approved.

TENTATIVE PARCEL MAP NO. 89-176
Applicant: Randy Overton
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a reques to consolidate the easterly
half of Lots 1 and 2, Block 1006, Vista Del Mar Tract, Section 6, into one parcel the
address being 1001 Florida Street.
The applicant was not present so the Zoning Administrator continued this item to May 3,
1989..

ADMINISTRATIVE REVIEW NO. 89-9
Applicant: Jon Akutagawa
This request is covered by Categorical Exemption, Section 15303, Class 3, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request to add 6,847 square feet of
office area within an existing industrial building located at 17800 Gothard Street.
The applicant, Jon Akutagawa, was present and spoke in support of the request

ADMINISTRATIVE REVIEW NO. 89-9 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan and floor plans received and dated March 31, 1989 shall be the
approved layout.
2. An automatic fire sprinkler system for the additional office area shall be approved
and installed pursuant to Fire Department regulations.
4. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
5. Low -volume heads shall be used on all spigots and water faucets.
6. Prior to issuance of building permits, the property owner shall sign, notarize, and
record with the County Recorder a restrictive covenant restricting the uses within
the structure to the amount of parking spaces provided on -site. Specifically, office
use shall be limited to a maximum of 13,200 square feet, manufacturing or assembly
uses shall be limited to a maximum of 15,500 square feet, and the remaining 30,170
square feet shall be used for storage or warehousing only. The subject restrictive
covenant shall contain an exhibit showing the specific areas on a dimensioned floor
plan being designated as storage, office, and manufacturing.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke this Administrative Review
89-9 if any violation of these conditions of the Huntington Beach Ordinance Code
occurs.
CONDITIONAL EXCEPTION NO. 89-15
Applicant: Mr. and Mrs. Martinez
This request is covered by Categorical Exemption, Section 15305, Class 5, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is request for reduction in the amount
of open space at grade level (187.5 square feet in lieu of 225 square feet) located at 208
13th Street.
The public hearing was opened and Mr. and Mrs. Martinez were present and spoke in
support of the request. There was no one else present to speak for or against the request
so the public hearing was closed.
CONDITIONAL EXCEPTION NO. 89-15 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:

FINDINGS FOR APPROVAL:
1. The granting of Conditional Exception No. 89-15 will not constitute a grant of
special privilege inconsistent upon other properties in the vicinity and under an
identical zone classification. Other houses in the vicinity have bedrooms over the
garage. Furthermore, the 225 square feet is still available for recreational activity.
2. Because of special circumstances applicable to the subject property, including size,
shape, topography, location or surroundings, the strict application of the zoning
ordinance is found to deprive the subject property of privileges enjoyed by other
properties in the vicinity and under identical zone classification. The property has
two areas available for recreational use as well as the area still usable under the
proposed corridor attaching the proposed bedroom to the existing house.
3.
The granting of Conditional Exception No. 89-15 is necessary to preserve the
enjoyment of one or more substantial property rights.
4.
The granting of Conditional Exception No. 89-15 will not be materially detrimental
to the public welfare or injurious to property in the same zone classifications.
5.
The granting of Conditional Exception No. 89-15 will not adversely affect the
general plan of the City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1.
The site plan, floor plans, and elevations received and dated March 31, 1989 shall be
the approved layout.
2.
Prior to issuance of building permits, 2 1/2 feet shall be dedicated to the City of
Huntington Beach for alley purposes.
3.
No door shall be permitted between the existing "den" and the proposed corridor
leading to the bedroom over the garage.
4.
All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off —site facility equipped to handle them.
5.
Low —volume heads shall be used on all spigots and water faucets.
6.
Prior to issuance of building permits, the property owner shall sign, notarize, and
record with the County Recorder a covenant assuring that the single family
residence will be maintained as one (1) dwelling unit.
7.
No addition shall be permitted under the proposed corridor between the existing
structure and the proposed bedroom over the garage. This area is to remain for
recreation purposes only.

COASTAL DEVELOPMENT PERMIT NO. 89-6
Applicant: Donald Castle
This request is covered by Categorical Exemption, Section 153012, Class 2, California
Environmental Quality Act, 1986.
Staff member, Thomas Rogers, reported that this is a request for multiphase
improvements at Bolsa Chica State Beach consisting of realignment and repair of the
southern most exit, relocation of a sunken trash bin, which will require relocating twelve
parking space, demolition and repair of approximately forty lineal feet of "storm
damaged" sand wall and construction of up to an additional 1,460 lineal feet of new sand
wall along the west side of the existing bicycle path located at 17851 Pacific Coast
Highway (Bolsa Chica State Beach south of Warner Avenue).
The public hearing was opened and Donald Castle, applicant, was present and spoke in
support of the request.
There was no one else present to speak for or against the request so the public hearing
was closed.
COASTAL DEVELOPMENT PERMIT NO. 89-6 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed park improvements conform with the plans, policies, requirements
and standards of the C-LUP.
2. The proposed park improvements are consistent with the CZ suffix and the base
zoning district as well as other provisions of the Huntington Beach Ordinance Code
applicable to the property.
3. The proposed park improvements can be provided with infrastructure in a manner
that is consistent with C-LUP.
4. The proposed park improvements conform with the public access and public
recreation policies of Chapter 3 of the California Coastal Act. Adequate access to
the beach from the parking area is provided.
5. Any negative impact from the displacement of parking spaces by the relocated
trash area is being mitigated by replacing the parking spaces at a one to one ratio
on -site.
SPECIAL CONDITIONS OF APPROVAL:
I. The site plan, floor plans, and elevations received and dated March 24, 1989 shall be
the approved layout.
2. Maximum height of sand wall shall be 42 inches from parking lot grade.
3. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
4. Parking spaces displaced by the relocation of the trash area shall be replaced at a
one to one ratio.
