MINUTES: Minutes of the October 26, 1988 meeting were approved as
submitted.
REGULAR AGENDA ITEMS:
TENTATIVE PARCEL MAP NO. 88-404
Applicant: Glenfed Development Corporation
This request is covered by Categorical Exemption, Class 5, Section 15305, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to consolidate Parcels one
and two of Parcel Map No. 79-559 into one parcel located at the Southwest corner of
Main Street and Florida Street. Staff stated that this request was approved previously
under another entitlement number but due to a fire on the site the consolidation was
delayed and had to be resubmitted under a new entitlement number. The street
dedication and improvements have been done and staff recommended approval.
Jerry England, representing Glenfed Development Corp. was present and spoke in support
of the request.
TENTATIVE PARCEL MAP NO. 88-404 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed subdivision of two (2).parcels for purposes of commercial use is in
compliance with the size and shape of property necessary for that type of
development.

2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the
land use designation for community business district allowing commercial buildings
was placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed subdivision are proposed to be constructed in compliance with
standards plans and specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The applicant shall file, through the Huntington Beach City Clerk's office, and
have recorded with the Orange County Recorder's Office, a Certificate of
Compliance in conjunction with the approved plat map. A copy of the recorded
Certificate of Compliance and plat map shall be filed with the Department of
Community Development prior to issuance of building permits on the subject
property.
2. All previous conditions of approval for Conditional Use Permit No. 84-31 and
Conditional Exception No. 84-08 shall remain in effect.
3. The Tentative Parcel Map received by the Department of Community Development
on October 28, 1988, shall be the approved layout.
4. Water supply shall be through the City of Huntington Beach's water system at the
time said parcel is developed.
5. All utilities shall be installed underground at the time said parcel is developed.
6. Compliance with all applicable City Ordinances.
7. A copy of the recorded parcel map shall be filed with the Department of
Development Services.
8. Vehicular rights shall be dedicated to the City of Huntington Beach except at
locations approved by the Planning Commission.
9. Street improvements, including street lights, sidewalks, and elimination of cross
gutters, shall be constructed prior to final occupancy or use of the property.
COASTAL DEVELOPMENT PERMIT NO. 88-28
Applicant: Richard Anderson
This request is covered by Categorical Exemption, Class 1, Section 15301, California
Environmental Quality Act, 1986.

Staff member, Thomas Rogers, reported that this is a request to add a second story
addition (2,406 sq. ft.) and a first story addition (224 sq. ft.) to a single family dwelling
located on 16531 Peale Lane.
Mr. Strange asked staff if there were any comments from the Homeowners Association.
Mr. Rogers stated no. He stated that staff was recommending approval contingent that
the project does not exceed the 55% site coverage requirement. He stated that the
applicant meets all setbacks.
The public hearing was opened and Richard Anderson, representing applicant, and Ralph
Bouch were present and spoke in support of the request.
Pierre Menard, neighbor adjacent to the applicant located at 16521 Mariana Circle, spoke
in opposition of the request stating that the addition would obstruct his view of the water
channel.
Helen Shepherd, neighbor adjacent to the applicant located at 16672 Wellington Circle,
spoke in opposition to the request with the same complaint that her view of the channel is
obstructed due to all the second story additions along the channel.
Lloyd Booth, neighbor adjacent to applicant located at 16522 Mariana Circle, spoke in
opposition to the request because his view was also obstructed.
Mr. Strange spoke up to clarify to the residents speaking in opposition of the request, that
the Coastal Commission Document approved by the City Council talks about blocking
visibility and view from public rights of way, sidewalks or streets, it does not address
blocking private residents view. He also stated that the applicant is not violating any
known law or city ordinance by blocking the adjacent resident's view.
The residents questioned the Zoning Administrator what they could do to correct this view
of the Coastal Commission and the City of Huntington Beach. Mr. Strange stated that
they would contact the City Council requesting that an ordinance be adopted to prevent
any future additions that may block views of private residences.
There was no one else present to speak for or against the request so the public hearing
was closed.
COASTAL DEVELOPMENT PERMIT NO. 88-28 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed single family residence conforms with the plans, policies,
requirements and standards of the Coastal Element of the General Plan.
2. The Coastal Development Permit is consistent with the CZ suffix zoning
requirements, the RI Zoning District, as well as other provisions of the Huntington
Beach Ordinance Code applicable to the property.
3. At the time of occupancy, the proposed single family residence can be provided
with infrastructure in a manner that is consistent with the Coastal Element of the
General Plan.
4. The proposed single family residence conforms with the public access and public
recreation policies of Chapter 3 of the California Coastal Act.

