MINUTES: Minutes of the November 1, 1989 Zoning Administrator Meeting were
approved.
REGULAR AGENDA ITEMS:
SITE PLAN AMENDMENT NO. 89-5
Applicant: McDonnell Douglas

Request: To relocate an existing metal storage building at the McDonnell
Douglas Facility
Location: 5301 Bolsa Avenue (McDonnell Douglas)
Environmental This request is covered by Categorical Exemption,
Status: Section 15301, Class 1, California Environmental Quality Act, 1986
Staff reported that this is a request to relocate an existing metal storage building for a
solar entry test site. Staff stated that the Fire Department requested that the applicant
maintain all fire lanes. Staff recommended approval of the request.
Stephen Halcum, representing applicant, spoke in support of the request.
SITE PLAN AMENDMENT NO. 89-5 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The proposed revision does not constitute a substantial change.
2. The proposed revision does not change the use of the property.
3. The revision results in an improved development.

4. The revision does comply with all applicable provisions of the Huntington Beach
Ordinance Code,
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations dated October 15, 1989 shall be the
approved layout.
2. All conditions of approval for previously approved Use Permit No. 89-30 shall
remain in effect.
3. The Fire Department requirements are as follows:
a. Provide one (1) fire hydrant adjacent to the proposed new location of the metal
storage building to the satisfaction of the Fire Department.
b. Provide and maintain fire lanes to and around the proposed new location of the
metal storage building to the satisfaction of the Fire Department.
c. The applicant shall meet all applicable local, State and Federal Fire Codes,
Ordinances and standards.
4. The development shall comply with all applicable provisions of the Huntington Beach
Ordinance Code, Building Division and Fire Department.
LOT LINE ADJUSTMENT NO. 89-6
Applicant: James M. Righeimer

Request: To adjust the lot line between Lots 6 and 7 of Tract 10218 ten (10)
feet to the north
Location: 1615, 1617 Hillcrest Circle
Environmental This request is covered by Categorical Exemption,
Status: Section 15305, Class 5, California Environmental Quality Act, 1986
Staff reported that the applicant was moving the property line between lots 6 and 7 ten
feet to the north creating 2 forty (40) foot wide parcels. Staff stated that the applicant
did not receive the suggested conditions 72 hours prior to the meeting but waived his
required right of notification and concurred with all conditions. Staff also stated that this
request does not qualify for a waiver. Staff recommended approval of the request.
James M. Righeimer, applicant, was present and spoke in support of the request.
LOT LINE ADJUSTMENT NO. 89-6 WAS APPROVED BY THE ZONING ADMINISTRATOR
WITH THE FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The lot line adjustment does not create a nonconforming parcel.

2. The lot line adjustment does not create a nonconforming yard requirement.
3. The lot line adjustment does not sever any existing structure on either of the two
lots.
4. The lot line adjustment does not allow a greater number of dwelling units than
allowed by this code prior to the adjustment.
CONDITIONS OF APPROVAL
A.
TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1.
The Lot Line Adjustment received by the Department of Community Development
on October 23, 1989 shall be the approved layout.
2.
Monuments for the newly -established property lines shall be readjusted in
compliance with the Subdivision Map Act. A record of survey shall be completed
to verify the location of the newly placed monuments.
3.
Said plat map shall be recorded with the County recorder prior to the issuance of a
certificate of compliance for the structure and/or structures upon subject
properties. A copy of the recorded document shall be submitted to the Department
of Community Development for the file.
4.
All previous conditions of approval for Tentative Tract Map No. 10218 and Zone
Change No. 77-32 shall remain in effect.
USE
PERMIT NO. 89-61
Applicant: Bill Shofstall

