This request is covered by Categorical Exemption, Class 5, Section 15305, California
Environmental Quality Act, 1986.
Staff member, Thomas Roger, reported that this is a request to permit a six (6) foot high
wall at ten (10) foot front yard setback located at 17122 Sims Street. He stated that due
to problems with notification of the public hearing, the request will be continued for one
week to readvertise the public hearing correctly. He stated that he spoke to the applicant
regarding the delay and the applicant agreed.

ADMINISTRATIVE REVIEW NO. 88-28
Applicant: San Clemente Business Properties
This request is covered by Categorical Exemption, Class 3, Section 15303, California
Environmental Quality Act.
Staff member, Thomas Rogers, reported that this is a request to permit a sales Trailer
and model located at'4575 Warner Avenue. He stated that the tract is presently under
construction. Staff is recommending approval with conditions.
The applicant was not present to support the request.

SPECIAL CONDITIONS OF APPROVAL:
1. The revised site plan, floor plans, and elevations received and dated January 18,
1989 shall be the approved layout.
2. Prior to the opening of the first model, the sales trailer shall be moved to the
previously approved location as shown on the approved site plan dated January 18,
1989.
3. Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
4. Roadways shall be improved to Public Works and Fire Department standards and
maintained clear at all times. All are designated fire lanes and shall be posted as
such. Roadway must be fully improved prior to the trailer being moved to the rear
of the property.
5. All fire and life safety systems shall be completed and operating prior to opening
the models.
6. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
7. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
8. All applicable Public Works fees shall be paid prior to issuance of building permits.
9. The office use shall be discontinued within thirty (30) days following sale of the last
on -site unit. A cash bond of one thousand dollars ($1000) shall be posted with the
city for the sales office and for each model home to guarantee compliance with all
provisions of this code and the huntington Beach Building Code.
10. The sales office shall not be converted or expanded into a general business office for
the contractor or developer.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke this Administrative Review
No. 88-28 if any violation of these conditions of the Huntington Beach Ordinance
Code occurs.
TENTATIVE PARCEL MAP NO. 88-430/ADMINISTRATIVE REVIEW NO. 88-29
Applicant: Gregory Stephens
This request is covered by Categorical Exemption, Class 15, Section 15315, and Class 3,
Section 15303, California Environmental Quality Act, 1986.

Staff member, Thomas Rogers, reported that this is a request to consolidate three 50 foot
lots into two 75 foot lots and construct a 4,516 square foot industrial building on each
located on the North side of Garfield Avenue between Stewart and Crystall Streets. He
stated that the applicant shall file a final parcel map consolidating the subject three lots
into two lots. He stated that parking and landscaping meets code. The applicant must
record a restrictive covenant limiting the area on the mezzanine labeled on the floor
plans as storage to storage only. He stated that said covenant shall be approved as to
form and content by the City Attorney and the Department of Community Development.
Staff is recommending approval. Mr. Rogers also stated that the applicant did not receive
the conditions of approval for the parcel map and the applicant waived the three day
review period for the suggested conditions.
Gregory Stephens, applicant, was present and spoke in support of the request.
TENTATIVE PARCEL MAP NO. 88-430/ADMINISTRATIVE REVIEW NO. 88-29 WAS
APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND
CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL - ADMINISTRATIVE REVIEW NO. 88-29:
1. The site plan, floor plans, and elevations received and dated 12/5/88 shall be the
approved layout with the following modifications:
a. The structure on the easterly lot shall be revised so that the two structures
share a zero foot sideyard setback.
2. Prior to issuance of building permits, applicant shall file a final parcel map
consolidating the subject three lots into two lots. Said map shall be recorded prior
to final inspection and a copy submitted to the Department of Community
Development.
3. Prior to issuance of building permits, the following plans and items shall be
submitted and/or completed by the applicant:
a. Landscape and irrigation plan to the Department of Community Development
and Public Works for review and approval.
b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material proposed
to screen said equipment.
4. Automotive service and related businesses within industrial centers are required to
provide a minimum of five parking spaces per tenant. Additional parking may be
required depending on the square footage occupied by the business. Parking shall
comply with Article 960 of the Huntington Beach Ordinance Code.
5. All utility apparatuses such as but not limited to backflow devices and Edison
transformers, shall be prohibited in the front yard and exterior sideyards unless
properly screened by approved landscaping or any other method approved by the
Director. All such apparatuses shall be depicted on the site plan prior to issuance of
building permits.

6. Installation of required landscaping and irrigation systems shall be completed prior
to final inspection.
7. A twelve inch watermain shall be constructed to Public Works standards on Garfield
Avenue from Crystal Street to the projects westerly boundary.
8. Full street improvements, including street lights, shall be constructed to Public
Works standards.
9. On —site fire hydrants shall be provided in number and at locations specified by the
Fire Department. One fire hydrant shall be provided at the west property line.
10. An automatic fire sprinkler system shall be approved and installed pursuant to Fire
Department regulations if "H" occupancies as defined in the Uniform Building Code
are to be allowed..
11. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
12. Maximum separation between building wall and property line shall not exceed two
inches (21) between the two structures.
13. Driveway approaches shall be a minimum of twenty—seven feet (27') in width and
shall be of radius type construction.
14. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
15. All repair work shall be conducted wholly within the building.
16. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off —site facility equipped to handle them.
17. A restrictive covenant shall be recorded limiting the area on the mezzanine labeled
on the floor plans as storage to storage only. Said covenant shall be approved as to
form and content by the City Attorney and the Department of Community
Development prior to recordation.
18. If security gates are to be installed, plans shall be submitted to the Department of
Community Development, the Fire Department, the Police Department, and the
Department of Public Works for approval.
19. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
20. Low —volume heads shall be used on all spigots and water faucets.
21. If lighting is included in the parking lot, high—pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
22. All applicable Public Works fees shall be paid prior to issuance of building permits.

