MINUTES: Minutes of the September 14, 1988 and September 21, 1988 were
approved by the Zoning Administrator.
REGULAR AGENDA ITEMS:
TENTATIVE PARCEL MAP NO. 86-340 (Extension of Time)
Applicant: Engineering Concepts
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request for a one year extension of
previously approved Tentative Parcel Map No. 86-340 to consolidate nine (9) parcels into
one (1) parcel located at 18501 - 18691 Main Street (Northeast corner of Main Street and
Delaware).
Staff stated that the applicant was having trouble getting necessary signatures for their
Title Report. Staff recommended that the Zoning Administrator approve this one-year
extension with all the previous conditions of approval intact. Applicant was not present.
Staff stated that there were no additional conditions of approval being imposed,
therefore, applicant did not have to be present.
A ONE-YEAR EXTENSION OF TIME WAS GRANTED FOR TENTATIVE PARCEL MAP
NO. 86-340 BY THE ZONING ADMINISTRATOR WITH ALL PREVIOUS CONDITIONS OF
APPROVAL REMAINING IN EFFECT

Applicant: Linda A. Rouan
This request is covered by Categorical Exemption, Section 15304, Class 4, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request for a temporary outdoor
event for all the weekends (Saturday and Sunday) in the month of October at Peters
Landing with a band and food/beverage booths. He stated that the event is not in the
parking lot, but on the waterside of the property. Staff recommended approval with
conditions.
Susan Liebergesell, representing applicant, was present and spoke in support of the
request.
Staff stated that one month notice would be required prior to future events and a public
hearing would be required if over three days.
USE PERMIT NO. 88-50 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance, and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity.
b. Property and improvements in the vicinity of such use or building.
2. The granting of the Use Permit will not adversely affect the General Plan of the
City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.
SPECIAL CONDITIONS OF APPROVAL:
1. Prior to the event, the following shall be completed:
a. All necessary electrical permits shall be obtained.
b. The applicant shall obtain clearance from the Public Liability Claims
Coordinator, Administrative Services Department, and/or shall provide a
Certificate of Insurance and Hold Harmless Agreement to be executed at least
five (5) days prior to the event.
2. The hours of operation for the event shall be limited to 12:00 p.m. to 5:00 p.m. on
the subject Saturdays and Sundays (October 1,2, 8, 9, 15, 16, 22, 23, 29 and 30).
3. All food booths, if any, are subject to review and approval of the Orange County
Health Department,
4. An additional public hearing and/or additional conditions may be imposed by the
Zoning Administrator if any land use problems arise as a result of these series of
outdoor events.

5. Alcoholic beverage sales are subject to review and approval of the Alcoholic
Beverage Control Board and issuance of a license.
6. A detailed site plan shall be approved by the Fire Department prior to operating the
event.
THE MEETING WAS ADJOURNED TO THE OCTOBER 3, 1988 STUDY SESSION BY THE
ZONING ADMINISTRATOR.
