REGULAR AGENDA ITEMS: WAIVER OF FINAL MAP Tentative Parcel Map No. 89-170 Applicant: Richard Cahl 18090 Beach Blvd. #12 Huntington Beach, CA 92648 Request: Waiver of Final Map for Tentative Parcel Map No. 89-170 for consolidation of lots 22 and 24, block 508 of Huntington Beach Tract, Main Street Section into one parcel. Location: 524 9th Street Environmental This request is covered by Categorical Exemption, Status: Section 15305, Class 5, California Environmental Quality Act, 1986 Staff reported that the applicant has met all the required conditions of approval for the tentative map and therefore is subject to the waiver of the final map. Staff recommended approval of the waiver of the final map. WAIVER OF FINAL MAP FOR TENTATIVE PARCEL MAP NO. 89-170 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDING. FINDING OF APPROVAL FOR WAIVER: 1. The proposed waiver to consolidate Lots 22 & 24, Block 508, Huntington Beach Tract Main Street Section into one (1) parcel complies with the requirements as to area, improvement and design, flood and water drainage control, appropriate and approved public roads, sewer and water facilities, environmental protection, and other requirements of Article 992 of the Subdivision Section of the Ordinance Code. Castle 18331 Enterprise Lane Huntington Beach, CA 92648 To construct two (2) sunken trash bins along the Bolsa Chica State Beach Parking Lot. 17851 Pacific Coast Highway, Parking Lot 23 and Bolsa Chica State Beach Headquarters APPEALABLE This request is covered by Categorical Exemption, Section 15311, Class 5, California Environmental Quality Act, 1986 Staff reported that this is a request to construct trash bins along the Bolsa Chica State Beach. The proposed project will require a reconfiguration of the parking area at the location of the trash bins. Staff also reported that for each parking space removed, parking spaces shall be replaced at a one to one ratio. Staff recommended approval of the request. The public hearing was opened and Donald Castle, applicant, was present and spoke in support of the request. There was no one else present to speak for or against the request so the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 89-27 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The proposed park improvements of constructing two (2) sunken trash bins conform with the plans, policies, requirements and standards of the C-LUP. 2. The proposed park improvements of constructing two (2) sunken trash bins are consistent with the CZ suffix and the base zoning district as well as other provisions of the Huntington Beach Ordinance Code applicable to the property. 3. The proposed park improvements of constructing two (2) sunken trash bins will provide infrastructure in a manner that is consistent with C-LUP. 4. The proposed park improvements of constructing two (2) sunken trash bins will conform with the public access and public recreation policies of Chapter 3 of the California Coastal Act. Adequate access to the beach from the parking area is provided. 5. Any negative impact from the displacement of parking spaces by the two (2) sunken trash bins is being mitigated by replacing the parking spaces at a one to one ratio on -site and providing adequate aisle widths for proper circulation. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan received and dated September 21, 1989 shall be the conceptually approved layout. ZA Minutes 10/18/89 -2- 5461h 2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 3. Parking spaces displaced by the relocation of the trash areas shall be replaced at a one to one ratio. Proper aisle widths shall be maintained to provide adequate circulation throughout the parking areas. FORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. COASTAL DEVELOPMENT PERMIT NO. 89-28 Applicant: George Wall 16581 Peale Lane Huntington Beach, CA 92649 Request: To add a three hundred (300) square foot room addition to an existing one thousand four hundred sixty (1,460) square foot single family dwelling Location: 16581 Peale Lane Coastal Status: APPEALABLE Environmental This request is covered by Categorical Exemption, Status: Section 15301, Class 1, California Environmental Quality Act, 1986 Staff reported that this is a 300 sq. ft. room addition to the rear of an existing single family residence on the subject property. The request meets all the development standards for the Rl and CZ zoning classification. Staff recommended approval of the request. The public hearing was opened and Mrs. Wall, applicant, was present and spoke in support of the request. There was no one else present to speak for or against the request so the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 89-28 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The proposed three hundred (300) square foot room addition to an existing two-story single family residence conforms with the plans, policies, requirements and standards of the Coastal Element of the General Plan. 2. Coastal Development Permit No. 89-28 is consistent with the CZ suffix zoning requirements, the RI Zoning District, as well as other provisions of the Huntington Beach Ordinance Code applicable to the property. 3. At the time of occupancy, the proposed three hundred (300) square foot room addition to an existing two-story single family residence will be provided with infrastructure in a manner that is consistent with the Coastal Element of the General Plan. The proposed three hundred (300) square foot room addition to an existing two-story single family residence conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated September 25, 1989 shall be the conceptually approved layout. 2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 3. Proposed structures shall be architecturally compatible with existing structures. 4. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 5. Low -volume heads shall be used on all spigots and water faucets. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The Zoning Administrator reserves the right to revoke Coastal Development Permit No. 89-28 if any violation of these conditions of the Huntington Beach Ordinance Code occurs.