CONDITIONS OF APPROVAL:
1. Site coverage shall not exceed fifty-five percent (55%) pursuant to Article 911 of
the Huntington Beach Ordinance Code. A comprehensive plan check will be
conducted upon submittal of plans for building permits. If it is found that the
proposed structure exceeds fifty five percent of the site coverage, the plans shall
be modified to comply with code.
2. The site plan, floor plans, and elevations received and dated October 4, 1988 shall
be the approved layout.
3. All building spoils, such as unusable lumber, wire, pipe and other surplus or
unusable material, shall be disposed of at an off -site facility equipped to handle
them.
4. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
5. Low -volume heads shall be used on all spigots and water faucets.
6. Prior to issuance of building permits, the property owner shall sign, notarize, and
record with the County Recorder a "Letter of Agreement" assuring that the single
family residence will be maintained as one (1) dwelling unit.
7. All applicable Public Works fees shall be paid prior to issuance of building permits.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Coastal Development
Permit No. 88-28 if any violation of these conditions or of the Huntington Beach
Ordinance code occurs.
USE PERMIT NO. 88-56
Applicant: Terry Leasing
This request is covered by Categorical Exemption, Class 1, Section 15301, Class 3, Section
15303, California Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to expand the use of D.C.
Terry Buick doing business as Terry Leasing 70 feet to the south onto the Cal Trans Yard
located at 19601 Beach Boulevard (West side of Beach Boulevard, South of Yorktown
Avenue). Mr. Rogers stated that the existing business expires in December 1989. He
stated that the 70 foot plan has met all standards. He stated that the applicant is short
two parking spaces but he can make it up in several places. The applicant plans on having
an Office Trailer and the existing building to be converted to a parts and service
department. Staff is conditioning that no body work is to take place in this service area.
Staff is recommending approval.

The public hearing was opened and Bob Terry, applicant, was present and spoke in support
of the request. Fred Speaker, accompanying Bob Terry, spoke in support of the request.
There was no one else present to speak for or against the request so the public hearing
was closed.
USE PERMIT NO. 88-56 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The expansion, establishment, maintenance and operation of the auto leasing and
sales facility with required landscaping, dedications and improvements, but with
non -conforming setbacks, will not be detrimental to the general welfare of persons
residing or working in the vicinity and property and improvements in the vicinity.
2. Approval of Use Permit No. 88-56 as modified by staff is consistent with the goals
and policies of the City of Huntington Beach General Plan.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated October 24, 1988, shall be revised depicting the
following modifications:
a. Provide a total of 8% of improved landscaping on the site.
b. Show trash enclosure area.
c. Designate parking spaces for leased vehicles, customer parking and employee
parking.
d. Driveway on Beach Boulevard shall have a width of thirty five feet (35').
e. Two (2) additional parking spaces shall be provided.
2. Service roads and fire lanes, as determined by the Fire Department, shall be posted
and marked.
3. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
S. Applicant shall pursue CalTrans approval of radius type driveways on Beach
Boulevard.
6. All repair work shall be conducted wholly within the building.
7. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
8. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.

9. Low -volume heads shall be used on all spigots and water faucets.
10. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
11. All applicable Public Works fees shall be paid prior to issuance of building permits.
12. Prior to issuance of building permits, the applicant shall submit the following plans:
a. Landscape and irrigation plan to the Department of Development Services and
Public Works for review and approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material proposed
to screen said equipment.
13. Comply with all Building Code, Fire code and Zoning Code requirements.
14. Sewer will have to be bored under Beach Boulevard to east side or 8 inch main
extended northerly from existing sewer on Beach Boulevard per Public Works
standards at such time as the disposition of the southerly state property occurs or at
the end of the interim use (December 12, 1989).
15. Beach Boulevard shall be improved per Public Works standards.
16. A grading plan shall be required and subject to Development Services and Public
Works review and approval.
17. Drainage plan must be reviewed and approved by Public Works.
18. Fire extinguishers approved by the Fire Department shall be installed.
19. No body work shall be permitted in service building.
20. No outside bells, speakers, etc., shall be permitted.
21. The address numbers and size shall be approved by the Fire Department and
installed in a conspicuous location.
22. The existing structure shall not be expanded or enlarged except for modifications as
necessary to comply with the Uniform Building Code.
23. This use shall be permitted until December 12, 1989 (the date Use Permit No. 86-82
expires). If the use is to be continued a new use permit shall be reviewed by the
Planning Commission.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.

3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District, if applicable.
4. Development shall meet all local and State regulations regarding installation and
operation of all underground storage tanks, if applicable.
5. Landscaping shall comply with S. 960 of the Huntington Beach Ordinance Code.
6. The Zoning Administrator reserves the right to revoke Use Permit No. 88-56 if any
violation of these conditions of the Huntington Beach Ordinance Code occurs.