Request: Addition of a maximum five hundred (500) square foot third story
room addition to an existing two (2) story single family residence
with non -conforming open space requirements.
Location: 810 Huntington Street
Environmental This request is covered by Categorical Exemption,
Status: Section 15301, Class 1, California Environmental Quality Act, 1986
Staff reported that this is a request to add a maximum 500 sq. ft. third story addition.
The existing residence was developed with non -conforming open space requirements and
therefore the use permit application is required. Staff also mentioned that the submitted
plans must be modified to eliminate the exit onto the deck. Staff also noted that the deck
shall be constructed of roofing material and the third floor addition shall not be greater
than 500 sq. ft. which eliminates the required second exit. Staff recommended approval.
The public hearing was opened and Bill Shofstall, applicant, was present and spoke in
support of the request. There was no one else present to speak for or against the request
so the public hearing was closed.

USE PERMIT NO. 89-61 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the addition of a maximum five
hundred (500) sq. ft. third story room addition will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of Use Permit No. 89-61 to add a maximum five hundred (500) sq. ft.
third story room addition will not adversely affect the General Plan of the City of
Huntington Beach.
3. The proposed addition of a maximum five hundred (500) sq. ft. third story room
addition is consistent with the goals and objectives of the City's General Plan and
Land Use Map.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated October 19, 1989 shall
be the conceptually approved layout with the following modifications:
a. The third floor addition shall not exceed a maximum five hundred (500) square
feet.
b. The proposed deck flooring shall be constructed with roof material.
c. The proposed door exiting onto the deck shall be removed.
d. The proposed parallel parking space shall be eliminated.
2. Prior to issuance of building permits, the following plans and items shall be
submitted and/or completed by the applicant:
a. Two (2) sets of revised plans as noted in Condition No. 1.
3. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
4. Proposed structures shall be architecturally compatible with existing structures.
5. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters,
and central heating units.
6. Low -volume heads shall be used on all spigots and water faucets.
7. The residence shall be provided with a back flow device for water service pursuant
to Public Works standards.
8. All applicable Public Works fees shall be paid prior to issuance of building permits.

INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Use Permit No. 89-61 if any
violation of these conditions or the Huntington Beach Ordinance Code occurs.
USE PERMIT NO. 89-63
Applicant: Murray Schrantz

Request: To permit a Walk-a-Thon sponsored by the First Christian Church.
The event also consists of a tent and sales area and will be held on
Saturday, November 11, 1989.
Location: 1207 Main Street (First Christian Church)
Environmental This request is covered by Categorical Exemption,
Status: Section 15311, Class 11(c), California Environmental Quality Act,
1986
Staff reported that this is a one day temporary outdoor event and the use permit is to
permit a tent and sales area on site. Fire Department requested that the tent material be
fire retardant. Staff also recommended that the Walk-a-Thon participants follow all
traffic and pedestrian laws. Staff recommended approval of the request.
Jim Gordon, representing the applicant, was present and spoke in suppport of the request.
USE PERMIT NO. 89-63 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE
FOLLOWING FINDINGS AND CONDITIONS:
FINDINGS FOR APPROVAL:
1. The temporary outdoor event will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity.
b. Property and improvements in the vicinity of such use or building.
2. The granting of Use Permit No. 89-63 will not adversely affect the General Plan of
the City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated October 31, 1989 shall be the approved layout as
amended by the Huntington Beach Fire Department.
2. Fire access lanes in the parking lot shall be maintained. If fire lane violations occur
and the services of the Fire Department are required, the applicant will be liable for
expenses incurred.

3. A detailed site plan shall be submitted to the Huntington Beach Fire Department for
approval (show table locations, tents, canopies, barriers, etc.).
4. The participants of the Walk—A—Thon shall observe and obey all traffic laws
pertaining to their activities (bikes, pedestrians, vehicles).
S. The applicant shall obtain clearance from the Public Liability Claims Coordinator,
Administrative Services Department, and/or shall provide a Certificate of Insurance
and Hold Harmless Agreement to be executed at least five (5) days prior to the
event.
INFORMATION OF SPECIFIC CODE REQUIREMENTS:

Building Division and Fire Department.
