REGULAR AGENDA ITEMS:
SITE PLAN AMENDMENT NO. 88-9
Applicant: Denis LaRoche
This request is covered by Categorical Exemption, Class 5, Section 15305, California
Environmental Quality Act, 1986.
Staff member, Kelly Main reported that this is a request to add parking spaces (compact)
and rearrange landscaping at an existing auto repair center located at 17922 Gothard
Street. Ms. Main stated that this project was approved in 1984 but the repair center has
since experienced parking problems. The center has enough parking as far as the code
requires but does not meet requirement for the business on the site. The applicant is
requesting ten compact parking spaces on the east parking platform. The applicant meets
the landscaping requirements but staff is requiring the applicant to beef up the
landscaping. Staff is also requesting a set of plans with the original approval of the
parking plan from 1984. Staff is recommending approval.
The public hearing was opened and Denis LaRocch, applicant, was present and spoke in
support of the request. There was no one else present to speak for against the request so
the public hearing was closed.
SITE PLAN AMENDMENT NO. 88-9 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The revision shall not constitute a substantial change.
2. The use of property shall remain the same.
3. The revision shall result in an improved development.

4. The revision shall comply with all applicable provisions of the Huntington Beach
Ordinance Code.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated July 11, 1988 shall be the approved layout with the
modifications described herein:
a. Front entry area parking spaces shall be altered or eliminated per Fire
Department standards and requirements.
2. Prior to issuance of building permits, the applicant shall submit and receive approval
for landscape and irrigation plans from the Department of Community Development
and Public Works. Landscaping shall include:
a. Replacement of all dead/dying trees, shrubs and ground cover. Trees shall be
replaced with 24" box size trees.
b. Tall shrubs, trees and ground cover on the east property line to screen the new
ramp and cars.
c. Irrigation for new planting and improvement of existing systems up to
operational standards.
3. Proper fire land clearance shall be provided per Fire Department standards.
4. All other conditions of approval from Administrative Review No. 84-28 shall apply.
5. Service roads and fire lanes, as determined by the Fire Department, shall be posted
and marked.
6. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
7. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
8. All repair work shall be conducted wholly within the building.
9. Proposed structures shall be architecturally compatible with existing structures.
INFORMATION ON SPECIFIC CODE REOUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. Landscaping shall comply with Section 960 of the Huntington Beach Ordinance Code.

4. The Zoning Administrator reserves the right to revoke this Site Plan Amendment
No. 88-9 if any violation of these conditions of the Huntington Beach Ordinance
Code occurs.
TENTATIVE PARCEL MAP NO. 88-220 — REVISED
Applicant: W.L.A. Arcon
This request is covered by Categorical Exemption, Class 15, Section 15315, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to subdivide one parcel into
two parcels which was previously approved on May 23, 1988. The applicant has submitted
a revised plan requesting that the property line be moved over seven feet. He indicated
that the plan still meets code as far as frontage and minimum lot size and stated that
staff is recommending approval with the same conditions as previously approved.
Charles Lung, applicant was present and spoke in support of the request.
THE REVISED TENTATIVE PARCEL MAP NO. 88-220 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
CONDITIONS OF APPROVAL
A.
TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1.
The Tentative Parcel Map received by the Department of Community Development
on August 15, 1988 shall be the approved layout.
2.
A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder.
3.
Argosy Lane shall be dedicated to City standards.
4.
Water supply shall be through the City of Huntington Beach's water system at the
time said parcels are developed.
5.
Sewage disposal shall be through the City of Huntington Beach's sewage system at
the time said parcels are developed.
6.
All utilities shall be installed underground at the time said parcels are developed.
7.
Compliance with all applicable City Ordinances.
8.
A copy of the recorded parcel map shall be filed with the Department of
Community Development.
9.
All vehicular access rights along Argosy Lane shall be dedicated to the City of
Huntington Beach except at locations approved by the Zoning Administrator.
10.
Prior to the release of the Final Parcel Map for recording purposes, the parking for
Parcel 2 shall meet the requirements contained in Article 960 of the Huntington
Beach Ordinance Code.

11. Prior to the issuance of building permits, the subject property shall enter into an
irrevocable reciprocal driveway and parking easement for shared ingress, egress,
and parking between parcels 1 and 2 on the subject Tentative Parcel Map.
USE PERMIT NO. 87-51 IN CONJUNCTION WITH CONDITON EXCEPTION NO. 87-41
(ONE-YEAR EXTENSION)
Applicant: John E. Schwartz
This request is covered by Categorical Exemption, Class 1, Section 15301, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request for a one-year extension of
Use Permit No. 87-51 to permit the addition of two (2) bays to an existing coin -operated
car wash and Conditional Exception No. 87-41 to permit a 15 ft. front yard setback in lieu
of 50 ft. and to permit approximately 300 sq. ft. of building encroachment into the site
angle setback located at 5841 Warner Avenue (north side of Warner Avenue approximately
400 ft. west of Springdale Avenue). He stated that staff is recommending approval.
A ONE-YEAR EXTENSION FOR USE PERMIT NO. 87-51 IN CONJUNCTION WITH
CONDITIONAL EXCEPTION NO. 87-41 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FINDINGS AND CONDITIONS AS PREVIOUSLY
APPROVED.
ADMINISTRATIVE REVIEW NO. 88-20 IN CONJUNCTION WITH ENVIRONMENTAL
ASSESSMENT NO. 88-27
Applicant: Kevin Coleman, Alpine Services
This request is covered by Negative Declaration No. 88-27.
Staff member, Thomas Rogers, reported that this is a request to construct three single
tenant warehouse buildings on individual parcels and construct two multi -tenant industrial
warehouse buildings on one parcel located at 18892, 18902, 18912, 18932 and 18952
Stewart Street. (East side of Stewart Street, 140 ft. North of Garfield.) The first three
parcels will be single tenant, and the fourth will be multi -tenant. He stated that the
applicant has worked with the Fire Department to meet circulation. He stated that staff
is requesting a revised plan because the current one was not fully "to scale". He stated
that there are four abandoned oil wells on the site and the applicant must work with Fire
Department to make sure they meet Fire Department standards. The applicant, Kevin
Coleman, stated that this has already been established with the Fire Department.
Discussion ensued with elevations. Staff and the applicant both agreed with staff
recommendations.
ADMINISTRATIVE REVIEW NO. 88-20 IN CONJUNCTION WITH ENVIRONMENTAL
ASSESSMENT NO. 88-27 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS AND CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL:
1. A revised site plan shall be submitted depicting the modifications described herein:
a. The plan shall be drawn fully to scale.

