MINUTES: Minutes of the October 5, 1988 and October 10, 1988 Zoning
Administrator Meeting were approved.
REGULAR AGENDA ITEMS:
USE PERMIT NO. 88-9
Applicant: Harris Architects
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request for a 1,000 sq. ft. office
addition located at 16511 Beach Boulevard and tenant improvements to an existing
building. The space will be used to add office space behind the show room and the inside
for the parts manager and the parts counter for the public. He stated that staff is
requesting a landscape planter along Chrysler Drive at six ft. wide. He also stated that
staff would like to have the parking lot restripped. Staff is also requesting four
handicapped spaces in the place of existing spaces. Staff is recommending approval.
The public hearing was opened and Art Kent, representing the applicant, was present and
spoke in support of the project. He stated that he opposed the restripping of the parking
lot because they plan to repave the lot when construction of the request is finished. The
Zoning Administrator agreed but required the applicant to have this repaving done prior to
a Certificate of Occupancy., There was no one else present to speak for or against the
request so the public hearing was closed.
USE PERMIT NO. 88-9 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:

FINDINGS FOR APPROVAL:
1.
The establishment, maintenance and operation of the use will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2.
The granting of the Use Permit No. 88-9 will not adversely affect the General Plan
of the City of Huntington Beach.
3.
The location, site layout, and design of the proposed use properly adapts the
proposed structures to streets, driveways, in a harmonious manner.
SPECIAL CONDITIONS OF APPROVAL:
1.
The site plan dated October 10, 1988 and the floor plans and elevations received
and dated September 27, 1988 shall be the approved with modifications described
herein:
a. The parking spaces in the vicinity to the northerly drive off Beach Boulevard
shall be full-size (9ft. x 19 ft.).
b. A six ft. wide landscaping planter shall be provided along Chrysler Drive
except at points of vehicular ingress and egress.
2.
Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan for the six ft. planter to be installed along
Chrysler Drive to the Department of Community Development and Public
Works for review and approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material
proposed to screen said equipment.
3.
Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
4.
Automobiles that are "For Sale" shall be stored only in those areas designated as
automobile display on the subject site plan.
5.
Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
6. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers
within parking spaces designated for customers.
7. All building spoils, such as unusable lumber, wire, pipe, and other surplus or
unusable material, shall be disposed of at an off -site facility equipped to handle
them.
8. Proposed structures shall be architecturally compatible with existing structures.

9. A six ft. landscape planter shall be provided along Chrysler Drive except at points
of vehicular ingress and egress.
10. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
11. Low -volume heads shall be used on all spigots and water faucets.
12. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
13. All applicable Public Works fees shall be paid prior to isuance of building permits.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District, if applicable.
4. Development shall meet all local and State regulations regarding installation and
operation of all underground storage tanks, if applicable.
5. Prior to issuance of a Certificate of Occupancy, the applicant shall restripe the
parking lot so that it conforms to provisions of Article 960 of the Huntington Beach
Ordinance Code and the subject site plan (Use Permit No. 88-9).
6. The Zoning Administrator reserves the right to revoke this Use Permit No. 88-9 if
any violation of these conditions of the Huntington Beach Ordinance Code occurs.
USE PERMIT NO. 88-52
Applicant: Pat's Ski & Sport Shop
Staff stated that the request had been received too late to meet the proposed dates of the
event. Staff recommended that the Zoning Administrator withdraw the request from
consideration as the event had already occurred.
USE PERMIT NO. 88-52 WAS WITHDRAWN BY THE ZONING ADMINISTRATOR.
USE PERMIT NO. 88-53
Applicant: Pat's Ski & Sport Shop
This request is covered by Categorical Exception, Section 15305, Class 5, California
Environmental Quality Act, 1986.

Staff member, Thomas Rogers reported that this is a request for a temporary outdoor
event for a tent sale in the shop's parking lot October 28, 29, and 30, 1988 located at 8909
Adams Avenue. He stated that the Fire Department has added some new conditions
requiring the parking distance from the tent to be 30 feet and the applicant shall have the
tent material tested for flame retardancy and submit a certificate of this test.
Mike Griego, representing the applicant, was present and spoke in support of the request.
USE PERMIT NO. 88-53 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the use will not be detrimental

2. The granting of the Use Permit No. 88-53 will no adversely affect the General Plan
of the City of Huntington Beach.
3. The proposal in consistent with the goals and objectives of the City's General Plan
of the City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated September 28, 1988
shall be the approved layout.
2. The applicant shall provide for clean up of the area after closing of the event.
3. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
4. The applicant shall obtain clearance from the Public Liability Claims Coordinator,
Administrative Services Department, and/or shall provide a Certificate of
Insurance and Hold Harmless Agreement to be executed at least five (5) days prior
to the event.
5. Sidewalks shall be maintained at a clear width of four feet (4 ft.).
6. Thirty feet (30 ft.) adjacent to the tent shall remain clear for turn around and
safety purposes. A visible barricade shall be provided.
7. The applicant shall obtain a Fire Department Permit.
8. Tent shall be of a flame retardant material. Verification of flame retardancy and
the date of when the material was last treated shall be presented prior to Fire
Department issuance of a permit.

9. Minimum aisle width within tent shall be forty—four inches (44").
10. Two (2) 2A Fire extinguishers shall be located within the tent.
11. "No Smoking" signs shall be posted to Fire Department standards.
12. If overnight security personnel are employed, the applicant shall notify the Special
Enforcement Unit of the Police Department.
TENTATIVE PARCEL MAP NO. 88-372
Applicant: Patrick Honrath
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to consolidate four (4) lots
into two (2) lots for residential development located at 1040 and 1042 13th Street.
Pat Honrath, applicant, was present and spoke in support of the request.
TENTATIVE PARCEL MAP NO. 88-372 WAS APPROVED WITH THE FOLLOWING
FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed consolidation of four (4) parcels into two (2) for purposes of
residential use is in compliance with the size and shape of property necessary for
that type of development.
2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the
land use designation for Medium Density Residential District allowing residential
buildings was placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed subdivision are proposed to be constructed in compliance with
standards plans and specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of Community Development
on September 28, 1988 shall be the approved layout.
2. The alley and Public Works improvements shall be dedicated to City standards.

3. Water supply shall be through the City of Huntington Beach's water system at the
time said parcels are developed.
4. Sewage disposal shall be through the City of Huntington Beach's sewage system at
the time said parcels are developed.
5. All utilities shall be installed underground at the time said parcels are developed.
6. • Compliance with all applicable City Ordinances.
7. The applicant shall file, through the Huntington Beach City Clerk's office, and
have recorded with the Orange County Recorder's Office, a Certificate of
Compliance in conjunction with the approved plat map. A copy of the recorded
Certificate of Compliance and plat map shall be filed with the Department of
Community Development prior to issuance of building permits on the subject
property.
8. All vehicular access rights along 13th Street and the alley shall be dedicated to the
City of Huntington Beach except at locations approved by the Zoning
Administrator or the Department of Public Works.
NOTE:Approval of Tentative Parcel Map No. 88-372 does not imply approval of the
proposed structures. All future development on the subject parcels are subject to
the Huntington Beach Ordinance Code.
THE MEETING WAS ADJOURNED TO THE OCTOBER 24, 1988 STUDY SESSION BY THE
