MINUTES: Minutes of the September 14, 1988 Zoning Administrator's Meeting
were approved
REGULAR AGENDA ITEMS:
CONDITIONAL EXCEPTION NO. 88-29
Applicant: Robert and Sheila Goebel
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request for a ten (10) ft. front
setback in lieu of a fifteen (15) ft. front setback for a six (6) ft. high block wall.
(Applicant is requesting a pool in the front yard.)
The public hearing was opened and Mr. and Mrs. Goebel, applicants, and Jim Sapp, Pool
Contractor, were present and spoke in support of the request. There was no one else
present to speak for or against the request so the public hearing was closed.
Discussion ensued. Michael Strange, Zoning Administrator, requested that this item be
continued for staff to determine if similar variances were granted in the neighborhood
setting a precedence for the applicant's request.
CONDITIONAL EXCEPTION NO. 88-29 WAS CONTINUED TO SEPTEMBER 21, 1988 BY
THE ZONING ADMINISTRATOR.
LOT LINE ADJUSTMENT NO. 88-5
Applicant: Walden and Associates
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to adjust parcel lines of
parcels 1, 2, and 3 of Parcel Map No. 144-95 located at 2100, 2120, and 2124 Main Street.
He stated that the request meets all code requirements and staff is recommending
approval.

Steven Berg from the Huntington Beach Company, representing the owner, was present
and spoke in support of the request.
LOT LINE ADJUSTMENT NO. 88-5 WAS APPROVED BY THE ZONING ADMINISTRATOR
WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. Lot Line Adjustment No. 88-5 does not create a greater number of parcels than
originally existed.
2. Lot Line Adjustment No. 88-5 is consistent with the General Plan and the Zoning for
the subject property.
3. The lot line adjustment does not create a nonconforming parcel.
4. The lot line adjustment does not create a nonconforming yard requirement.
5. The lot line adjustment does not sever any existing structure on either of the two
lots.
CONDITIONS OF APPROVAL:
1. The Plan dated 9/12/88 shall be the approved layout.
2. Monuments for the newly established corners shall be readjusted in compliance with
the Subdivision Map Act.
3. Authentic data on the bearings on the adjusted line shall be shown on a plat map
which shall be certified by the City Engineer prior to recordation.
4. If the adjustment is not made between two (2) contiguous parcels held under one
ownership, each property owner shall certify on the plat map, prior to the
recordation, that the adjustment data and his ownership are true and correct.
5. A Record of Survey shall be submitted to the City for certification by the City
Engineer and then recorded with the Orange County Surveyor's Office.
6. All previous Conditions of Approval of Tentative Parcel Map No. 76-67 shall remain
in effect.
THE MEETING WAS ADJOURNED TO THE SEPTEMBER 19, 1988 STUDY SESSION BY
THE ZONING ADMINISTRATOR.
