ZONING ADMINISTRATOR: Michael Strange STAFF MEMBERS: Thomas Rogers MINUTES: Minutes of the August 24, 1988 Zoning Administrator's Meeting were approved REGULAR AGENDA ITEMS: USE PERMIT NO. 88-47 Applicant: Saint Wilfrid's Episcopal Church This request is covered by Categorical Exemption, Section 15304, Class 4, California Environmental Quality Act, 1986. Staff member, Thomas Rogers, reported that this is a request to conduct a "Renaissance Faire" on October 14, 15, and 16, 1988 located at 18631 Chapel Lane. He stated that this is an annual event which has occurred in the past with no problems reported from Public Works Department and the Fire Department. Mr. Rogers stated that staff is recommending approval with the same conditions as imposed on the previously application submitted last year. Mr. Ames Hendrickson, representing Saint Wilfrid's Episcopal Church, was present and spoke in support of the the request. USE PERMIT NO. 88-47 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The establishment, maintenance and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of the use permit will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the goals and objectives of the City's General Plan and Land Use Map. ZA Minutes 8/31/88 -1- (4038h) CONDITIONS OF APPROVAL: 1. The site plan received and dated August 12, 1988 shall be the approved layout. 2. The applicant shall obtain clearance from the Public Liability Claims Coordinator, Administrative Services Department, and/or shall provide a Certificate of Insurance and Hold Harmless Agreement to be executed at least three (3) days prior to the event. 3. All requirements of the Ordinance Code shall be met. 4. An on —site inspection by the Fire Department shall be required prior to the event. 5. Use of amplifiers, speakers, musical instruments, and laying of recorded music is to be discontinued as of 9:00 p.m. each evening. 6. All operations of the festival, including machinery (other than necessary refrigeration units, if provided) shall desist between the hours of 9:30 p.m. and 8:00 a.m., including dismantling of booths. 7. If a refrigeration truck is provided, it shall be places as close to Chapel Lane as possible to minimize noise from the unit to the adjacent residential neighborhood. 8. Alcoholic beverage sales are subject to the review and approval of the Alcohol Beverage Control Board. 9. A specific area shall be designated for the sale and consumption of alcoholic beverages. TENTATIVE PARCEL MAP NO. 86-263 — EXTENSION OF TIME Applicant: Tait & Associates, Inc. This request is covered by Categorical Exemption, Section 15315, Class 15, California Environmental Quality Act, 1986. Staff member, Thomas Rogers, reported that this is a request for an extension of time for Tentative Parcel Map No. 86-263 approved on September 3, 1986 located on the Southeast corner of Bolsa Chica Road and Rancho Avenue. Mr. Rogers stated that the applicant is requesting to split one lot into two lots. The applicant has already had the final map approved by the City Council. The applicant ran into a tax problem with liens and has not had the map recorded. Staff is recommending a one—year extension of time to give the applicant time to clear his problems. A ONE YEAR EXTENSION OF TIME FOR TENTATIVE PARCEL MAP NO. 86-263 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE PREVIOUS CONDITIONS OF APPROVAL INTACT. TENTATIVE PARCEL MAP NO. 88-293 Applicant: William J. Sullivan This request is covered by Categorical Exemption No. 15305, Class 5, California Environmental Quality Act, 1986. ZA Minutes 8/31/88 —2— (4038h) Staff member, Thomas Rogers, reported that this is a request to subdivide one acre into four lots for residential development located at 16601 Graham Street. He stated that the applicant is proposing four single family homes once the lots are split. The applicant agreed with the conditions of approval, and staff is recommending approval because the application meets all aspects of the code. Michael Strange, Zoning Administrator, questioned Mr. Rogers about the fire hydrants. Mr. Rogers stated that Steve Parker, Fire Department, had no comments to the proposed plan. Staff also stated that the applicant must, by code, demolish the house currently located on the property prior to recordation of the final map. TENTATIVE PARCEL MAP NO. 88-293 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: CONDITIONS OF APPROVAL A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Tentative Parcel Map received by the Department of Community Development on July 26, 1988 shall be the approved layout. 2. A parcel map shall be filed with and approved by the Department of Public Works and recorded with the Orange County Recorder. 3. The Final Map shall not be released for recordation until the existing structure is removed or demolished. 4. Water supply shall be through the City of Huntington Beach's water system at the time said parcels are developed. 5. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcels are developed. 6. All utilities shall be installed underground at the time said parcels are developed. 7. Compliance with all applicable City Ordinances. 9. A copy of the recorded parcel map shall be filed with the Department of Community Development. 11. All vehicular access rights along Graham Place and Graham Street shall be dedicated to the City of Huntington Beach except at locations approved by the Department of Public Works.
