were approved
REGULAR AGENDA ITEMS:
ADMINISTRATIVE REVIEW NO. 88-21 IN CONJUNCTION WITH ENVIRONMENTAL
ASSESSMENT NO. 88-28
Applicant: WLA Arcon, Inc.
This request is covered by Negative Declaration No. 88-28.
Staff member, Kelly Main, reported that this is a request to construct a 25,961 sq. ft.
single tenant industrial building located at 5401 Argosy Drive. She stated that the
tentative parcel map was reviewed at the last Zoning Administrator Meeting. She stated
that the project meets all code requirements with an extensive list of conditions of
approval which the applicant has reviewed.
The applicant Charles Lung expressed concern about Conditions No. 10, 11, and 21.
Discussion ensued with explanations to these concerns with No. 21 being of most concern
regarding utility apparatuses such as backflow devices and Edison transformers being
prohibited in the front yard and exterior sideyards, subject to Fire Department review.
Staff told the applicant to work with the Fire Department on this item.
ADMINISTRATIVE REVIEW NO. 88-21 IN CONJUNCTION WITH ENVIRONMENTAL
ASSESSMENT NO. 88-28 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS AND CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated August 15, 1988 shall be the approved layout.
2. The floor plans and elevations received and dated July 20, 1988 shall be the
approved layout.

The approved Tentative Parcel Map No. 88-220 shall be finaled and recorded prior
to final inspection and a copy shall be submitted to the Department of Community
Development.

Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of Community Development
and Public Works for review and approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material
proposed to screen said equipment.

Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.

On -site fire hydrants shall be provided in number and at locations specified by the
Fire Department. Water lines to the fire hydrants shall be located within vehicular
drives and shall be dedicated to the City of Huntington Beach per Public Works
standards.
NOTE: Easement shall be 10 ft. wide with a 5 ft. setback from any structure.

An automatic fire sprinkler system for the structure shall be approved and installed
pursuant to Fire Department regulations.
8.
Service roads and fire lanes, as determined by the Fire Department, shall be posted
and marked.
9.
Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
10.
The reciprocal access drive and Fire Department turnaround shall be a fire lane
and posted as such. Turnaround area shall be painted and labeled on asphalt.
11.
Maximum separation between building wall and the westerly property line shall not
exceed three inches (311) pending verification by the Building Department that a 3
inch seperation is necessary.
12.
Driveway approaches shall be a minimum of twenty-seven feet (271) in width and
shall be of radius type construction.
13.
There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
14.
All building spoils, such as unusable lumber, wire, pipe, and other surplus or
unusable material, shall be disposed of at an off -site facility equipped to handle
them.
15.
Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
16.
Low -volume heads shall be used on all spigots and water faucets.

17. If lighting is included in the parking lot, high—pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
18. Prior to issuance of building permits, the subject property shall enter into
irrevocable driveway and parking easement between the subject lots. A copy of
the legal instrument shall be approved by the City Attorney as to form and content
and, when approved, shall be recorded in the Office of the County Recorder. A
copy shall be filed with the Department of Community Development prior to
occupancy.
19. All applicable Public Works fees shall be paid prior to issuance of building permits.
20. Automotive service and related businesses within industrial centers are required to
provide a minimum of 5 parking spaces per tenant. Additional parking may be
required depending on the square footage occupied by the business. Parking shall
comply with Article 960 of the Huntington Beach Ordinance Code.
21. All utility apparatuses such as but not limited to backflow devices and Edison
transformers shall be prohibited in the front yard and exterior sideyards, subject to
Fire Department review.
22. Building square footage shall not exceed the figures shown in the "Site Analysis,
Parcel 1" chart on the site plan.
23. Landscaping area shall not be less than shown on Exhibit "A" submitted by the
applicant.
24. A detailed soils analysis shall be prepared by a registered soils engineer. This
analysis shall include on —site soil sampling and laboratory testing of materials to
provide detailed recommendations regarding grading, chemical and fill properties,
foundations, retaining walls, streets, and utilities.
25. If foil —type insulation is to be used, a fire retardant type shall be installed as
approved by the Building Department.
26. Prior to the issuance of a grading permit, a grading plan shall be submitted to the
City's Department of Public Works. A plan for silt control for all water runoff
from the property during construction and during initial operation of the project
may be required by the Director of Public Works if deemed necessary.
27. Information on equipment or facilities which may generate air pollutants shall be
submitted to the South Coast Air Quality Management District staff for their
review prior to the issuance of a Certificate of Occupancy for any use within the
building.
28. If any hazardous materials are to be used on site, the business must comply with
Chapter 1758 of the City's Municipal Code which requires any business that handles
or stores hazardous materials, including waste, to inventory the hazardous
materials on site and prepare a business emergency plan in case of an accidental
release of toxic material. Additionally, all hazardous materials, including waste,
must be handled and stored in accordance with the Uniform Fire Code. Waste oil is
considered a hazardous waste.

29. Guard posts shall be provided at all exit doors adjacent to parking and driveways.
30. Compact and handicap parking spaces as well as turnarounds shall be clearly
marked as such.
31. Existing mature trees on site shall be retained and incorporated into the site plan if
feasible. Any existing mature trees that must be removed shall be replaced at a
2:1 ratio with 36" box trees which shall be incorporated into the project's landscape
plan.
32. The project shall comply with City noise standards during and after construction.
Construction shall be limited to 7:00 a.m. to 8:00 p.m., Monday through Saturday.
Construction is not allowed on Sundays and Federal Holidays.
INFORMATION ON SPECIFIC CODE REOUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District.
4. Development shall meet all local and State regulations regarding installation and
operation of all underground storage tanks.
5. All signs shall require separate permits.
6. Landscaping and parking shall comply with Article 960 of the Huntington Beach
Ordinance Code.
7. The Zoning Administrator reserves the right to revoke this Administrative Review
if any violation of these conditions of the Huntington Beach Ordinance Code occurs.
