REGULAR AGENDA ITEMS: LOT LINE ADJUSTMENT NO. 89-4 Applicant: Scothill Co./R.M.G. Engineers 2841 E. 19th Street Signal Hill, CA 90804 Request: Reconfiguration of existing lot lines Location: 16212, 16222, 16232, 16242 and 16246 Piedmont Circle Environmental This request is covered by Categorical Exemption, Status: Section 15305, Class 5, California Environmental Quality Act, 1986 Staff recommended approval. Joe Hartge, applicant, was present and spoke in support of the request. LOT LINE ADJUSTMENT NO. 89-4 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: INSERT FINDINGS FOR APPROVAL: I. The lot line adjustment does not create a nonconforming parcel. 2. The lot line adjustment does not create a nonconforming yard requirement. 3. The lot line adjustment does not sever any existing structure on either of the two lots. 4. The lot line adjustment does not allow a greater number of dwelling units than allowed by this code prior to the adjustment. ZA Minutes 9/13/89 -1- 5408h 1 CONDITIONS OF APPROVAL A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Lot Line Adjustment received by the Department of Community Development on August 15, 1989 shall be the approved layout with the following modification: a. The plat map shall be revised to show a minimum dimension of twenty-four (24) feet for the entire vehicular drive. 2. Monuments for the newly -established property lines shall be readjusted in compliance with the Subdivision Map Act. A record of survey shall be completed to verify the location of the newly placed monuments. 3. Said plat map shall be recorded with the County recorder prior to the issuance of a certificate of compliance for the structure and/or structures upon subject properties. A copy of the recorded document shall be submitted to the Department of Community Development for the file. 4. All previous conditions of approval for Tentative Tract Map No. 10557 and Conditional Use Permit No. 79-17 shall remain in effect. ADMINISTRATIVE REVIEW NO. 89-16 Applicant: Charter Service Corporation 4699 Jamboree Road Newport Beach, CA 92660 Request: Two (2) model homes for "Town Square" town homes Location: 404 and 406 Town Square Lane Environmental This request is covered by Categorical Exemption, Status: Section 15311, Class 11, California Environmental Quality Act, 1986 Staff recommended approval. John Millett, representing applicant, was present and spoke in support of the request. ADMINISTRATIVE REVIEW NO. 89-16 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING CONDITIONS: SPECIAL CONDITIONS OF APPROVAL: 1. The site plan received and dated August 24, 1989 shall be the approved layout. 2. Signage shall be provided on -site directing customers to park at the City owned parking lot at the corner of Orange Avenue and Main Street. 3. The gate at the north of the model area shall remain operational to Fire Department standards. 5. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 6. The model home use shall be discontinued within thirty (30) days following sale of the last on -site unit. A cash bond of one thousand dollars ($1,000) shall be posted with the City for each model home to guarantee compliance with all provisions of this code and the Huntington Beach Building Code. Such model homes shall only serve Tract 12900. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The Zoning Administrator reserves the right to revoke Administrative Review No. 89-16 if any violation of these conditions of the Huntington Beach Ordinance Code occurs. TENTATIVE PARCEL MAP NO. 89-339 Applicant: William Brett Whitaker 719 Main Street Huntington Beach, CA 92648 Request: Consolidation of two (2) parcels into one (1) parcel for residential use. Location: 719 Main Street Environmental This request is covered by Categorical Exemption, Status: Section 15305, Class 5, California Environmental Quality Act, 1986 Staff reported that the applicant was not present and did not acknowledge the Conditions of Approval within 72 hours so the request was continued to September 20, 1989. TENTATIVE PARCEL MAP NO. 89-339 WAS CONTINUED TO SEPTEMBER 20, 1989 BY THE ZONING ADMINISTRATOR. TENTATIVE PARCEL MAP NO. 89-355 Applicant: Request: Douglas Martin 8232 Guilders Drive Huntington Beach, CA Consolidation of two (2) parcels into one (1) parcel. ZA Minutes 9/13/89 -3- 5408h Location: 735 13th Street Environmental This request is covered by Categorical Exemption, Status: Section 15305, Class 5, California Environmental Quality Act, 1986 Staff reported that a month ago, a use permit was granted for a master bedroom room addition on two properties. He stated that applicant has complied with staffs request for a map as a condition of approval, and that this map is eligible for a waiver as soon as the applicant complies with all Public Works dedications and street improvements. Staff recommended approval. Douglas Martin, applicant, was present and spoke in support of the request. TENTATIVE PARCEL MAP NO. 89-355 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The proposed consolidation of two (2) parcels for purposes of residential use is in compliance with the size and shape of property necessary for that type of development. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of use. 3. The property was previously studied for this intensity of land use at the time the land use designation for community business district allowing residential development was placed on the subject property. 4. The size, depth, frontage, street width and other design and improvement features of the proposed consolidation are proposed to be constructed in compliance with standards plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance. CONDITIONAL OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Tentative Parcel Map received by the Department of Community Development on August 29, 1989 shall be the approved layout. 2. The alley shall be dedicated to City standards. 3. Compliance with all applicable City Ordinances. 4. Upon completion of the above conditions, the applicant shall submit a request for the waiver of the final parcel map in conjunction with an eight and one—half (8 1/2) inches by an eleven (11) inch plat map. Upon the granting of the final map waiver by the Zoning Administrator, the applicant shall record a "Covenant to hold properties as one parcel" and the approved plat map with the Orange County Recorder's Office. A copy of the recorded covenant shall be filed with the Department of Community Development prior to final inspection/issuance of building permits. ZA Minutes 9/13/89 —4— 5408h USE PERMIT NO. 89-49 Applicant: Ron Hix 717 Oceanhill Street Huntington Beach, CA 92648 Request: Five (5) Unit Apartment Complex Location: 7791 Glencoe Avenue Environmental This request is covered by Categorical Exemption, Status: Section 15303, Class 3, California Environmental Quality Act, 1986 Staff reported that the same request was made in 1987, but expired without a request for an extension by the applicant. Staff reported that the project is in compliance with all code requirements. Staff did express concern about the legality of the lot and requested that the applicant provide proof that it is a legal lot as a condition of approval. Staff recommended approval. The public hearing was opened and John Cowles, representing applicant, was present and spoke in support of the request. There was no one else present to speak for or against the request so the public hearing was opened. USE PERMIT NO. 89-49 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The establishment, maintenance and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of Use Permit No. 89-49 will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the goals and objectives of the City's General Plan and Land Use Map. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated August 8, 1989 shall be the approved layout. 2. The site plan dated August 8, 1989, shall be reviewed depicting the modifications described herein: d. Driveway width shall be a minimum of twenty-four feet (24'). ZA Minutes 9/13/89 -5- 5408h 3. Prior to issuance of building permits, the applicant shall file a parcel map to legalize the existing parcel. The parcel map shall be recorded with the Orange County Recorder and a copy of the recorded map or plat filed with the Department of Community Development prior to final inspection or occupancy. A parcel map shall not be required if proof that the lot was legally created is submitted to the Department of Community Development. 4. Prior to issuance of building permits, the applicant shall submit the following plans: a. Landscape and irrigation plan to the Department of Community Development and Public Works for review and approval. b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. 5. Installation of required landscaping and irrigation systems shall be completed prior to final inspection. 6. All street improvements shall be installed per Public Works requirements. 7. A grading plan shall be submitted to and approved by the Public Works Department prior to issuance of building permits. 8. An automatic fire sprinkler system shall be approved and installed pursuant to Fire Department regulations. 9. Driveway approaches shall be a minimum of twenty-seven feet (271) in width and shall be of radius type construction. 10. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 11. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 12. Low-volumn heads shall be used on all spigots and water faucets. 13. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used for energy savings. All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 14. All applicable Public Works fees shall be paid prior to issuance of building permits. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. A detailed soils analysis shall be prepared by a registered Soils Engineer. This analysis shall include on -site soil sampling and laboratory testing of materials to provide detailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets, and utilities. ZA Minutes 9/13/89 -6- 5408h 4. Landscaping shall comply with Article 960 of the Huntington Beach Ordinance Code. 5. The Zoning Administrator reserves the right to revoke Use Permit No. 89-49 if any violation of these conditions of the Huntington Beach Ordinance Code occurs.
