Mayor Pro Tempore/Chairman Pro Tempore Mays called the adjourned regular meet—
ing of the City Council and the adjourned regular Redevelopment Agency meeting
of the City of Huntington Beach to order at 6 p.m.
Present: Green, Winchell, Mays, Silva
Absent: MacAllister, Bannister, Erskine

These minutes encompass the adjourned regular Redevelopment Agency meeting
scheduled for 6 p.m and the regular Redevelopment Agency meeting held at
7 p.m. A separate roll tall at 7 p.m. was not taken to avoid interruption of
the proceedjngs.
No one came forward to speak.
DISCUSSION RE: HOLLY—SEACLIFF MASTER PLAN
The Director of Community Development presented a staff report on the Holly—
Seacliff Master Plan.
Hal Simmons, Senior Planner, presented a history on the development of the
Holly—Seacliff Master Plan. He reviewed the baseline data which had been
collected and examined the Land Use Alternatives which would be analyzed for
the area. He stated that the Holly—Seacliff Master Plan covers a 768 acre
generally bounded by Ellis Avenue to the north, Huntington and Main Streets to
the west, Yorktown and Clay Avenues to the south and the bluff west of Edwards
Street to the west.
Van Stevens, representing FORMA, presented slides to explain the issues of the
Holly—Seacliff Master Plan and the development objectives.
Gene Hsieh, representing FORMA, gave a presentation.

Discussion was held regarding the various aspects of the Holly-Seacliff Master
Plan.
Councilwoman Winchell spoke to her concern that the original designated trans-
portation corridor remain intact. She urged preservation of the corridor.
Her wish is for it to be a people -moving transit corridor.
Planning Commissioner Leipzig asked if the railroad tracks would remain. Hal
Simmons stated the options will be in the Environmental Impact Report.
Discussion was held regarding the mixed use (industrial and residential) of
the plan and employment opportunities created by this use.
Planning Commissioner Williams spoke in concern of the traffic impact the
Specific Plan would have on the Bolsa Chica development.
In response to the discussion on traffic impact, the Community Development
Director stated a traffic study would be in the Environmental Impact.Report.
Mr. Stevens stated that the local traffic study will coincide with the region-
al traffic study the County is presently performing.
Discussion was held regarding a consolidation area for oil production.
Councilman Mays suggested that the area be designated early in the plan so
that citizens moving into the area would be aware of the location.
Discussion was held on water availability.
Councilman Silva spoke regarding his concern of the freeway being some dis-
tance away from the business park. Mr. Stevens stated the business park is
tailored to keep the traffic focused within the area by mainly appealing to
small businesses. He also stated the City would have to be aggressively crea-
tive to attract quality businesses.
In response to Planning Commissioner Williams' inquiry regarding the project
being piped for reclaimed water, Mr. Stevens reported that all projects would
have duel irrigation.
Councilwoman Winchell stated there should be specific guidelines and explana-
tions of what type of commercial uses would be permitted.
Mr. Stevens addressed the issue of traffic control and successful support of
Industrial and residential areas complimenting each other in the plan.
Discussion was held on types of housing to be built and the density of each
type.
Discussion was held regarding phasing. Planning Commissioner Leipzig stated
the, Environmental Impact Report could embody phasing.
A neighborhood shopping district was discussed.
The Community Development Director distributed a draft of the Environmental
Impact Report/Specific Plan for Council to review prior to this item appearing
on a future agenda.

The Mayor/Chairman adjourned the adjourned regular meeting of the City Council
and the adjourned regular and regular meetings of the Redevelopment Agency of
the City of Huntington Beach to 5:30 p.m., Monday, May 1, 1989, in Room B-8,
of the Civic Center Complex.