b. Parking stalls adjacent to trash enclosures shall have a minimum width of 11.5
ft.
2. Prior to issuance of building permits, applicant shall file and have approved a
tentative parcel map subdividing the subject lots as shown on the site plan or
consolidating existing lots into one lot. Said map shall be finaled and recorded prior
to final inspection and a copy shall be submitted to the Department of Community
Development.
3. Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of Community Development
and Public Works for review and approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material proposed
to screen said equipment.
4. Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
5. A planned sign program shall be approved for all signing. Said program shall be
approved prior to the first sign request.
6. On —site fire hydrants shall be provided in number and at locations specified by the
Fire Department. Water lines to the fire hydrants shall be located within vehicular
dirves and shall be dedicated to the City of Huntington Beach.
7. An automatic fire sprinkler system for all buildings shall be approved and installed
pursuant to Fire Department regulations.
8. Service roads and fire lanes, as determined by the Fire Department, shall be posted
and marked.
9. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
10. Maximum separation between building wall and property line shall not exceed two
inches (211) unless adjacent to landscaping or vehicular drives as shown on the site
plan.
11. Driveway approaches shall be a minimum of twenty—seven feet (27') in width and
shall be of radius type construction.
12. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
13. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off —site facility equipped to handle them.
14. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.

15. Low -volume heads shall be used on all spigots and water faucets.
16. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
17. Prior to issuance of building permits, the subject property shall enter into
irrevocable reciprocal driveway easement between the subject lots. A copy of the
legal instrument shall be approved by the City Attorney as to form and content and,
when approved, shall be recorded in the Office of the County Recorder. A copy
shall be filed with the Department of Community Development prior to occupancy.
18. All applicable Public Works fees shall be paid prior to issuance of building permits.
19. Automotive service and related businesses within industrial centers are required to
provide a minimum of 5 parking spaces per tenant. Additional parking may be
required depending on the square footage occupied by the business. Parking shall
comply with Article 960 of the Huntington Beach Ordinance Code.
20. All utility apparatuses such as but not limited to backflow devices and Edison
transformers, shall be depicted on the site plan and shall be prohibited in the front
yard and exterior sideyards.
21. Building square footage shall not exceed the figures shown in the "Project
Tabulations" chart on the site plan.
22. Landscaping area shall not be less than shown in the "Project Tabulations" chart on
the site plan.
23. If lighting is included in the parking lot and/or recreation area energy efficient
lamps shall be used (e.g., high pressure sodium vapor, metal halide). All outside
lighting shall be directed to prevent "spillage" onto adjacent properties.
24. A detailed soils analysis shall be prepared by a registered soils engineer. This
analysis shall include on -site soil sampling and laboratory testing of materials to
provide detailed recommendations regarding grading, chemical and fill properties,
foundations, retaining walls, streets, and utilities.
25. If foil -type insulation is to be used, a fire retardant type shall be installed as
approved by the Building Department.
26. Prior to the issuance of a grading permit, a grading plan shall be submitted to the
City's Department of Public Works. A plan for silt control for all water runoff from
the property during construction and during initial operation of the project may be
required by the Director of Public Works if deemed necessary.
27. Information on equipment or facilities which may generate air pollutants shall be
submitted to the South Coast Air Quality Management District staff for their
review prior to the issuance of a Certificate of Occupancy for any use within the
building.

28. If any hazardous materials are to be used on site, the business must comply with
Chapter 1758 of the City's Municipal Code which requires any business that handles
or stores hazardous materials, including waste, to inventory the hazardous materials
on site and prepare a business emergency plan in case of an accidental release of
toxic material. Additionally, all hazardous meterials, including waste, must be
handled and stored in accordance with the Uniform Fire Code. Waste oil is
considered a hazardous waste.
29. Guard posts shall be provided at all exit doors adjacent to parking and driveways.
30. Oil wells must be abandoned to current DOG and Fire Department standards.
31. Mounded landscaping shall not exceed 20" in height.
32. Building elevations fronting Stewart Street shall be modified to the satisfaction of
the Director of Community Development.
33. Compact and handicapped parking spaces as well as turnarounds shall be clearly
marked as such.
INFORMATION ON SPECIFIC CODE REOUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District.
4. Development shall meet all local and State regulations regarding installation and
operation of all underground storage tanks.
5. Landscaping and parking shall comply with Article 960 of the Huntington Beach
Ordinance Code.
6. The Zoning Administrator reserves the right to revoke this Administrative Review if
any violation of these conditions of the Huntington Beach Ordinance Code occurs.
