowner shall submit evidence that the plans have been reviewed by the
appropriate Homeowners Association.
c. All applicable Public Works fees shall be paid.
d. A modified set of site plans shall be submitted for the entitlement file.
e. Landscape and irrigation plan for the front setback shall be submitted to the .
Department of Development Services and Public Works for review and
approval. A 36 inch box tree or reasonable alternative shall be required for the
front setback area as per Parks, Trees, and Landscape Division directions.
INFORMATION ON SPECIFIC CODE REQUIREMENTS
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.

2. Any replacement or addition to decking over the channel shall require Coastal
Commission approval and is not included in the approval of this request.
3. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
4. The Zoning Administrator reserves the right to revoke Coastal Development Permit
No. 88-19 if any violation of these conditions of the Huntington Beach Ordinance
Code occurs.
TENTATIVE PARCEL MAP NO: 88-276
Applicant: Ronald L. Knudtson
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986.
Staff Member, Thomas Rogers, reported that this is a request to sub -divide one lot into
two lots located at 739 Alabama. Mr. Rogers stated that staff is recommending approval.
The applicant, Ronald L. Knudtson was present and spoke in support of the request.
TENTATIVE PARCEL MAP NO. 88-276 WAS APPROVED BY THE ACTING ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed subdivision of two (2) parcels for purposes of residential use is in
compliance with the size and shape of property necessary for that type of
development.
2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the
land use designation for Oldtown Specific Plan - Coastal Zone District 1 allowing
residential buildings was placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed consolidation are proposed to be constructed in compliance with
standards plans and specifications on file with the City as well as in compliance with
the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF -APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of Community Development
on June 23, 1988, shall be the approved layout.
2. A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder.

3. Prior to the issuance of building permits, the following shall occur:
a. A maintenance easement for the purpose of allowing access to the property to
the north at the zero foot setback line shall be submitted to the Department of
Community Development for approval as to form and content by the City
Attorney.
b. Upon City Attorney approval of said easement, it shall be recorded with the
County Recorder's Office. A copy of the recorded document shall be submitted
to the Department of Community Development.
4. Water supply shall be through the City of Huntington Beach's water system at the
time said parcel is developed.
5. Sewage disposal shall be through the City of Huntington Beach's sewage system at
the time said parcel is developed.
6. All street improvements shall be constructed to Public Works standards.
7. All utilities shall be installed underground at the time said parcel is developed.
8. Compliance with all applicable City Ordinances.
9. A copy of the recorded parcel map shall be filed with the Department of Community
Development.
10. All vehicular access rights along Alabama Street shall be dedicated to the City of
Huntington Beach except at locations approved by the Zoning Administrator.
11. The remaining portion of Hartford Avenue shall be closed to Public Works standards.
12. The building shall not occur over existing utilities. Applicant shall relocate utilities
if necessary.
13. A grading plan and soils report shall be submitted to and approved by the
Department of Public Works prior to the issuance of building permits.
TENTATIVE PARCEL MAP NO. 88-240
Applicant: Richard H. Cahl
This request is covered by Categorical Exemption, Class 5, California Environmental
Quality Act, 1986 y
Staff member, Thomas Rogers, reported that this is a request to consolidate lot 5 and
South 1/2 of Lot 6 into one parcel (Vista Del Mar Tract, Block 602) located at 609
Huntington Street. Mr. Rogers stated the lot meets size requirements and codes and staff
is recommending approval.

ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:

9. All vehicular access rights along Huntington Street shall be dedicated to the City of
Huntington Beach except at locations approved by the Zoning Administrator.
