ZONING ADMINISTRATOR: Michael Strange STAFF MEMBERS: Thomas Rogers MINUTES: Minutes of the April 26, 1989 Zoning Administrator Meeting were approved. REGULAR AGENDA ITEMS: TENTATIVE PARCEL MAP NO. 89-176 (Continued from April 26, 1989) Applicant: Ron Knudtson This request is covered by Categorical Exemption, Section 15305, Class 5, California Environmental Quality Act, 1986. Staff member, Thomas Rogers, reported that this request was continued from April 26, 1989 because the applicant was not present. He stated that this is a request to consolidate the easterly half of Lots 1 and 2, Block 1006, Vista Del Mar Tract, Section 6, into one parcel the address being 1001 Florida Street. He stated that this lot was created in 1944. He stated that the lot meets minimum lot size and frontage for the designated zoning and staff is recommending approval. Ron Knudtson, applicant, was present and spoke in support of the request and stated that he agreed with the findings and conditions placed on the request. TENTATIVE PARCEL MAP NO. 89-176 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The proposed consolidation of two (2) parcels into one (1) parcel for the purpose of residential use is in compliance with the size and shape of property necessary for that type of development. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of use. 3. The property was previously studied for this intensity of land use at the time the land use designation for medium density residential district allowing residential buildings was placed on the subject property. The size, depth, frontage, street width and other design and improvement features of the proposed subdivision are proposed to be constructed in compliance with standards plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance. CONDITIONS OF APPROVAL: A. ' TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Tentative Parcel Map received by the Department of Community Development on March 17, 1989 shall be the approved layout. 2. The twenty (20) foot corner radius shall be dedicated to City standards. 3. Water supply shall be through the City of Huntington Beach's water system at the time said parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 5. All utilities shall be installed underground at the time said parcel is developed. 6. Compliance with all applicable City Ordinances. 7. The applicant shall file, through the Huntington Beach City Clerk's office, and have recorded with the Orange County Recorder's Office, A Covenant To Hold The Property As One Parcel in conjunction with the approved plat map. A copy of the recorded covenant and plat map shall be filed with the Department of Community Development prior to issuance of building permits on the subject property. 8. All vehicular access rights along Florida Street and Joliet Avenue shall be dedicated to the City of Huntington Beach except at locations approved by the Zoning Administrator. NOTE: Approval of the tentative map does not imply approval of the proposed structure shown on the map. A comprehensive plan check will be done upon submittal of the building plans to the Department of Community Development for building permits. WAIVER OF FINAL MAP TENTATIVE PARCEL MAP NO. 89-179 Applicant: Robert A. Gordon This request is covered by Categorical Exemption, Section 15315, Class 15, California Environmental Quality Act, 1986. Staff member, Thomas Rogers, reported that this is a request to Waive the Final Map for Tentative Parcel Map No. 89-179 to consolidate lots 6 and 8 of block 617, Huntington Beach Tract, 17th Street Section into one parcel located at 606 18th Street. WAIVER OF FINAL MAP FOR TENTATIVE PARCEL MAP NO. 89-179 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDING OF APPROVAL: FINDING OF APPROVAL FOR WAIVER: 1. The proposed consolidation complies with the requirements as to area, improvement and design, flood and water drainage control, appropriate and approved public roads, sewer and water facilities, environmental protection, and other requirements of Article 992 of the Subdivision Section of the Ordinance Code. WAIVER OF FINAL MAP TENTATIVE PARCEL MAP NO. 88-405 Applicant: Christopher Taylor This request is covered by Categorical Exemption, Section 15305, Class 5, California Environmental Quality Act, 1986. Staff member, Thomas Rogers, reported that this is a request to waive the Final Map for Tentative Parcel Map No. 88-405 to consolidate two lots into one lot located at 416 Frankfort Avenue. The applicant was not present, but staff is recommending approval. WAIVER OF FINAL MAP FOR TENTATIVE PARCEL MAP NO. 88-405 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDING: FINDING OF APPROVAL FOR WAIVER: 1. -The proposed consolidation complies with the requirements as to area, improvement and design, flood and water drainage control, appropriate and approved public roads, sewer and water facilities, environmental protection, and other requirements of Article 992 of the Subdivision Section of the Ordinance Code. WAIVER OF FINAL MAP TENTATIVE PARCEL MAP NO. 88-275 Applicant: Cardinal Development Company This request is covered by Negative Declaration No. 88-22. Staff member, Thomas Rogers, reported that this is a request to waive the Final Map for Tentative Parcel Map No. 88-275. The applicant was not present but staff recommended approval.
