MINUTES: Minutes of July 26, 1989 Zoning Administrator Meeting were
approved. Minutes of the June 28, 1989 and July 5, 1989 Meetings
were approved by the Acting Zoning Administrator Robert Franklin.
REGULAR AGENDA ITEMS:

Request: 420 square foot office addition to an existing industrial building
Location: 15641 Chemical Lane #A
Environmental This request is covered by Categorical Exemption,
Status: Section 15301, Class 1(e), (1), California Environmental Quality
Act, 1986
Staff member, Thomas Rogers, reported that the buildings can only be maintained
as warehouse space including the restrooms. He told the applicant that he must obtain a
covenant conveying that all suites other than Suite "A" remain warehousing. He also
stated that the Fire Department is requiring the applicant to install a sprinkler system to
Fire Department standards. Staff is recommending approval.
Paul Westberg, applicant, was present and spoke in support of the request.
ADMINISTRATIVE REVIEW NO. 89-15 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated July 7, 1989 shall be the
approved layout.

2. If deemed necessary by the Fire Department, an automatic fire sprinkler system
shall be approved and installed pursuant to Fire Department regulations.
3. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off —site facility equipped to handle them.
4. Prior to issuance of building permits, the subject property shall enter into a
covenant limiting the uses within Suites "A" through "D" to the parking spaces
provided on site. Specifically, the uses in Suites "B", "C" and "D" shall be limited to
warehousing only as long as Suite "A" remains primarily an office use. A copy of the
legal instrument shall be approved by the City Attorney as to form and content and,
when approved, shall be recorded in the office of the County Recorder. A copy shall
be filed with the Department of Community Development.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Administrative Review No.
89-15 if any violation of these conditions of the Huntington Beach Ordinance Code
occurs.
SITE PLAN AMENDMENT NO. 89-4

Request: Revise previously approved Use Permit No. 89-17 to permit an
additional 720 square feet of office area (1,440 square feet total).
Location: 7391 Heil Avenue
Environmental This request is covered by Categorical Exemption,
Status: Section 15301, Class l(e), (1), California Environmental Quality
Act, 1986
Staff member, Thomas Rogers, reported that the additional square footage is in the
replacement of a single wide trailer to a double wide trailer. He stated that the trailer
will be in the same location and will not create any parking problems. Staff is
recommending approval.
Dean Fronk, applicant, was present and spoke in support of the request.
SITE PLAN AMENDMENT NO. 89-4 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:

FINDINGS FOR APPROVAL:
1. The proposed revision does not constitute a substantial change.
2. The proposed revision does not change the use of the property.
3. The revision results in an improved development.
4. The revision does comply with all applicable provisions of the Huntington Beach
Ordinance Code.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations dated August 1, 1989 shall be the approved
layout.
2. All conditions of approval for previously approved Use Permit No. 89-17 shall
remain in effect.
THE MEETING WAS ADJOURNED TO THE AUGUST 7, 1989 STUDY SESSION BY THE
ZONING ADMINISTRATOR.
