REGULAR AGENDA ITEMS: LOT LINE ADJUSTMENT NO. 89-1 Applicant: Huntington Beach Estates 4431 W. Rosecrans Ave. #800 Hawthorne, CA 90250 Request: Adjust sideyard lot line between lots 11 & 12, Tract 13210. Location: 6661 and 6651 Carriage Circle Environmental This request is covered by Categorical Exemption, Status: Section 15305, Class 5(a), California Environmental Quality Act, 1986 Staff member, Thomas Rogers, reported that the request was in accordance with the Huntington Beach Ordinance Code and recommended approval. Joe Hartge, representing the applicant, was present and spoke in support of the request. LOT LINE ADJUSTMENT WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The lot line adjustment does not create a nonconforming parcel. 2. The lot line adjustment does not create a nonconforming yard requirement. 3. The lot line adjustment does not allow a greater number of dwelling units than allowed by this code prior to the adjustment. CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Plat Map received by the Department of Community Development on June 14, 1989 shall be the approved layout. 2. Monuments for the newly established lot configuration shall be readjusted in compliance with the State Subdivision Map Act. 3. A copy of the recorded parcel map shall be filed with the Department of Community Development. USE PERMIT NO. 89-40 Applicant: Huntington Seacliff Corporation 2134 Main Street, Ste 185 Huntington Beach, CA 92648 Request: Temporary Outdoor Event - To permit a two (2) day subdivision grand opening July 14, 1989 from 5:30 p.m. to'8:30 p.m. and July 16, 1989 from 10 a.m. to 6:00. Location: Four (4) blocks located between Palm Avenue, Pecan Avenue, Goldenwest Street and 21st Street. Environmental This request is covered by Categorical Exemption, Status: Section 15311, Class 11, California Environmental Quality Act, 1986 Staff member, Thomas Rogers, reported that this item was reviewed and approved by the City's Specific Events Committee on June 22, 1989 and staff recommended approval. The applicant was not present. USE PERMIT NO. 89-40 WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The temporary outdoor event will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of Use Permit No. 89-40 will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposed event has been reviewed and approved by the City's Specific Events Committee at its June 22, 1989 meeting. ZA Minutes 7/5/89 -2- 4974h SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated June 30, 1989 shall be the approved layout. 2. Security guards shall be provided at locations as shown on the approved site plan. 3. Hours shall be limited as follows: FRIDAY —July 14, 1989: 5:30 p.m. to 8:30 p.m. SUNDAY —July 16, 1989 10:00 a.m. to 6:00 p.m. 4. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off —site facility equipped to handle them. 5. The applicant shall obtain clearance from the Public Liability Claims Coordinator, Administrative Services Department, and/or shall provide a Certificate of Insurance and Hold Harmless Agreement to be executed at least five (5) days prior to the event. 6. The applicant shall provide for clean—up after the event. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. USE PERMIT NO. 89-17 Applicant: Dean Fronk 5301 Bolsa Avenue M/S A67-711 Huntington Beach, CA 92647 Request: To add 720 square feet of office area to an existing industrial building. Location: 7391 Heil Avenue Environmental This request is covered by Categorical Exemption, Status: Section 15301, Class 1, California Environmental Quality Act, 1986 Staff member, Thomas Rogers, reported that the applicant provided parking shown on the plan but stated that if there was a problem the applicant would have to re —strip the parking lot. Staff recommended approval. The public hearing was opened and Dean Fronk, representing the applicant, was present and spoke in support of the request. There was no one else present to speak for or against the request so the public hearing was closed. ZA Minutes 7/5/89 —3— 4974h USE PERMIT NO. 89-17 WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The establishment, maintenance and operation of the additional office area will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of Use Permit No. 89-17will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the goals and objectives of the City's General Plan and Land Use Map. 4. The access to and parking for the proposed office area does not create an undue traffic problem. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated June 20, 1989 shall be the approved layout. 2. An automatic fire sprinkler system shall be approved and installed to provide coverage to the office area pursuant to Fire Department regulations. Plans shall be submitted for approval prior to the commencement of work. 3. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 4. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers. S. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 6. Low -volume heads shall be used on all spigots and water faucets. 7. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used for energy savings. All outside lighting shall be directed to prevent "spillage" onto adjacent properties. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The Zoning Administrator reserves the right to revoke Use Permit No. 89-17 if any violation of these conditions of the Huntington Beach Ordinance Code occurs. COASTAL DEVELOPMENT PERMIT NO. 89-12 Applicant: Henry & Rose Mayhew 11720 Western Avenue Stanton, CA 90680 Request: Remodel and room addition to an existing single family dwelling. The addition exceeds 10% of the existing square footage (The addition is a total of 590 square feet). Location: 16712 Baruna Lane Coastal Status: Appealable Environmental This request is covered by Categorical Exemption, Status: Section 15301, Class 1, California Environmental Quality Act, 1986 Staff member, Thomas Rogers, reported The public hearing was opened and Harold Hammonds, representing the applicant was present and spoke in support of the request. There was no one else present to speak for or against the request so the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 89-12 WAS APPROVED BY THE ACTING ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The proposed single family residence conforms with the plans, policies, requirements and standards of the Coastal Element of the General Plan. 2. The Coastal Development Permit is consistent with the CZ suffix zoning requirements, the R1 Zoning District, as well as other provisions of the Huntington Beach Ordinance Code applicable to the property. 3. At the time of occupancy, the proposed single family residence can be provided with infrastructure in a manner that is consistent with the Coastal Element of the General Plan. 4. The proposed single family residence conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated June 1, 1989 shall be the approved layout. 2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off —site facility equipped to handle them. Low —volume heads shall be used on all spigots and water faucets. 5. Prior to issuance of building permits, the property owner shall sign, notarize, and record with the County Recorder a "Covenant" assuring that the single family residence will be maintained as one (1) dwelling unit. 31. All applicable Public Works fees, if any, shall be paid prior to issuance of building permits. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1.