INFORMATION ON SPECIFIC CODE REQUIREMENTS — ADMINISTRATIVE REVIEW NO.
88-29:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District.
4. Development shall meet all local and State regulations regarding installation and
operation of all underground storage tanks.
5. The structures on the subject property, whether attached or detached, shall be
constructed in compliance with the State acoustical standards set forth for units
that lie within the 60 CNEL contours of the property. Evidence of compliance shall
consist of submittal of an acoustical analysis report, prepared under the supervision
of a person experienced in the field of acoustical engineering, with the application
for building permit(s).
6. A detailed soils analysis shall be prepared by a registered Soils Engineer. This
analysis shall include on —site soil sampling and laboratory testing of materials to
provide detailed recommendations regarding grading, chemical and fill properties,
foundations, retaining walls, streets, and utilities.
7. A grading plan shall be submitted to and approved by the Department of Public
Works.
8. Landscaping shall comply with S. 960 of the Huntington Beach Ordinance Code.
9. The Zoning Administrator reserves the right to revoke Administrative Review No.
88-29 and Tentative Parcel Map No. 88-430 if any violation of these conditions of
the Huntington Beach Ordinance Code occurs.
FINDINGS FOR APPROVAL — TENTATIVE PARCEL MAP NO. 88-430
1. The proposed consolidation of three (3) parcels into two (2) parcels for purposes of
industrial use is in compliance with the size and shape of property necessary for that
type of development.
2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the
land use designation for medium industrial district allowing industrial buildings was
placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed subdivision are proposed to be constructed in compliance with
standards plans and specifications on file with the City as well as in compliance with
the State Map Act and supplemental City Subdivision Ordinance.

CONDITIONS FOR APPROVAL — TENTATIVE PARCEL MAP NO. 88-430
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of Community Development
on 12/5/88 shall be the approved layout.
2. A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder.
3. Garfield Avenue shall be dedicated to City standards.
4. Water supply shall be through the City of Huntington Beach's water system at the
time said parcels are developed.
5. Sewage disposal shall be through the City of Huntington Beach's sewage system at
the time said parcels are developed.
6. All utilities shall be installed underground at the time said parcels are developed.
7. Compliance with all applicable City Ordinances.
8. A copy of the recorded parcel map shall be filed with the Department of
Community Development.
9. All vehicular access rights along Garfield Avenue shall be dedicated to the City of
Huntington Beach except at locations approved by the Zoning Administrator.
TENTATIVE PARCEL MAP NO. 88-367
Applicant: Eric Mossman
This request is covered by Categorical Exemption, Class 15, Section 15315, California
Environmental Quality Act.
Staff member, Thomas Rogers, reported that this is a request to subdivide one lot into
two lots for residential development located at 735 Alabama Street, 300 feet south of
Indianapolis. He stated that improvements on Alabama Street shall be constructed and
dedicated to City standards. He stated that staff is recommending approval.
Terry Smith, applicant, was present and spoke in support of the request. Mr. Rogers
stated that the applicant did not receive the conditions of approval but Mr. Smith waived
the three day review period.
TENTATIVE PARCEL MAP NO. 88-367 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS
FINDINGS FOR APPROVAL:
1. The proposed subdivision of two (2) parcels for purposes of residential use in
compliance with the size and shape of property necessary for that type of
development.
2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.

3. The property was previously studied for this intensity of land use at the time the
land use designation for Oldtown Specific Plan — Coastal Zone District 2 allowing
residential buildings was placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed subdivision are proposed to be constructed in compliance with
standards plans and specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL:

10. A copy of the recorded parcel map shall be filed with the Department of

11. All vehicular access rights along Alabama Street shall be dedicated to the City of
Huntington Beach except at locations approved by the Department of Public Works.
REQUEST FOR EXTENSION OF TIME — ADMINISTRATIVE REVIEW NO 87-36
Applicant: Mark Chi
This request is covered by Negative Declaration No. 87-54.
Staff member, Thomas Rogers, reported that this is a request for an extension of time to
permit construction of a 14,300 square foot industrial building to be sold as industrial
condominiums. Approval of Administrative Review No. 87-36 will expire on January 13,
1989. This project is located at 17082 Palmdale Street between Cain and Cedar Avenues.
He stated that the map and Negative Declaration is still valid, and staff is recommending
approval with the same conditions of approval remaining in effect.

REQUEST FOR EXTENSION OF ONE YEAR FOR ADMINISTRATIVE REVIEW NO. 87-36
WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS
AND CONDITIONS:
CONDITIONS OF APPROVAL:
1. All previous Conditions of Approval for Administrative Review No. 87-36 and
Negative Declaration No. 87-54 shall remain in effect.
